Present were: John Stein, Chairperson Carol Brown,, Member Caroline Burghardt, Member John Chandler, Member Maggie Merrill, Member Inga Van Eysden, Member Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent was: Shannon Wright, Member Brian Mealy, Town Board Liaison CALL TO ORDER John Stein called the meeting to order at 4:30PM. TRUSTEE LIASION John Stein raised a concern about the locations of approved upland spoil sites and if there was a way to track where the fill is coming from. Trustee Gillooly said the Board of Trustees rely on the expertise of the agents/contractors and confirmed during the final inspection. REPORTS Carol Brown attended the Board of Trustees meeting held on January 18th. She raised a concern regarding applications that are not being referred to the CAC for review, specifically applications for administrative permits. She believes the CAC should be given A 2 the opportunity to review these applications. She also raised the issue of having no advanced notice of the rescheduling of the postponed public hearings. It would be helpful to have the final agenda in advance of the meeting so they can properly prepare. Trustee Gillooly suggested reviewing the work session agenda to better prepare since the final agenda doesn't get finalized until late in the day on the date of the meeting. Carol noted that the term "best practices" needs to be more specific and the CAC needs to think carefully about what they are actually supporting. CLIMATE SMART COMMUNITIES John Stein will provide an update in March. NEW BUSINESS Carol Brown e-mailed her completed data analysis for 2022 applications to the CAC members and is updating the list of environmental organizations. Maggie suggested including recommendations to the Town Board in the year-end-report. Carol shared that there is a new coalition called SAP. This is a coalition of local groups making Suffolk County a greener pollinator corridor through good gardening practices. The goal is to amplify the efforts of many groups helping residents, towns and communities become part of the growing regional initiative led by the Pollinator Pathway. Their first meeting was held on Sat., February 4th Carol met with two (2) teachers from Southold High School regarding the recruitment of high school students to the council. The CAC will develop a mission statement for the student members and share with the town board at a work session. Maggie Merrill announced that she was recently appointed to the Water Advisory Committee. She will report back to the CAC with any new developments. APPROVAL OF MINUTES Moved by Maggie Merrill, seconded by Carol Brown, to Approve the Minutes of January 11, 2023. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of ANDREW LANZARO & MICHAEL MASSA to remove and replace 76 If. of deteriorated bulkhead in same location as existing with new vinyl bulkhead and raised height of 18" above existing. Located: 2395 Bay Ave., East Marion. SCTM#31-18-1 Inspected by: John Stein, Carol Brown, Inga Van Eysden' The CAC Support the application with a 5'-7' non-turf buffer planted with native vegetation. I 3 Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Chandler, it was RESOLVED to NOT SUPPORT the application of LAWRENCE & IRENE SCAVELLI to construct a new basement, first floor alterations and second floor dormer. Located: 1010 Maple Lane, Greenport. SCTM#35-5-27 Inspected by: John Stein, Carol Brown, Inga Van Eysden The CAC-does Not Support the application due to the lot coverage exceeding 20%. The CAC requests additional information with regards to the depth of the new basement and the proximity to the groundwater. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to NOT SUPPORT the application of ANDREAS SERPANOS for a proposed pool fence, approx. 300 If., in-ground pool 14'X 35', 8' drywell, stone patio 320 sf. and a 10' sand buffer. Located: 19105 Soundview Ave., Southold. SCTM#51-1-17 Inspected by: John Stein, Carol Brown, Inga Van Eysden The CAC does Not Support the application because the project is within 100' from the top of the bluff and out of compliance with Ch. 275 of the Town Code. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of SAMUEL & REBECCA LISSNER for the removal of an existing upper deck and associated steps at top portion of bluff on east side of the property, removal and replacement of portion of existing steps at toe of bluff that are outside the property lien with a new 4'X 4' landing, 4'X 12' steps and 4'X 4' landing to meet existing steps to beach, all decking to be untreated lumber. Construct proposed 160 If. rock revetment along existing bottom of bluff with no seaward projection beyond bottom of bluff, install 80 cy. of clean sand fill from upland sources, install untreated terrae boards every 10' along bluff face and re-vegetate with Cape American beach grass plugs placed 12" on center for entire disruption limits. Located: 3925 Soundview Ave., Southold. SCTM#94-3-1.10 Inspected by: John Stein, Carol Brown, Inga Van Eysden 4 The CAC Supports the application with the removal of the top viewing deck and retractable steps at the base of the staircase. Vote of Council: Ayes: John Stein, Caroline Burghardt, Inga Van Eysden, John Chandler Maggie Merrill Nay: Carol Brown Motion Carried Moved by John Stein, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of PABLO PEG LLC CIO PAUL MAY for the existing house and entry, two-story dwelling. As built screen porch, two (2) decks and front porch.. Located: 375 Reydon Drive, Southold. SCTM#79-5-23.1 Inspected by: John Stein, Carol Brown, Inga Van Eysden The CAC Supports the application with the installation of gutters, leaders and drywells to contain the stormwater run-off. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of MARYANNE KELLEY & DIANE C. MCKENNA to reconstruct a 3'X 16' ramp, 4'X 60' fixed dock utilizing thru-flow decking, 3'X 18' ramp and 6'X 20' floating dock secured by two piles. Located: 1775 Naugles Dr., Mattituck. SCTM#99-4-19 Inspected by: John Stein, Maggie Merrill, Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of CHARLES DiSAPIO & XANNE PEREZ to repair and replace in-kind 45'X 8' concrete wall and five (5) dead trees. Located: 5780 New Suffolk Ave., Mattituck. SCTM#115-10-7 Inspected by: John Stein, Maggie Merrill, Caroline Burghardt The Supports the application with the condition the five (5) dead trees are removed and replaced with tree species approved by an arborist. Vote of Council: Ayes: All Motion Carried 1 A 5 Moved by John Stein, seconded by John Chandler, it was RESOLVED to SUPPORT the application of the INN THE VINEYARD MATTITUCK LLC to legalize the as-built 18'X 36' in-ground pool and stone patio, 4' pool fence with two (2) gates, 8'X 4' landing, 4'X 12' staircase and 3'X 66.83' walkway. Existing electric lights at pool and along walkway to floating dock to be converted to permitted dark sky light fixtures. Constructed 6'X 40' floating dock with two (2) pilings "as-built" to replace in kind approved floating dock under Permit#1518 issued 1/4/82. Located: 900 Fox Hollow Rd., Mattituck. SCTM#113-6-22 Inspected by: John Stein, Maggie Merrill, Caroline Burghardt The CAC Supports the application with the condition the 6'X 40' floating dock is reduced to 6'X 20', in compliance with Ch. 275 of the Town Code. Vote of Council: Ayes: All Motion Carried RECOMMENDATIONS —APPLICATIONS TO AMEND WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of KONSTANTINOS D. KATSIRIS & JULIA MELINDA ORLIE KATSIRIS to Amend Wetland Permit#10122 to include the demolition as described by the Building Dept. Located: 400 Lakeside Dr., Southold. SCTM#90-3-3 Inspected by: John Stein, Maggie Merrill, Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by John Stein,'seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of ROBERT & MARYBETH POLKE to Amend Wetland Permit#10035 for the additional 100 cy. of top-soil needed to smooth and top- dress prior to re-seeding the previously existing lawn. Located: 1325 Lupton Point Rd., Mattituck.
