Trustees on Januany 29~ 1997:
RESOLVED that the Southotd Town Board of Trustees grants an
amendment to Permit 9 375 to add approx. 30 1.f. of rock
revetment to existing revetment, to tis into bulkhead of
neighbor to west. Approx. 200 c.y. of clean sand will be trucked
in and used to backfill proposed revetment as well-as existing.

The following recommendation was adopted a meeting of the Southold Town
Conservation Advisory Council held Friday, January 17, 1997:

Moved by Robert Keith, seconded by Shannon Reldy, it was
RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL of the Amendment to Permit request of JAMES H. RAMBO,
INC. 83-2-q.1 to construct approximately 30 linear foot revetment to tie into
bulkhead of neighbor to west; approximately 200 c.y. of clean sand to be
trucked in and used to backfill.
The Council feels that too much time as since the original permit was issued to
allow an amendment. The project should require a wetland permit which the
CAC would approve.

application #.47t.
I have reviewed this project for the D.E.C.T.W. permit which was issued
.earlier this year. I find that in conjunction with the revetments, Laura
Zaimes' recomendations, for vegetating the bluff, are the best solutions to
the problem at this time.

I have reviewed the wetland application at your request. The following comments
are submitted, based upon a site investigation of January 5, 1987.
.Inventory of site Conditions:
The bluff has a sheer vertical face at the top and slopes steeply toward the toe.
The entire bluff face is lacking vegetation and is actively eroding. Gutters and
downspouts dispose of roof water away from the face of the bluff. Runoff from
the lawn area flows back towards the house and down a swale to the west of this
lot. A functional bulkhead stands at the toe of the bluff, the second lot to the
east. Except for scattered boulders, no other shoreline structures were visible
to the west.
Remarks:
Some Sort of shoreline hardening structure is necessary to control erosion along
the toe of this bluff. Installing the stone revetment as shown in the typical
drawing dated 8/28/86, will tend to increase erosion on the property boundaries
immediately to the east and west. Optimal protection could be provided by tying
this structure into the existing bulkhead to the east. This would require cooper-
ation from all 3 neighbors.
Stone revetments, although durable may be the most costly to install. I question
whether treated timber bulkhead, also'protected from scour at the base by stone,
might be a more cost-effective alternative. It is impossible to determine from
the cross-section drawing submitted, the elevation of the top and the toe of this
structure. The problems associated with this type. of structure are overwashing
and scouring beneath the stones. The range of core stone size is not indicated
and cap stone is not typically labeled as ton/foot. For questions on design
sPecifications and technical details, t refer the Town to N.Y.S. Sea Grant Exten-
sion Specialist, Jay Tanski at (516) 632-8730.
In addition to structural measures to stabilize the toe, the bluff face must be
vegetated to minimize soil erosion. First, the lip at the top should be cut back
to eliminate the vertical face. This material can slide down the face as backfill
behind the proposed structures. Hydroseed the sandy slope to the following seed

Apply an equivalent of ~00 lbs. of 5-i0-10 fertilizer per acre and green-dyed
wood fiber cellulose at 2000 lbs. per acre. Mix the seed~ fertilizer and mulch
into the hydroseeder and apply all together.
An alternative method would be to plant the exposed areas' to American Beachgrass
if an annual fertilization program can be maintained. Plant between April 1st
and April 15th or when the beachgrass is still dormant. Plant sprigs containing
three stems per plant (culms) about eight inches deep at a spacing of 12 inches x
12 inches. Apply 400 lbs. of lO-J0-10 fertilizer per acre at planting. Follow
with ammonium nitrate at 80 lbs. per acre in July or August. Continue the
ammonium nitrate application annually to maintain a healthy stand of>beachgrass.
Beachgrass should be planted at the toe of the slope regardless of the plants
chosen for the remainder of the stabilization work. This area is more suscep-
tible to erosion caused by wave action, and the beachgrass will withstand salt
spray and storm activity better than other grasses. Plant at least a 10 foot
wide area on any exposed area at the toe of the slope.

that occurs in old fields, mountain pastures,
and roadbanks throughout the Northeast. it
has value as a persistent low maintenance

DescriPtion: it is a medium tall= warm
season, bunch type grass with coarse stems
and'basal leaves. As a perennial it begins
growth in la~e spring and continues thru
the hot summer period until the first
killing frost. It. is 'easily mistaken for
common broomsedge. Little bluestem has
flat bluish basal shoots, which are somewhat
bulbous. 'Plants are green, but often purplish
at base of stem and entire plant has a reddish
cast after frost. Leaves are smooth, but fre-
quently are covered with hair at the base next
to. thesheath~. Leaves tend to fold with matu-
~rity~ 'Seed heads are in the form of racemes
about three inches long~ The raceme stems are
hairy. Plant'height varies from 18 inches on
droughty sites to three feet on deep, fertile
soils. It develops full stands where moisture
is sufficient,~but gets clumpy on drier sites.

Varieties: These are few in number. 'Pastura~ is a release from S~S,
Los Lunas, New Mexico Plant Materials Center;"At~ous~ is a release from
Kansas Experiment Station~ 'Morton~ from the SCS, Manhattan, Kansas
Plant Materials Center; and 'Blaze' from Nebraska Experiment Stations.
Other varieties are being developed in SCS Plant Materials Centers of
the Northeast.

Uses: Big bluest.em is used for critical area planting, nesting cover for wild-
life, and mid-summer forage production.
Big bluestem is a top choice for erosion control plantings on SAtes with moder-
ately well drained to excessively well drained soils. Generally, it is planted
in combination with other warm season grasses on these sites.
Big bluestem is one of the most palatable warm season grasses and is preferred
· over switchgrass by %iv~stock. Therefore in pastures it. should be planted alone
for best management.~
Birds and mammals use big bluestem for nesting and escape cover in summer and
winter. It resists lodging unde: snow cover·almost as well as switchgrass.
Description: BAg bluestem is a native~
perennial grass. It forms a sod with
a rhizomatous root system. Bi~ bluestem
is tall, reaching a height of"6 to 8 feet
on most sites where it is protected from
grazing. It is very leafy at the base,
with some leaves carried up on the stem.
The seed heads normally have 3 spikelets
which appear like a 'turkey foot.'
Varieties: There are several midwestern
varieties available as certified seed.
An eastern variety·, 'Niagara' is superior
in the northeast and seed should be avail-
able in limited quantity by 1988. Until
then, 'Kew' is the variety of choice.

Adaptation: Big bluestem is climatically
adapted throughout the northeast on suit-
able soils i.e. drainage classes moderate-
ly well drained through excessively well
drained. It is adapted to a range of

REASONS SUPPORTING THIS DETERMINATION:
1. An environmental assessment form has been submitted which
indicated that there would be no adverse effect to the environment
should the project be implemented as planned.
2. Because there has been no response in the allotted time from
the Southold Town Building Dept. and the New York State D.E.C.
it is assumed that there are no objections nor comments from
those agencies.
