Dear Mr. Costello,
The following action was taken by the Board of Town Trustees
during its regular meeting held on June 27, 1996, regarding the
above matter:
WHEREAS, STANLEY J. CIAPUTA, applied to the $outhold Town
Trustees for a permit under the provisions of the Wetland
Ordinance of the Town of Southold, application dated Mar. 14,
1996, and,
WHEREAS, said application was referred to the Southold Town
Conservation Advisory Council for their findings and
recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with
respect to said application on June 27, 1996, at which time all
interested persons were given an opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are
familiar with the premises in question and the surrounding area,
and,
WHE/AEAS, the Board has considered all the testimony and
documentation submitted concerning this application, and,
WHEREAS, the structure complies with the standard set forth in
Chapter 97-18 of the Southold Town Code,
WHEREAS, the Board has determined that the project as proposed
will not affect the health, safety and general welfare of the
people of the town,
NOW THEREFORE BE IT~
RESOLVED, that the Board of Trustees approves the application of
STANLEY J. CIAPUTA to install 200' of timber bulkhead to
attach to neighbors proposed bulkheads east and west of

BE IT FURTHER RESOLVED that this determination should not be

This letler serves to verify that an erosion problem exists at our property at the above
referenced address. For several years now, we have noticed increased areas oferosion
on the bluff, loss of beach level, and bare soil areas on the bluffwhich were once
thick with plant growth. This problem is especially evident on the western end of our
property which borders Mr. Areas' lot. This problem is and has bc~n for s~veral year~
clearly evident when viewing the bluff from the beach. Further, the erosion is not limited
to our lot as the condition is present in both Mr. Arcas' lots as well as Mr. Ciaputa's.
We are hopeful that your efforts will help "stem the tide" of this problem.

If non-smlctuml methods are not likely to wozk at a site, soft s~ methods should be
considered next. In this caie, I would c~ecially examine the drainag~ patterns above the bluff
mcthods such as bulkhcad~ co,Id be applied. Bocauso hard structural methods adversely impact
the natural proce~sos within natural protective feat~: a~as, ~ discourages ~ uso.
Fullhermor~, the buzdcB of proving that non-sll'uctu.t.d or soft stnlctural ~ethods would not '
work at a site should be on the applicant.
If in this case non-structural and soft-structural methods are shown to be inade~!r~- md a permit
is granted to collstrtlct the bulkhead, then I Saggest minimizing its potential impact by:
· Constructing i~ only in fwnt of upland structures which n~ protection (not in front
of vacant land)
· Koop/ng R as close to the base of the bluff as possible
· Not allowing in-kind/in-plac~ repla~mont of th~ ~'u~tm~ in tho futuro. Insttad, allow
in-kind mpiacement, but require ~ structure to be moved landwani, if necessary, to th~ base
of the bluff
Nationally, ~he-re are cases where govemmeats have l~luited prope~y ow~.~s to place sand on
the beach in front of sho~ protection structures to compcmau: for th~ sand removed from thc

Bulkhead installation
Dear Genllenlen,
]t has been broughl to my attention that there will be a meetlug of'the Trustees today to
discuss tire installation et'bulkhead and the corresponding permit(s) required. I am an
owner of.this prop,my and my family and I have witnessed considerable erosion problems
on the cliff and below at Ihe bottom, near the beach There used 1o be stone steps lhat
reached to the bea(:h and now we have lost over half, of, these steps and lose approximately
one additional step per year. Tile wooden steps that now act as tile continuation ofthe
stone steps are themselves unstable because oflhe loss of valuable land. We, as owners,
have a vested interest in this property and are concerned that any fisrther erosio, might
compromise thc value of our home and the ~eeurity of our home's f,oundation.
Please extend your assistance to Mr. George Costello in Iris attempt to preserve our land.
We have hired Mr. Costello in tile hope that we can maintain the quality and beauty of our
sea-fiGht home. If.you shouhl have any questions concerning fills matter, please do not

neighbors to the e,st and west have been notified of our fiaure work and have voiced no

CONSERVATION ADVISORY COUNCIL
At the meeting of the Southold Town Conservation Advisory Council held
Monday, April 22, 1996, the following action was made:

Moved by Bruce Loucka, seconded by Scott Hilary, it was
RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL of the Wetland Application of STANLEY J. CIAPUTA 50-2-7
to install a 2001 timber bulkhead to attach to neighbors to east and west in
the future and backfill with clean fill from approved upland source.
The CAC recommends disapproval because there is no need shown.
