The following action was taken by the Board of Town Trustees'
during its regular m~eting held on June 25, 1997, regarding the
above matter:
WHEREAS, RICHARD JONES & DARCY GAZZA,apptied to the
Southold Town Trustees for a permit undm~r the previsions o~ the
Wetland ordinance o~ the Town of So~thold, application dated
June 10, t997, and,
WHEREAS, said application was referred to the So.athold Town
Conservation Advisory Council for their find%ngs and
recommendations., and
WHEREAS, a Public Hearing was held by the Town Trustees with
respect to said applicatio~ on June 25, 1997, at which time all
interested persons were given an opportunity to be heard, and.
WHEREAS, the Board members have personally viewed and are
familiar with the premises in question an~ the slLrrou~%~g area,
and,
WHEREAS, the Board has considered all the testimony and
documentation s~hmitted concerning this application, and,
WHEP~EAS, the stru~tume complies with the standard set forth in
Chapter 97-18 of the Southold Town Code,

will not affect the health, safety and general welfare of the

Written bids will be received until 5:00 P.M., July 18, 1997, at the office of East End
Drafiing & Design, at 5130 Main Bayview Road, Southold, New York 11971. All prints
shall be returned in good condition with the bid.
Bids shall be in General Contract Construction Form, for all work indicated in project
manual and on plans. The bid amount shall be written on the included bid form.
Bids shall cover the TOTAL COST of all materials and labor necessary to provide a full,
complete and functioning residence. Any labor, medal or process in addition to those
shown on the drawings or specified that may be necessary to comply with the laws, rules
and regulations shall be provided at no additional cost to the Owner. Each bidder will be
presumed to have read and to be familiar with the Contract Documents, including any
addenda, and to have carefully checked the existing conditions of the building.
Contractor shall provide an itemized breakdown of labor, materials, trade subcontracts,
profit and overhead, etc., which shall total bid amount. Contractor is encouraged to
provide references of completed work, and any additional information which might be
helpful in awarding the contract,
The Owner will provide all Permits required to begin construction and pay for any
required surveys. The Contractor sbalt provide the Certificate of Occupancy at the
completion of the work.
Contractor shall provide on the bid form an estimated date for commencement of work,
and an estimated length of time required to complete construction.
If the contractor decides not to bid the project, they are required to contact East End
Drafting & Design within the first 4 business days of receipt of the bid documents, and
return the bid documents.

Work shall comply with codes and regulations of all agencies and governmental bodies

discrepancies in dimensions or conditions which prevent execution ofthe work as dram.
East End Drafting & Design assumes no respons~dity for infomtion provided by others
and taken to be true, nor for unauthorized changes made to structure or other aspects of
the work.
Contractor shall coordinate work of all subcontractors and building trades to fac'~lltate
smooth and timely completion oftbe work.
Contractor shall maintain job site in clean and orderly fashion throughout entire
construction project, and shall dispose of all removed and left over materials. Interior
shall bo left broom clean at the completion of each working day.

Contractor shall provide, prior to commencement of construction, a confmuation sheet,
showing the name and address of all subcontractors, and each subcontract price, totaling
the Bid Price. Contractor shall update the cont'muation sheet, and the total construction
cost, with each requisition for payment.
Contractor shall organize, prior to commencement of construction, a pre-construction
conference to include contractor, subcontractors, East End Drafting and Design, and any
other persons deemed important to the timely completion of the work.
Contractor shall prepare a detailed schedule of the construction phase, including the date
of commencement for each subcontractor, and the estimated final completion date.
Contractor shall update the construction schedule each month and submit with the
requisition of payment.
No work entailing extra cost shall be undertaken by the Contractor prior to the submission
and approval of a written change of work order, which gives the cost for the extra work to
be undertaken.

SITE WORK
DRIVEWAY
Existing driveway is to be maintained.
EXCAVATION
Comply with DEC and local ertvironmental agencies concerning construction adjacent to
wetland areas.
Provide Hay Bails along entire property wetlands boundary dur'mg enth'e construction
process.
MASONRY
GENERAL
All concrete is to be 3,000 PSI at 28 day ASTM C-94 ready mix concrete.
All footings, foundations, etc. shall rest on undisturbed soil.
Soil bearing capacity shall be 4,000 PSI. Contractor shall conduct soil test to verify
bearing capacity prior to construction and report any discrepancies to East End Drafting &
Design.
Footings shall be a minimum of 36" below finished grade.
All footings, foundations, etc. shall be formed.
FIREPLACE/CHIMNEY
Raise existing Chimney to height indicated on pD. ns and re-point existing brick chimney as
required. Provide lead coated copper flashing and lead counter flashing.
STONE ENTRY WAY
Provide 2'thick, dressed bluestone paving on entry way porch as shown, on existing
concrete slab.
Provide new foot'rog and brick face for front of concrete porch.
Provide new brick piers as indicated on plans to support new posts above, and to house
new steps to grade.
Provide 2" thick bluestone on steps.
EXISTING FOUNDATION
Fill cracks in existing stucco finish on exterior of foundation wall
FRAME
GENERAL FRAMING
Framing is to be Douglas #2 or better.
All exterior structural fi~ting to be CCA.
Sill plates to be 2x6 Treated 40 year CCA with sill sealer.
Provide double headers and trimmers at all stair and floor openings, under all posts and
partitions running parallel to same. Refer to plato

Structural metal connectors as required for all flush structural load carrying conditions.
All structural flush beams are to be belted with ½" bolts in staggered pattern ~ 2'-0" o.c.
STICK ~RAMING
See plans for sizes, layouts, dimensions, and configurations of fr~mlng and truss systems.
Provide fire stop at concealed spaces of wood framed walls and partitions at each floor
level at the ceiling the ce'fling line of the top story. Frame openings with multiple studs
and headers. Provide header members of size shown, or if not shown, as directed by East
End Drafting and Design. Do not splice members between supports. Lap members
framing from opposite sides of beams, girders or partitions no less than 6", or tie opposing
members together. Provide solid blocking over supports. Provide metal framing "Teco"
connectors al all roof/exterior bearing wall connections, at all "Flush Framing" conditions,
such as at floor openings, and as shown or noted. Provide solid wood bridging between
floor joists at 8'-0" on center (maximum) and under partition walls at concealed ceilings
and under first floor.
Notch rafters to fit exterior wall plates and use special framirlg anchors. Provide double
rafters to form headers and trimmers at openings in roof framing. Bevel edges ofjack
rafters for full bearing. Provide special framing as shown for eaves, overhangs, dormers,
and s'mailar conditions. Verify size of all windows, doors, and other prefabricated
elements prior to flaming rough openings.
SHEATHING / DECKING
Provide ½" m thickness APA rated, exposurel, plywood sheathing on all exterior walls.
Provide ½" min. thickness APA rated, exposureI, plywood sub-floor, with edges set on
solid blocking. Glue and nail all sheets with 8d~4"o.c. exterior edges and 6d~t2" o.c.
exterior edges and 6d~12"o.c. intermediate.
Provide ½" ~ thickness APA rated, exposurel, plywood sheathing on Roof.
ROOFING
Provide 265#/sq. fiberglass shingle roof by CERTAINTEED~ Inc., Landmark 30 year
color selected by owner (Weathered Wood). Install as per manufacturer's specifications
over 30~ building paper on ½" CDX exterior grade plywood roof sheathing.
Provide continuous ridge vent and soffit vents.
EXTERIOR FINISH CARPENTRY
SIDING
Remove Ex,ting Cedar Shingle Siding.
Provide 15# building paper and CERTAINTEED Cedar Impression Vinyl Siding, in color
selected by owner. (Natural Clay)
Provide 3-1/2" (5/4"x4" and 5/4"x2-1/8") "Prime Trim" Comer Boards
Provide 3-1/2" (5/4"x4") "Prime Trim" Casings around all doors and windows.
Provide 7-1/2" (5/4"x8")"Prime Trim" Freeze Board.
Provide Vinyl Wainscot Continuous Vented Beaded Soffit.
Provide 9-1/2" (5/4" x 10") '~rime Trim" skirt beard with ALCOA Drip Cap - as
indicated on plans.

ALL VINYL SIDING IS TO BE CERTAINTEED, INC., AND INSTALLED AS PER
MANUFACTURERS SPECIFICATIONS.
COLUMNS
Provide structural 6"x6" wrapped box columns with built up base and capital.
Provide moldings as indicated on plans.
FLASHING
Lap and seal joints and seams to be permanently watertight and weather-proof. Step flash
at roolTwall intersections and at masonry and other penetrations.
All flashing is to conform with the recommended procedures in the New York State Code
Manual for the State Building Construction Code.
GUTTERS AND DOWNSPOUTS AND DRYWELLS
Provide prefabricated aluminum gutters with standard white finish at the lower cave of
every pitched roof. Provide seamless gutters with gutter cap. Provide Matching
downspouts in corners or at approved intermediate locations, and tied into subsurface
drainage system with 6" diameter PVC drainage Pipe.
INSULATION
GENERAL
Provide Insulation as indicated on plans.
Insulation to meet all requirements of NYS Energy Code, installed by a qu~tlfled
subcontractor. Provide kraft-faced fiberglass insulation orR-values as noted. Comply
with manufacturer's instructions for each type of insulation. Seal joints between units and
around pipes, conduits, etc. to form ak tight seal and vapor barrier. Provide access for
venfdation at all edges, and approved vents at soffits and ridge.
BATT INSULATION
Provide Insulation as Indicated on Plans.
Provide 9" batts (R-30) in roof and upper most ceilings, 6" batts(R-19) in 2x6 exterior
~ 3-1/2" batts (R-15) in 2x4 exterior walls, and 3-1/2" batts (R-13) in interior walls
around bedrooms, bathrooms, and between beating zones. Carefully insulate around
overhead plumbing waste lines to minimize sound transmission.
WINDOWS
Review Floor Plans and Elevations for accurate count, layout and size (model number) of
windows and exterior glass doors.
Provide white vinyl clad Permashield Andersen Windows with Low E Glass and Interior
Grills as indicated on plans.
Provide all required hardware, fittings and screens.
All hardware is to be Andersen in Antique Brass.

DOORS
Provide all doom as shown on plans. Handle, store, fit, hang, prepare for flnkqhing and
~h as per manufacturer's specifications.
EXTERIOR DOORS
Provide New Thermatru Fiherclassic FC48LE Front Door.
Finish in color of owners choice.
INTERIOR DOORS
Provide six panel masonite doors with finger joint wood jambs. Pre-bore all doors and
jambs as required for finish hardware.
SCREEN/STORM DOORS
Provide full light aluminum screen/storm combination doors at all exterior doors. Provide
Andersen Storm Doors for units manufactured by Andersen.
FINISH HARDWARE
Install Schilage finish hardware for all doors to be supplied by owner.

Owner will provide Color Schedule for color selections prior to execution. Provide mock-

Provide latex enamel interior paint by Benjamin Moor, Inc., or approved equal Apply
paint, stain, and clear finishes in accordance with manufacturer's directions over clean and
smooth surface. Apply prime and finish coat and additional coats until paint is of uniform

DUCT WORK
Provide Insulated metal supply and return ductwork and floor/ceiling registers to serve
each occupied space. Alt duetwork to be concealed in chases or floor/wall/ceilings, in
accordance with SMACNA including transitions, bextds, take-offs, etc., designed for
rnlnlrmma static losses. Provide galvanized sheet metal duct work of 26 ga~ Up to 24"
wide and 24 ga. Above 24" wide. Provide 1-1/2" fiberglass exterior wrap on supply duct;
½" rigid fiberglass acoustical and thermal liners on return duets. Provide isolation pads
for alt units and duct work. Leakage at seams shall not exceed 3%.
ZONE DAMPERS
Provide Zone Dampers, or other approved ak balancing devices.
ACCESS DOORS
Provide access doors as required for coils, filters, dampers, and other equipment that
requires periodic service. Provide doors of same material as ductwork, constructed so as
to mi~h-ni~e leakage.
OIL TANKS
Provide Two (2) 275 Gallon Oil Tanks in Basement, as indicated on Plans. Tanks are to
he Inter-Connected. Provide new fill and vent lines as required.
Existing Oil Tank is to be Pumped Dry and Filled with Sand.

GENERAL
All plumbing work to he performed by a licensed Plumb'rog sub-contractor, in accordance
with applicable codes and regulation. Pitch plumbing pipes to common iow point and
provide valve for draining system. Provide pipe insulation on all hot water pipes and all
cold water pipes in exterior walls or unheated spaces. Verify compafib'flity of plumbing
components prior to placing order for fixtures. All plumbing fixtures are to be supplied by
owner and installed by plumbing sub-contractor. Provide walk through with owner at
completion of job to instruct on operation of system; provide all manufacturers warranties
to owner, infilled with proper model and serial numbers.
BOILER
Verify capacity of existing oil fired hot water boiler.
Provide new Weil-McLain boiler with safety controls as required.
Provide backftow preventer valves at Boiler fill, as required by SCDHS.
CIRCULATORS AND }IVAC PIPING
Provide one circulator ptmrp for each heating zone, and one for domestic hot water, sized
for appropriate GPM w/settable flow check. Provide 1" pipe size, and seals suitable for

glycol solution. Connect pip'rog to air handlers and boiler. For heat, provide type "M"
copper, k~ulated w/minimum 3/8" wall armoflex type covering. For Refiqgemtion,

Provide BOCK 71 E Hot Water Heater, wSth Beckett Burner and Relief Valve, and all
