Dear Mr. Emery:
At the Southold Town Board meeting on October 19th there was
discussion relative to the desire of residents on old Route 25
in the hamlet of Laurel to name that short stretch of road. It
is unclear and undeterminable from existing Town records whether
the State of New York has ever legally released this portion of
highway to the Town of Southold.
Please advise me if this release has taken place legally, and
if not what steps the Town should proceed with to receive title to
this short stretch of road.

Gentlemen:
We the property owners on that strip of road in
the H~ml~ ~ 6f Laurel that has been bypassed by
the new Route 25 now live on a nameless read and
request the Board to agree to the name we have
selected for our road.
Back at the turn of the century Zaurel was known
as Franklinville and we would like to perpetuate
the name by calling our strip "Franklinville Road".

Pursuant to Section 62 of the Highway Law, it is
ORDERED: That the State maintenance on the following described portion of the
Riverhead-Mattituck, Parts 1 and 3, State Highway No. 8181, Town of Southold, Suffolk
County, including any and all bridges or culverts located thereon or immediately
adjacent thereto, as it had been maintained by the State as a portion of the State
Highway System before a change of location was made for the improvement of alignment
or of dangerous conditions, be and the same is hereby discontinued, and shall be
maintained hereafter by the Town of Southold, viz:
Ail that portion of the old highway located between the following described points:
From station A 377+00 to station A 386+00, a total length of 900 feet
and
From station 386+25, 130 feet left to station 388+75, 50 feet left, a
total distance of 263 feet.
The portion of the highway constructed on new location acquired to accomplish the
improvement of ali~n,~nt or of dangerous condition as prescribed by Section 62 of 2he
Highway Law, havin$ been completed on State Hi8hway No. 8181 by Contract D95826, accepted
Hatch 6, 1980, is hereby substituted for the portion discontinued, which portion is
described as follows, viz:'
From station 370+00.00 to station 393+93.46, a total length of 2393.46 feet.

FURT~RR ORDERED: That the permanent easement for drainage shall be retained as part
of the new highway alignment and shall be maintained as part of the State Highway System.
Ail of the above as shown on a Discontinuance of State Maintenance Map dated December 28,
1982, and filed in the New York State Department of Transportation, and it is
FURTHER ORDERED: That a certified copy thereof be mailed to the Clerk of the Board of
Supervisors' of Suffolk County; the Superintendent of Highways 'of Suffolk County; the
Town Clerk of the Town of Southold; and the Town Superintendent of Highways of the

Dear Mrs. Terry:
As requested in your letter of November and December 1982, we have
investigated the status of the portion of old Route 25 in the Hamlet
of Laurel which was to be discontinued to the Town.
The process was initiated with our construction contract No. D95826
in 1978. Upon completion and acceptance of the contract, an official
order was to have been prepared completing the pmcedure. Apparently,
the necessary documents were not prepared immediately due to an over-
sight and the transfer has been delayed somewhat. We are in the process
of preparing the necessary documents and expect that an official order
will be prepared in the near future.

Gentlemen:
The Southold Town Board on October 19th received requests from
residents on old~ Route 25 in the hamlet of Laurelto name that short
stretch of road. It is unclear and undeterminable from existing Town
records whether the State of New York has ever legally released this
portion of highway to the Town of Southold.
I received a communication, copy attached, from your Regional
Survey and Mapping Supervisor William P. Lamont indicating there has
been a transfer of jurisdiction and a print of the appropriate contract
sheet from the contract which indicates the transfer of jurisdiction,
copies attached. However this sheet is dated February 1975 and on
February 7, 1979 there is a Notice of Order which indicates "the old
section is being turned over to the Town of Southold". This makes
it evident that there was no formal abandonment in 1975. The Town
Board is looking for a deed or certificate of abandonment from the
State of New York formally taking this action.
If you have such a document, please forward a copy so we may
proceed with naming this portion of road in the interest of the
residents thereon.

tract which indicates the transfer of jurisdiction.
We trust this will answer your inquiry and will clear the way to rename
the abandoned section of the old Rte. 25.

TO THE TOWN CLEI~ OF THE TOWN OF SOUTHOLD, COUNTY OF SUFFOI~, NEW YORK:
This is to certify that the undersigned County Superintendent of High-
ways at the County of Suffolk considers it necessary, pursuant to Section
104 of the Highway Law, to close a portion of a highway in the Town of
Southold, County of Suffolk, known as New Suffolk Avenue. It is necessary
to close that portion of the highway between Locust Avenue and Moores Lane
from 8:00 A.M. on March 21, 1983 until the completion of the new bridge
over Downs Creek, as such bridge is now being reconstructed under the
provisions of the Highway Law, and the work cannot be properly conducted
and completed unless the portion above described be closed during the time
such work is in progress.

investigated the status of the portion of old Route 25 in the Hamlet
of Laurel which was to be discontinued to the Town.
The p~ocess was initiated with our construction contract No. D95826
in 1978. Upon completion and acceptance of the contract, an official
order was to have been prepared completing the procedure. Apparently,
the necessary documents were not prepared in~ediately due to an over-
sight and the transfer has been delayed somewhat. We are in the process
of preparing the necessary documents and expect that an official order
will be prepared in the near future.

legally released old Route 25 in the hamlet of Laurel
