The highways are known as HIGHLkkD ROAD, SPUR ROAD, CROWN LASD IANE, BRIDLE LANE and BRIDLE C(~I~, as shown and designat~ on a certain Suffolk County, New York, surveyed by Young and Young, Professional Engineer and Land Surveyor, Riverb~d, New York, and filed in the Office of the Clerk of the County of Suffolk on April 26, 1977, as Map Number 6537. 2. The RECHABGE BAS]/q located on the southwest corner of I~OAD and SPUR ROAD, as shown on said Map. 3. The ~ BASIN located northwesterly of the Park Area, as shown on said Map, together with a 20 foot drainage easement f~L, the northeasterly corner of the ~ECHA~GE BASIN over Lots 18 and 19 to BRIDLE LANE, and a 20 foot drainage easement frc~ the southeasterly corner of the I~K]{ARGE BASIN over Lot 14 and the Park Area to CRCWN IAS~ IANE, all as shown on said map 4. Davis Date: February 26, 1986 Highland Estates at Cutchogue - Inspection of roads, drainage structures, etc. with regard to acceptance by Town of Southold Co~ents: ]. There are some small potholes and surface breaks in Highland Road - about 12 in number from the State Highway to Bridle Lane. 2. Pavement on Spur Road is in good condition. 3. Crownland Lane pavement has a few surface breaks. 4. Bridle Lane has 4 small pavement breaks. 5. Bridle Court pavement in acceptable condition. Road paving was done on this project as follows: Highland Road, first 1200 ft. - pulvermix, seal coat and surface course of oil and chips completed between 9/22/80 and ]1/10/80. Paving Highland Road Sta 12+00 to Sta 26+00, Spur Road east and west - pulver- mix and seal coat done between 8/27/81 and 9/26/81. Remaining pavement on Highland Road, Crownland Lane, Bridle Lane and Bridle Court - pulvermix on ]~/22/82. Seal coat, oil and chips not done until 4/27/83. Surface course, oil and chips on all other pavement, except for the first ]200 ft. on Highland Road was done on 9/]2 & 15/84. Ail catch basins are clean to pipe inverts. Man hole "B" casting in Bridle Lane at end of 30" intake line to R.B. No. 2 is covered by the surface course. Also, Manhole "A" at intersection of Spur Road and Highland Road is covered by the surface course. There is a hole in the pavement at C.B. No. 8 (Sta 2+00 Lt. side) on Brindle Lane that might indicate undermining. There are hurricane tree limbs on the pavement, both sides, at this location and I could investigate the hole no further at this time. Fencing at R.B. No. 2 has been damaged by falling tree limbs (limbs still on fence). Top rail 30 ft.± from s.w. corner on west side is bent down for 2 ft.i in 25 ft. and the wire mesh displaced. 9. Due to R.B. gates being locked with chain and padlock was unable to check outfall drainage lines at headwalls. These lines clear in July 1985. Recommendations for corrective work by Mohring Enterprises, Inc., Developers for this project, prior to acceptance by the Town of Southold. Correct the potholes and pavement breaks as indicated with asphalt plant mix. Remove oil and chips from M.H. castings "A" and "B". Correct hole in pavement at C.B. No. 8. Remove tree limbs both sides of road at C.B. No. 8. Repair damage to R. B. No. 2 fencing. Note: Pavement completed on first 1200 ft. of Highland Road on 11/10/80. Final surface (oil and chips) not completed on all other road areas until 9/15/84. I had recommended that the 1200 ft. have another application of oil and chips as it was 4 years old and showing signs of disintegration in some areas. John W. Final Inspection Reference is made to "the third wearing course" on Highland Road as mentioned in the Mohring letter of February 21, ~985 to the Planning Board. This statement is in error. All roads in this subdivision have a single wearing course only as required. The only additional surface work done was filling potholes and depressions with asphalt. The asphalt patch work was necessary due to the long time period, several years, between completion of the base course and placing the final wearing course. The fence (east side) at [echarge basin No. 2 that had encroachment in Lot No. 14 has been moved. Sketch plan submitted on January 29, 1974 indicating 46.45 acres for 40 lots and to date 22 dwellings have been completed and occupied. In addition, there is a requirement for park and recreation area on the southwest side of Highland Court which is impossible to designate as such. 2. Maps signed and approved on April 8, 1977. 3. Bond estimate for $200,000 was made and submitted to the Town Board on November 18, 1975. 4. Bond was issued by the Republican Insurance Company on July 28, 1976, No. 917249. 5. Dean, Super- intendent of Highways of the Town of Southold to abandon Harper Road, a certain highway located at Southold, in the Town of Southold and more fully described in an Order Laying Out Town Highway dated April 9, 1968 and filed in the Town Clerk's Office on April 9, 1968; said highway has not been traveled or used as a highway for six years prior to the date hereof, and said highway is hereby declared abandoned as a highway and a public right of way, pursuant to the provisions of Section 205 of the Highway Law. J Supervisor Martocchia stated that after the public has hmA ashance to talk to the Board, a recess will be called for the purpose of discussing some amendments to the code, and possibly set a date for a hearing. Mrs. Hardy spoke to the Board about a new house built in Southwood owned by four brothers. Mrs. Hardy estimates 30 to 35 people will be occupying this house.--Supervisor Martocchia, Councilman Rich and Councilman Homan became aware of this situation only the day before and have not had an opportunity to look into the matter. Mrs. Hardy stated the house calls for five bathrooms. Supervisor Martocchia said they have been issued a temporary certificate of occupancy, which is permissible, although it is only one-half finished on the outside. The Building Department and Environmental Department have looked at SOUTHOLD TOWN BOARD December 2, 1980 WORK SESSION 8:35 A.M. The Board met with Sanford Friemann of Pinewood Landscaping, John Pietrodangelo of First Towne Florist and Harry Jaquillard of Mattituck Garden Shop concerning the legality under the Zoning Ordinance of operations of McGuires Greenhouses, Main Road, Cutchogue. After considerable discussion relative to the stock sold by McGuire's, it was decided to await the opinion of Town Attorney Tasker,as requested by Building Inspector Hindermann, relative to the interpretation of the Zoning Ordinance concerning greenhouses. 9:00 A.M. the Board met with Building Inspectors Fisher, Hindermann, and Horton to discuss the operations of their office. 9:20 A.M. Chester A. Sussman representing the State Insurance Fund and Mr. Willian Mullen, a retired insurance broker conferred with the Board concerning Workmens Compensation for the Town of Southold. It was pointed out by Mr. Sussman that the Town of Southold has a very good experience rating and receive the maximum discount. At Mr. Mullens suggestion, Mr. Sussman will present a safety program to Town employees. It was the final determination of the Board to change the anniversary date on the Workmens Comp- ensation policy to January 1st and institute monthly provisional billing which means 25% down on March 1st and nine 8-1/3 monthly payments, which would give the Town a cash flow advantage. In the past the Town has been making the entire payment on March 1st. 10;05 A.M. Mr. Hugh Freund of Sandsport Data Services, Inc. met with the Board to discuss his bid for computerization of tax rolls and tax records for the Town. Mr. Freund presented his financial statement for study by the Board. Mr. Freund indicated that he has a staff of 20 people working for him and has done and is doing work for other municipalities, banks and the City of New York. However, this would be his first experience with computerization of tax rolls. The Board advised Mr. Fruend they would make their decision at their regular meeting. 11:05 A.M. - Gail Wickham, representing Richard Mohring, Jr., son of the principle of Highland Estates , spoke to the Board relative to an extension of the bond of Highland Estates for one year. They have a proposal to sectionalize the subdivision off at the northerly lines of Lot 9 and Lot 32 and complete approximately 600 ft. of road- way. It was determined that the Highland Estates bond expired on July 28, 1979, therefore a three year extension would be more in line. Councilman Nickles met with members of the Planning Board, Councilman Sullivan, Town Engineers Davis and Tuthill and Highway Superintendent Dean on November 20th and Highland Estates was discussed at that time. It was the opinion of the group that the bond should be extended for three years from the expiration date and raising the amount of the bond from $200,000.00 to $370,000.00 Town Attorney Tasker advised the Board that this matter should be referred back to the Planning Board for their recommendation as only the Planning Board has the power to extend bonds. 11:35 A.M.- The Board discussed the Highway Committee's report concerning other subdivisions with expired bonds--Paradise By The Bay, Soundview Acres At Orient and Syloret Estates. Paradise By The Bya, Soundview Acres At Orient will be referred back to the Planning Board for their reocmmendation of bond extension. Consider- ation will be given to calling the bond on Syloret Estates which expired on February 24, 1979. 11:45 A.M. - Mr. Barry Kirschner, President of Compu-Pressure of New York, Inc. and Mr. Tomaselli fo the same firm addressed the SOUTHOLD TOWN BOARD January 13, 1981 WORK SESSION 9:00 A.M..- The Board audited the bills. 10:00 A.M. - Barbara Townsend and Robert Stack from the New York State Office of Mental Retardation and Developmental Disabilities met with the Board to discuss their policy for placement of individuals in community residence sites, the capabilities of the individuals who would be in residence, and the potential community residence sites on Short Road, Cutchogue, and Gillette Drive, East Marion. At the time the OMRDD spoke to the Board in 1978 there were ll homes in Suffolk County, today there are 41 homes. There are two different groups of people who are housed in the homes, those with high skills and low skills to uncommunicable. They hope to have 8 to l0 homes in Southold Town over the next two to three years. The suitability of the Short Road and Gillette Drive sites was questioned by the Board who are not satisfied with either location. Supervisor Pell asked Councilman Nickles and Drum to work with Ms. Townsend on the selection of alternate sites in Southold Town. Mrs. Townsend welcomes any suggestions the Councilmen might have and will hold in abeyance further progress toward acquiring the Short Road and Gillette Drive sites. Councilman Nickles objected to working on this project as a Councilman and real estate broker. Supervisor Yell concurred, stating the entire Board would work on this project. 10:45 A.M. - Mr. Richard Mohring, owner of ' n Est t sub- division spoke with the Board and requested that the proposed increased bond amount for his subdivision be reduced from $370,000.00 as recommended by Town Engineer Tuthill and the Planning Board. Mr. Mohring asked that he be granted a 6 ~month extension~ during which time he feels he can complete almos% all of the roads and improvements in the subdivision. Supervisor Yell suggested that the Highway Committee and Highway Superintendent Dean reevaluate the proposed bond amount and a resolution pertaining to this will be placed on the January 27th agenda. 10:55 A.M. - Deputy Inspector Warren Buckward and Lieutenant Nemschick of the 7th Squad met with the Board to discuss the services of the 7th Squad in Southold Town and the charge-back system. Deputy Inspector Buckward said they cannot answer why four other townships chose to put on their own detective service rather than use the 7th Squad. He suggested the Supervisor talk to those towns to find out their reasons. He also could not answer questions concerning the charge-back system. He stated that the 7th Squad has a service squad of two men on each tour at a satellite office at Southold Town Police Headquarters, and ther~ are 15 men in the Squad throughout the east end. Supervisor Pell questioned the productivity of the 7th Squad in Southold Town; he said they spend considerable time in headquarters on paperwork rather than on the road. Deputy Inspector Buckward stated that he was not aware of that and would correct the situation. Lieutenant Nemschick described the training of a 7th Squad detective; stating their function is investigative, not a patrol-unit. 11:30 A.M. - Bob Traugott of Energy Development Corp. addressed the Board relative to private ownership of a municipal solid waste incinerator in the Town of Southold. He discussed the size of the commitment on the Town tax base and long term guarantee that all of the Town's solid waste andlpossibly sewage would come to one point for disposal.. He said all that would be involved on the part of the Town would be a tipping fee and the private owner would hire all of the present Town employees now workin~ at the landfill site and bring in as few other people as possible. The plant would be capable of processing municipal solid waste and over-size portions would also be burned and unburnables would be 1 8(b) 8(e). On motion of Councilman Murphy, seconded by Councilman Murdock, it was RESOLVED that the Town Board of the Town of Southold award the bid for one (1) new 1980 15 passenger Plymouth Voyager Maxi-Wagon to Mullen Motors, Inc., Southold, New York, at a bid price of $11,000.00; to be paid for from the Whole Town Contingency Fund.) The Planning Board recommended increasing the present bond fr--~-~--~m $200,000 to $370,000 based upon engineering study of Lawrence Tuthill. In reviewing the bond increase proposal Mr. Mohring and Ms. Wickham have come up with only $200,00 left on improvements to be done. They asked the Board to hold everything in abeyance until July 1st so Mrs: Mohring will have an opportunity t'o construct the roads and improvements in the mid-section of the subdivision. He also would like to obtain building permits in that area, but would not ask for C.O's until the work has" been approved on the roads. The Board said they would consider his request. 11:50 A.M. - Chief Carl Cataldo and Lieutenant Nemschick of the 7th Squad met with the Board concerning the continued use of the 7th Squad in Southold Town. Chief Cataldo said that as a result of the meeting at the Mill Creek Inn byJthe Supervisors and Mayors of the East End there was a meeting of Poli, ce Chiefs to discuss the ramifications of actions that could be taken by switching the tax burden from the county budget to the east end. It was suggestedlby Chief C~taldo that the Town not discontinue the use of the 7th Squad until the end of 1981. This would allow the Town time to train additional detectives and hire additional patrolmen - there should be a breaking-in period. Southampton Town, Easthampton Village and EaSthampton Town already have functioning detectives and do not use the 7th Squad. Lieutenant Nemschick handed Board members a survey of manpower usage by 7th squad between Jan. 1 and 26 in Southold Town and Greenport Village. One quarter of their time is spent in Greenport Village. In answer to Supervisor Pell, Lt. Used 9 loads of Exxon MC-250 at 1500 Gal./load = 13500 Gal. Yield 13500 ~- 4460 = 3.03 Gal./S.Y. 9/23/80 85 L.F. of 36ft. width pavement plus intersection= 372 S.Y. Received 1 load of Exxon MC-250 at 1500 Gal. Returned 400 gal., Used II00 Gal. Yield 1100 '.-- 372 = 2.96 Gal./S.Y. - The MC-250 was applied in 3 separate operations at rate of one gallon per S.Y. Excavation 4t Recharge Basin No. 1 is about 80% complete, lh~ bottom of the R.B. is in sand and small gravel. Grading is under way between curbs from ~he entrance to about sra. 15 · O0 on Highland Road. About 100 L.F. of curb has been brokm by contractors equipment and will have to be replaced. Ibis curb'replacem~nt is at Lot #38. Topsoil has been stripped and some rough grading done on Highland Road from Sta. 18 * 50 %o Sta. 30 + 50 and on the westerly section of Spur Road. No work has been done on the easterly section of Spur Road). Cro~ Land Lane, Bridle Lane or the drainage installations in those areas as they are either in o]ltivated farmland or wooded sections. Drainage installations to date are catch basins and leaching pools at the main road entrance and catch basins at Sta. 16~ O0 on Highland Road. There is no curbing in place beyond Sta. 16+ 00. The mater~al now being graded between the present curbs does not have sufficient sand and gravel in some areas. These areas ~ill have to be blended with additional sand and gravel before any stabilizati6n ~s done. Note: Report by E. Was notified by .owner's contractor. 18" C.M.P. placed from C.B. No. 2 to M.H~ A, fr~m M.H. ~A to C.B. No. 4 · and also between C.B.'s No. 3 and~No. 4. The 18" CMP discharge line from M.H. A into the Recharge Basin and placing C. B.'s Nos. 3 and 4 will follow tomorrow. C.B.'s Nos. I and 2 wi~h connecting pipe were placed by another contractor. B6th basins and pipe are.too low and will have to be corrected. The basin tops can be raised to meet proper grade, the transverse connecting pipe will have to be reset to conform with the present drainage work now being done. The present work is in close accord with the plans and is satisfactory. Since my %asr report (Sept. 2, 1978), excavation at R.B. No. I has been increased to about 95%, curbing is now in place on Highland Road from NYS Rte, 25 to Sta. 28+ 80 with exception of curb returns at Crownland Lane, Spur Road and in front of R.B. No. I. Bank run material is in place (not graded) between present curb runs on Highland Road.~ Some Of the bank run areas do not have enough gravel content. This condition should be corrected before any stabilization is done.next year. · Contractor will place solid covers on C,B.'s now being ins~alled to prevent them from being silted and filled in during the winter months. I personally met with Mr. Corrizini, and he was a little differcult to deal with, statinE that he wanted his money up front. I asked~him to secure a contract thru his attorney, Mr. Dick Lark. I have been cal!ir~ Mr. Lark , made out a personal check-to him as a deposit so that he would start the work, I spoke to Mr. Corrizini last night and he was evasive, saying he couldn't promise anything as he had a great deal of work. I begged him to at least to get started by doing up to where there are people living. At this point I'm at a complete loss at what my n~kt step should be. Mr. Corrizini seems to be the only one in that area doing that type of work, and even if I could find some- one else with winter rapidly approaching I doubt if they could do' anything before the spring. I have tried to be truthful and above board with you on this'matter. I sincerely hope that this will not prejudice my Job as I am trying my utmost to see that everything is done as soon as possible. It is my understanding that the Planning Board ~ill not agree to the issuance of CO's until a pulvermix road base with the seal coat is placed to the satis- faction of the Superintendent of Highways.
