Secure the correct Area Map from the Secretary of this Board, and by using an X WITHIN
A CIRCLE as a mark, indicate as closely as possible the location of this project. On the
reverse side, provide a SCALE DRAWING which will show Ordinary High Water A~ark as well
as the size and shape of the structure or work to be dane. Also include all dimensions for
portions which extend offshore from the O. H. W. M.
Provide the following documents:

A detailed description and plans of the proposed work are inclosed to
assis= ia your review of the proposal.
The decision whether ~o issue a permit will be based on an evaluation
of the probable impact of the proposed activity on ~he public interest.
That decision will reflect the national concern for both protection and
utilization of important resources. The benefit which reasonably may be
expected co accrue from the proposed work must be balanced against its
reasonably foreseeable detriments. All factors which may be relevan~ to
the proposed work will be considered; among those are conservation, eco-
nomics, aesthetics, general environmental concerns, historic values,
fish and wildlife values, flood damage prevention, laud use, navigatioo,
recreation~ water supply, water quality, energy needs, safety, food pro-
duction and, in general, the needs and welfare of the people.

A preliminary review of the application indicates that an Environmental
Impact Statement will not be prepared. A review of the latest publish-
ed version of the National Register of Historic Places and of the pre-
sence or absence of registered properties or properties listed in the
latest published version of the Register as being eligible for inclu-
sion~ therein, has been made° Presently unknown archeological, scien-
tific~ prehistorical or historical data may be lost or destroyed by
work to be accomplished under the required permit.
The following government authorizations have been obtained or will be
obtained prior to the issuance of a Department of the Army permit:
Perm. it from the New York State Department of Emviro~nental
Conservation°
Any criticisms or protests regarding the proposed work should be
PREPARED IM WRITING AND MAILED TO REACH THIS OFFICE prior to
28 May 1979 otherwise it will be presumed that there are no ob-
jections.

cern~ng the proposed work to any persons known by you ~o be inter-
estsd and who did not receive ~ copy of this notice.
