The public had access to view and listen to the meeting as it was happening via Zoom. If no access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. Committee Minutes and Administration Acceptance of meeting minutes: Dec. 20, 2022 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the 12/20/2022 LPC meeting minutes. Motion carried: 5/0 (John abstained) Next LPC meeting date is scheduled for Tuesday, January 24, 2023 Melissa recommended going to one meeting during the month of February. Inquiries for Uses or Structures on Preserved Property None General Preservation 2022 Year End Report Melissa went over draft document showing 2022 Closed, Contract and Pending statistics Code Committee rescheduled for Monday, February 13, 2023 @ 2:00 Adding Uses to Development Rights Sold Agricultural Land (PDR Lands) Sam and Kim will attend the Code Committee. As of 1/10 no information has been presented for the meeting Land Preservation Applications & Potential Applications EXECUTIVE SESSION- Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Eric Keil, seconded by Anne Murray, to enter into EXECUTIVE SESSION Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 6/0 The LPC members entered into EXECUTIVE SESSION at 7:10 p.m. Meeting locked. o Melissa Spiro, Land Preservation Coordinator- Inquiries, new applications, appraisals and current applications MOTION made by Eric Keil, seconded by Doris McGreevy, to exit EXECUTIVE SESSION. Motion carried: 6/0 EXECUTIVE SESSION ENDED at 7:50 p.m. Page 2 of 3 Land Preservation Applications & Potential Applications - OPEN SESSION MOTION made by Sam McCullough, seconded by Anne Murray, to recommend that the Town extend a proposed purchase offer to the landowner, as discussed while in Executive Session, for a development rights easement acquisition on a certain parcel of land known as Project 2022-9, at a price supported authorized appraisal. The proposed offer is a recommendation to the Town Board and subject to the Town roceed. The offer letter to the landowner will be valid for 30 days.
