I am now of the opinion that Region l of the New York State D.E.C. is not only in_competern bait o ossly abusive of their authority. Louis Chiarella had the audacity to state that a plan of action which re:luired an expenditure: of S30,000 shouid not be considered a significant lrnpediment to it's implementation. Apparently, either .Yir. Chi iareila is a wealthy tnan or the D.E.C. pays quite well. zh'hen I pointed out the unfairriess of his statement, Mr. Chiarella stated twice in row, in an aggressive, reprimanding and condescending fashion, that he had nothing to lose in connection with his evaluation of my property. He could not have been less professional.
