The application is for dredging with ten years maintenance within Horseshoe Cove, Great Peconic Bay, Town of Southold, Suffolk County, New York. In addition to dredging, one of the applicants, Peter Izzo, has proposed lite construction ora fixed open walkway, hinged ramp, and floating dock for privat~ r~crcational purposes, (These may be two separam applications.) I would like to express my serious concern with this project (or projects). This project abuts a sensitive natural ar©a owned and managed as a nature preserve by The Nature Comcrvancy. The approximately 15- acre Meadow Beach Pr~scrvc consists of high salt marsh, with a f~inge of sandy beach and areas of marine intertidal mudflats, The preserve provi&s important habitat for thc piping plover (Charodrius melodus), a federally threateued/l~cies, as well as for othec ram species such as the least rem (Sterna araillarum) and seabcae, h tmotweed (Polygonum glaueum). Ospreys (Pandion haliaetas) regularly nest on the preserve. The increased boat traffic and htunan activity strumming fi.om dr~dging and the construction and use of a dock would harm these and other species, and their habitats. In May of this year, I mcdvcd a "Notic~ to Adjacent Property Owner" from the Southold Board of Trusr~¢s. Thc project was described as a maintenance dredge, Thc description made no mention of a fixed dock, nor did it mention tt~a~ thc dredging would include ten years maintenance (as indicated on ~he US Army Corps application). In addition, I have no record of ever receiving a public notice r~garding thc construction cfa dock. At that tim© we did not oppos~ thc dredging project, nor did we support ir. The Nassau Point Property Owner's Association board respectfully requests that tiffs permit be denied for the following reasons and a public heating be held if necessary or required. During the Nassau Point Property Owners Association meeting held at the requested dredging and dock construction site location on this date, October 1 I, 1998 between the hours of 1:00 P.M. and 3:00 P.M., it was the unanimous conclusion of the seventeen board members present, and impacted residents attending, that the proposed dredging and dock construction w/It present an immediate and continuous threat to public safety and to the environment. This conclusion is based on the fact that the area is an environmentally sensitive area. This area is part of the estuary spawning grom~ds, for biuefish, clams, mussels, conch, and scallops. It is also the nesfmg area of Osprey, Egrets, Piping Plovers, and Sea Turtles. In addition to the aforementioned ecological concerns, the greatest danger presented is to the human population. A channel at this narrow location will cause a steep drop off into deep water a short distance from the shore line. Since this area is used almost exclusively by residents, visitors, and their children of ali ages, a sudden drop offinto deep water presents a tragedy in the mah'ng. This projected tragedy may very well be in the form of a drowning death, or other serious physical injury. This danger is extended to the baymen and other residents of the north fork who harvest the shell fish from the shallow waters and from the nearby embankment. A proposed 12Y by 4' long dock to be constructed in order to cross the sensitive grasslands, consisting of spartina alterniflora~ a grass that is protected by the New York Stale Department of Conservation and the Southold Town Trustees, will have a negative impact. In regards to spartina altemiflora, a grass used sigrfificantty to control erosiov, the Southold Town Trustee, Al Krupsld, has advised that clearing a small path through this grass is prohibited. The proposed dock and accompanying 20' floating dock is also aesthetically obtrusive and wilt destroy the natural coastline. The proposed floating dock will infringe on Nassau Point Association Property. Those at the Nassau Point Property Owners Association meeting were in full agreement that consent will be withheld. The Nassau Property Owners Assodation also states that proper notice for this proposal had not been gSven prior to receiving the PUBLIC NOTICE for the subject of this correspondence.
