depth at MLW. Approximately 140 c.y. of sand/silt to b~
via crane with clam shell and trucked off site.
The CAC recommends approval with the stipulation that a

Re: Recommendation of Wetland Applications
The following recommendations were adopted by the CAC its
meeting held Thursday, January 9, 1992:
On a motion by John Holzapfel, seconded by John McCormi k,;
it was
RESOLVED to recommend to the Southold Town Trustees par ial
approval of Wetland Application No. 86-6-p/o26 of Winds Way
Building Corp. to construct 4' x 50' and 4' x 40' timbe stair-
way from top of bluff to base of slope. Stairway to led
to 4' x 225' elevated timber catwalk constructed along lope
toe to 4' x 60' timber catwalk connecting adjoining pro erty
staircase (4' x 40') and common beach. Also, to constr ct
4' x 100' elevated timber catwalk leading to a 3' x 10' ramp
and two 6' x 20' floats in "T" formation secured by 8" ilings.
Catwalk to be elevated 4' over TWL area.
The CAC recommends approval of the dock a~ long as the
go directly from the dock to the 15' contour line. The
however, recommends the Trustee TABLE the remainder of
application until the ownership is clarified and writte
from the adjacent property owner is obtained.

timber retaining wall landward of the wetland edge usin
approximately 35 c.y. of clean sand backfill and an add tional
25 c.y. of top soil To establish plantings.
The CAC recommends disapproval because the lot is envir
constrained. It cannot support sanitary septic effulent
the septic system and there will be a negative environm
impact due to the proximity of the wetlands to the prop
house.

Purpose: The furl EAF is designed to help app]icants and agencies determine, in an orderly m her. whether a project
or action may be significant. The question of whether an action may be significant is not always e .sy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is a~so understood th t those who determine
significance may have little or no formal knowledge of the environment or may be technically xpert n environmental

The full EAF is intended to provide a method whereby applicants and agencies can be assure that the determination

I should hasten to point out that this lot is part of a 1~ al

concerned as you are, but are finding ourselves with many
left-over problems of'the past with which to treat equall2 and
fairly. We have heard this lot was created when wetland'as
filled years ago from dredging. Fortunately, this sort o
activity is no longer permitted.
I know Supervisor Harris is very concerned with the envir nment
as was his predecessor, Frank Murphy when he received Tow
Trustee approval to construct his home near wetlands on
Mattituck Creek. Neither this supervisor, the last, nor he
Trustees were responsible for the kinds of land abuse and lack
of planning which created the damage on this site enabli~ it to
be developed. The only consolation I can offer is that no
longer permit the sort of egregious filling of tidal wet]
which started this mess.

Purpose: The EAF is designed to help applicants and agencies dete
in an orderly manner, whether a project or action is likely to be
nificant. The question of whether an action is significant is not
ways easy to answer. Freqnently, there are aspects of a project t

will need to determine significance will range from those with lit
or no formal knowledge of the environment to those who are technic
expert in environmental analysis. In addition, many who have know
in one particular area may not be aware of the broader concerns af

The EAF is intended to provide a method whereby the preparer
be assured that the determination process has been orderly, compre
sive in nature, and yet flexible to allow the introduction of info
tion to fit a project or action.
EAF CO}~ONENTS: The EAF is comprised of three parts:
Part 1:
Provides objective data and information about a give
project and its site. By identifying basic project
it assists a reviewer in the analysis that takes pla
in Parts 2 and 3.
Part 2:
This phase of the evaluation focuses on identifying
range of possible impacts that may occur from a proJ
or action. It provides guidance as to whether an im
is likely to be considered small to moderate or whet
it is a potentially-large impact. The form also ide
fies whether an impact can be mitigated or reduced.
Part 3:
Only if any impact in Part 2 is identified as potent
large, then Part 3 is used to evaluate whether or no
impact is actually important to the municipality in
the project is located.
Determination of Significance
If you find that one (or more) impact is both large and its c~n-
sequence is important, then the project is likely to be significan~
and a draft environmeatal impact statement should be prepared.

- In completing the form the reviewer should be guided by the question: Have my decisions' determinations
been reasonable? The reviewer is not expected to be an expert environmental analyst.
