Please consider this revised plan of action as a agreed upon amendment to my application for bulkhead submitted .-~ovember i, 1996 so I do not need to go through the application process a second time. The revised plan of action eliminates the need for a bu'&head seawall and substi;~tes natural boulders approximately 3 feet high stacked at the base of the bluff. The 'boulders wilt be placed ha a fashion that redirects wave action energy upward and away form the existing beach fitrther reducing *.he possibility of beach erosion over time. The blnffitself will be planted ~qth a variety of seagrass best suited to retain the soil. In addition, a mil road tie planting box will be constructed at the top of the bluff. ]['his planting box is designed to reduce property nm offin a similar manner to the haybales we employed last winter. Finally, the beach itself wilt be planted with a stabilizing seagrass in 5ont of the boulders. I will require yotu- recommendations as to the seagrass best suited for this purpose. United States Department of Agriculture Natural Resources Conservation Service Mr. Albert Krupski Southold Town Trustees PO Box 1179 Southold, NY 11971 December 19, 1996 Riverhead County Center Room E--16 Riverhead, New york 11901 TOWN OF SOUTHOLDJ Dear Al: The bluff on the Scavone property is suited to vegetative treatment to control erosion because it is located within a low impact area that is somewhat protected from severe storms° The fetch is less than 0.5 miles perpendicular to the shore and the general shape of the shoreline is irregular and forms a cove. In order to stabilize this site however, several practices will be needed. First, the bluff slope should be graded to a minimum of one ft. horizontal to one ft. vertical. If this is not feasible then all exposed areas should be planted to American beachgrass. A dense stand of grass is necessary to protect the slope. This area cannot be landscaped as you would a typical landscape garden, the slope is too severe. Secondly, the beach area below mean high tide should be planted to Spartina alterniflora, smooth cordgass to provide further protection of the toe of the slope. This grass acts as a shock absorber controlling the erosive velocity of the waves. Spartina alterniflora is growing on both sides of the property so it is evident that this grass will grow successfully in this location. The area between mean high tide and the toe of the slope should be planted to Spartina patens, saltmeadow cordgrss. Consult the enclosed planting guide for the proper planting procedure. Finally, the roof runoff from the house is adding to the problem and must be eliminated. Any reduction in runoff traveling over the top of the bluff will be very beneficial. Gutters and downspouts must lead into drywells below ground to eliminate this source of runoff. If you have questions or I can be of further assistance please feel free to contact me. This proposal is based on a meeting with Allan Connell of the Natural Resources conservation and Michael Amhony George a landscape design specialist. Allan was extremely helpful with suggestions to stabilize the bluff and was encouraging that such an effort would not be difficult. I propose to ~ the slope to the natural bluff line. The natural less acute slope will help facilitate revegitation. As discussed with Allan, planting materials shall include numerous indigenous planting species such as switchgrass, panicgrass and shore juniper. Please note, it was determined in our meeting that a boulder "seawall" will not be necessary. The CAC recommends disapproval because no need is shown for the boulders. The Council suggests the applicant remove the debris which was thrown down the bluff and revegetate the exposed area of the bluff with suitable vegetation (ask for recommendations from the Soil Conservancy) or with beach grass. Applicant needs a non-turf buffer at the top of the bluff back 20'. The original structure had been constructed on locust posts, most of which have been replaced by a concrete block skirt and piers. The problems exist in those areas where the origina~ locust post have not been replaced and are now completely rotted through. Enclosed, please find a proposed plan of remediation to replace five concrete piers as well as complete the block skirt around the perimeter of the structure (highlighted in yellow). You will note that four of the proposed skirt walls would in fact be walls to the proposed 7' full basement we plan to construct to house all of the structures mechanical systems. it would be extremely cost ineffective to construct the block skirt now and not construct those walls as part of the basement walls. Thus, I am requesting a waiver of permits associated with the reinforcement work and your assistance in expediting permit'dng of the basement so all work may be completed before 'this year's fzost. Box 1179 Southold, NY 11971 Re: 1615 Fleetwood Road Dear Mr. Krupski: Consistent with our conversation early last week I have revised a plan of action to address erosion of the bluff line on my property referenced above. Please consider this revised plan of action as a agreed upon amendment to my application for bulkhead submitted November 1, 1996 so I do not need to go through the application process a second time. The revised plan of action eliminates the need for a bulkhead seawall and substitutes natural boulders approximately 3 feet high stacked at the base of the bluff. The boulders will be placed in a fashion that redirects wave action energy upward and away form the existing beach further reducing the possibility of beach erosion over time. The bluff itself will be planted with a variety of seagrass best suited to retain the soil. In addition, a rail road tie planting box will be constructed at the top of the bluff. This planting box is designed to reduce property run offin a similar manner to the haybales we employed last winter. Finally, the beach itself will be planted with a stabilizing seagrass in front of the boulders. I will require your recommendations as to the seagrass best suited for this propose.
