The enclosed survey (Ehlers, 4/3/'97) shows the project as "proposed addition I/2 story above existing accessory building", "proposed 2nd story addition above existing one fan~- dwelgng", and "proposed covered porch". On a copy of the survey I have indicated the scaled distance between the average high water mark and the most seaward extent of the proposed work as 79 feet. It is not expected that it will be necessary to operate any heavy construction equipment in the area between the proposed covered porch and the concrete seawall. You wilt recall that the Board inspected the site on March 18, 1997. Proper-T Services represents Mr. Higgins in this matter and a letter of authorization is en- closed. Work requiring the installation of a totally new sewage disposal system to service the entire building. 2. Work requiring the installation of a new sewage disposal system to accommodate the new addition or a portion of the building. 3. Work which does not require a sewage dispos&l system, because there is no plumbing involved. 4. Work which does not require a new sewage disposal system since the new addition end plumbing can be acco.~odated by the existing sewage disposal system. Historically this Department has dep~ndsd upon the 1ocs! Municipality {Town or Village) to refer applicants to the Department for construction plan review when installation of s new sewage disposal system is necessary, This is done prior to the issuance of a building permit or certificate of occupancY- In the case of additions or renovations~ referral to this Department can be based upon the answers to the following questions= 1. Is the proposed construction causi*~g the old system to be relocated? 2.. Are any new plumbing fixtures being piped outside of the building to a new or existing sewage disposal system? If the answers to either of these questions is yes, then the applicant should be referred to this Department to have the sewage disposal system and water supply reviewed. In other cases, there may be concerns as to whether the existing wa e disposal systems' sre adequate to water supply or ~e ~ .... 'ixtureS.
