Dear Ms. Gurfein,
The following action was taken by the Beard of Town Trustees
during its regular meeting held on June 27, 1996, regarding the
above matter:
.WHEREAS, PAULETTA B. GLrRFEiN, applied to the Southotd Town
Trustees for a permit under the provisions of the Wetland
Ordinance of the Town of Southotd, application dated May 16,
1996, and,
~qlEREAS, said application was referred to the Southcld Town
Conservation Advisory Council for their findings and
recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with
respect to said application on June27, 1996, at which time
all interested persons were given an opportunity to be heard,
and,
WHEREAS, the Board members have personally viewed ~ are
familiar with the premises in ques.tion and the surrounding area,
and,
WHERE~, the Board has considered all the testimony and
documentation submitted concerning this applicatien, and,
W-6EREAS, the structure complies with the standard set forth in
Chapter 97-18 of the Southold Town code,
WHEREAS, the Board has determined that the project as proposed
will not affect the health, safety and general welfare of the
people of the town,
NOW THEREFORE BE IT~
RESOLVED~ that the Board of Trustees approves the application of
PAULETTA B. GURFEIN to build stairs from top of bluff to
bottom~ leaving 3~ between bluff and s~rs.
BE IT FURTBERRESOLVED that this determination should not be
considered a determination made for any other Department or
Agency which may also have an application pending for the same
or similar project,
Permit to construct project will expire two years from the date
it is signed. Fees must be paid, if applicable, and permit
issued within six months of the date of tkis notification.
Two inspections are required and the Trustees are to be notified
upon completion of said project.

At the meeting of the Southold Town Conservation Advlsor~ Council held
MONDAY, JUNE 2q. 1996 the following recommendation was made:

Moved by Robert Keith, seconded by Allan Connell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH PROVISIONS of the Wetland Application of PAULETTA BROOKS
CURFEIN 83-2-13.5 to buiJd steps/stairs from top of bluff (property) to bottom
of bluff (beach).
The CAC recommends approval provided the steps/stairs are 3' wide and
at least ~,' above grade of bluff.

We have recently received a copy of the Joint Application
for permit youfiled with the New York state Department~of
Environmental Conservation (NYSDEC).
Please be advised we have reviewed the copy of the Joint
Application sent to this office by NYSDEC. Based solely upon the
information provided, it appears that a Department of the Army
permit is not required for your proposal.
The Department of the Army regulates constructionactivities
in navigable waterways and discharges of dredged or fill material
into waters of the Un~ted States, including inland and coastal
wetlands. If your proposal would involve such work, and has not
been portrayed as such in your Joint Application, you should
contact this office immediately so that a project-specific
determination canbe made as to whether a Department of the Army
permit will be required.
