Box 421 .~ys~IC~ CT 06355 Re: Pirates Cove Marina SCTM ~10-3-22 Dear Mr. Neilson: The following action was taken by the Board of Town Trustees during its regular meeting held on May 28, 1997 regarding the above matter: WHEREAS, Dock, Inc. on behalf of PIRATES COVE MARINA applied to the Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town of Southotd, application dated February 5, 1997, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council for their findings and recommendations, and WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on May 28, 1997, at which time all interested persons were given an opportunity to be heard, and, WHEREAS, the Board members have personally viewed and are familiar with the premises in question and the surrounding area, and, WHEREAS, the Board has considered all the testimony and documentation submitted concerning this application, and, WHEREAS, the structure complies with the standard set forth in Chapter 37-18 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health~ safety and general welfare of the people of the town, NOW THEREFORE BE IT, RESOLVED~ that the Board of Trustees grant a Wetland Permit for existing marina as follows: bulkheading consisting of approx. 310' of stone and steel; approx. 20' ramp consisting of concrete, gravel and crushed stone; approx. 240' of floating docks 6' wide.four walking, 2-6'X 32' floats and 1-6' X 30~ float, 6 piles, a6' X 8~ landing platform leading to a ramp and a second 3' X 40' ramp at the westerly end , a 4' X 32' staging dock fixed dock, ramp and a 16' X 16' float, also'to add a 10' X 16' extension to float. I trust that you will fred this description satisfactory in terms of the permitting needs of the Board. Please let me know if there is need to clarify any of these components. As you will notice, there is no request for maintenance dredging, bulkhead maintenance or ramp improvements at this time, and thus those items have been described only to document there existence. APP Pirates Cove Marina Fishers Island, NY February 10, 1997 Marina Maintenance Permit !T©W[1 OF SOUTHOLBi Narrative Description of Existing Facilities Pirates Cove Marina is located on Pirates Cove, more formally known as Inner Bay on the north shore of Fishers Island. The upland facilities consist of approximately a 30,000 SF site with one building dedicated to the office and boat maintenance work associated with the marina. There are two other residential dwellings on the site, however, they have no association with the marina operations and are used for residential purposes. The yard consists of a stone and gravel surface elevated approximately 6 feet above mean low water. The yard is bordered by a bulkhead consisting of stone at the far easterly end and transitioning to steel sheet piling approximately 50 feet from the ramp at the southeasterly comer. The bulkhead runs approximately 140 feet to the west jogging 25 feet to the north, 20 feet to the west and then approximately 45 feet north to its terminus adjacent to the concrete launch ramp. Bulkheading along the westerly pier consists of a cast in place concrete wall approximately 30 feet, bordering the launch ramp and then 25 feet to the west and 25 feet back to the north, terminating along an existing stone wall which runs onto the adjacent property to the west owned by Sinclair. The launch ramp consists of a concrete slab approximately 20 feet in length transitioning into a gravel and crashed stone launch bed below the mean high water line. Virtually all of the berthing facilities for Pirates Cove are floating docks. The main system originates along the south edge of the main steel bulkhead running in an east west direction approximately 130 feet and extending to a point at approximately 15 feet beyond the southeast comer of the bulkhead. At this point there is a 6 foot wide floating dock attached in a "T" fashion. This dock extends a total length of 74 feet starting from approximately 22 feet north of the main walkway and thence in a southerly direction. There is a 36 foot by 6 foot wide "L" shaped dock attached to the end of this walkway jutting out in the westerly direction. The main walkway is held in place by 4 steel pipe piles and two driven wood piles. The 2 wood piles are on the westerly projecting "L" in the southeast comer of the dock system. The 4 steel piles are located adjacent to the bulkhead along the 130 foot main walkway. In this project, the 4 steel pipe piles will be replaced by driven wood piles. There are three 6 foot wide finger piers that project south from the main walkway. Two of these finger piers are 32 feet in length, one is 30 feet in length. There are driven wood flog restraint piles at the end of each finger pier and driven wood fender piles mid-way between each finger for berthing security and boat fendering. The main walkway is served by two ramps, one at the easterly end from a 6 x 8 foot landing platform adjacent to the bulkhead with the ramp extending in a southerly direction to the walkway. The other ramp originates from the easterly of two 3 foot wide straddle hoist piers toward the westerly end of the main bulkhead. Both of these ramps are wood and approximately 3' in width. The straddle hoist piers are 3 foot in width and approximately 40 feet in length. The easterly pier has a tie-off pile approximately 10 feet beyond its end utilized to ease maneuvering of boats prior to hauling and just after launching. A small staging dock consisting of a 4 foot wide by 32 foot long section attached to a 6 foot wide by 30 foot long section, is located adjacent to a notch in the bulkhead along the westerly edge of the westerly straddle lift pier. This float is accessed via a 3 foot wide wood ramp from the bulkhead walkway and is held in place by 3 steel pipe piles, irt this project, those 3 steel pipe piles will be replaced by driven wood piles. At the westerly end of the site, adjacent to the south face of the concrete seawall there is a 24' wide fixed wood pier approximately 48 feet in length. Just beyond this wood pier is a 16 by 16 square floating dock for berthing small boats. This small float is currently secured to the pier support piles. It is the intention of this project to add a 10 foot extension to this small float and secure it in place with driven wood piles to hold it off the 24 foot wide fixed pier to increase boat berthing efficiency and minim~' e the amount of space encumbered by the ramp. Pirates Cove Marian is a commercial facility providing services to recreational boaters for several decades. It is located on the waterfront (2a, 2b, 3a) and as such is located within the federally designated flood zone and state jurisdiction for tidal wetlands (less than 6' depth around bulkhead perimeter. There are tidal wetlands to the east of the marina where no work is to be done. This is not a site subject to coastal erosion because of its location in Inner Harbor. NYS Water Quality Certification is still required for this project by the Clean Water Act. This project represents no significant change or significant environmental impact and will not cause any deterioration to sensitive environmental features, water flow and circulation; it is consistent with programs for protection of waters, tidal wetlands and protection of the coastal zone. *These state and local documents are available for inspection at the offices of many federal agencies, Department of Environmental Conservation and Department of State regional offices, and the appropriate regional and county planning agencies. Local program documents are also available for inspection at the offices of the appropriate local government. FCAF Revised 1216/93 -2- NYS DOS Environmental Questionnaire Pirates Cove Marina Fishers Island, NY February 27, 1997 Marina Maintenance Permit Attachment GENERAL: The proposed marina modifications at Pirates Cove include the replacement of 3" diameter steel pipe piles with 12" diameter driven wood piles and the expansion of a 16' x 16' wood float to approximately 16' x 26~. These facility improvements are made to an existing commercial marina, a long established commercial marina, to naai~ltain their existing facilities and provide a slight expansion of a floating dock used for provisioning boats. These improvements are directed at enhancing safety maintainability and operational efficiency of the marina. 2. The names and addresses of adjacent property owners are shown on the application documents and drawings. 3. Photographs of the site are attached. The environmental impact assessment for this project are included on the Coastal Management Federal Consistency assessment form and NY NYSDC application forms. There are no environmental impacts of any significance or adversity associated with the proposed improvements. The only alternative to this project it to replace e~xisting steel piles with new steel piles. However, this is not considered advisable since the cross sectional area of the steel pipes embedded in the sandy muddy bottom sediments really do not provide enough restraint for the floating dock system. Especially when fides are high and adverse winds induce translational forces on the dock restraint system. For this reason driven wood piles are considered essential to the long teim structural integrity and safety of operation at the marina. Extension of the 16' square floating dock at the west end of Pirates Cove Marina is necessary to allow boats to tie up more efficiently during provisioning or temporary berthing. The altematives considered included no action and smaller and larger extensions. No action does not provide the increased be~hing efficiency or room required for historical needs at the marina. The 10' extension is the minimum considered necessary and appropriate at this facility. A larger extension would be desirable but is not considered cost effective at this time based on existing boat characteristics at the marina and the needs of the clientele. This option will be reconsidered as necessary at later dates. MOORING FACILITIES The commercial berthing capacity for Pirates Cove Marina is approximately 20 boats. Approximately half of the boats utilizing the marina are small inboard and outboard motor boats with limited or no head facilities. The larger boats have holding tanks and utilize pump-out facilities in mainland Connecticut or Long Island when possible. No pump out facilities are provided at P/rates Cove Marina because the marina's septic system is relatively low in elevation and of low flow capability. Discharging pump-out effluents into the septic system would clog or completely debilitate it. The nearest known pump- out facility is the :pump-out skiff which operates in and around the Mystic River approximately 3 miles away. The skiff has in the past provided services as far south aa Fishers Island Sound. o The plan view on sheet 1 of the application drawing show approximately to adjacent structures and the dimensions of those structures. There are no structures to the east of Pirates Cove Marina.
