FULL ENVIRONMENTAL ASSESSMENT FORM

Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may not be technically expert in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature/yet flexible enough to allow introduction of information to fit a project
or actiog.
Full EAF Components: The' full EAF is comprised of three parts:
Part 1: Provides obiective data and information about a given project and its site, By identifying basic proiect
d~?ta, it assists a reviewer in the analysis that takes place in Parts 2 and 3,
Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides
guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially-
large impa~t. The form also identifies whether an impact can be mitigated or reduced.
Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the
impact is actually important.

The following action was taken by the Board of Town Trustees
during its regular meeting held on September 28, 1995 regarding
the above matter:
WHEREAS, J.M.O. Consulting on beh~l¢ Louis Bacon applied to the
Sout_hold Town TrusTees for a permit under the provisions of the
Wetland Ordinance of the Town of Southold, application dated
July 6, 1995, and,
WHEREAS, said application was referred to the Southold Town
Conservation Advisory Council for their findings and
recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with
respect to said application on September 28, 1995, at which t~me
all interested persons were given an opportunity to be heard,
and,
WHEREAS, the Board members have personally viewed and are
familiar with the premises in question and the surrounding area,
and,
WHEREAS, the Board has considered all the testimony and
documentation submitted concerning this application, and,
WHEREAS, the structure complies with the standard set forth in
Chapter 37-18 of the SouthoId Town Code,
WHEREAS, the Board has determined that the project as propesed
will not affect the health, safety and general welfare of the
people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approves the application of
J.M.O. Consulting on behalf of LOUIS BACON to construct 2 board
walkways for the purpose of crossing areas of inter tidal marsh
as located by DEC. The northern most walk sba~l be 18" X 147'

Agency for the action described below, has determined that the
project will not have a significant effect on the environment.

considered a determination made for any other department or agency

Gunning Walks, Robins Island
Dear Mr. Krupski:
At the present time, we wish to modify the above noted
application which you currently }lave under review for the
construction of the gunning walks. Tlie requested modifiuation
is to allow for the installation of a 6'x 12'x 4' seasonal
waterfowl pitblind to be located along the s~uthern spit of
the Island. To install the blind a 6'x 12'x 4' hole shall be
excavated and the wooden walls of the blind shall be installed.
This will result in approximately 11 c.y. of material (sand)
being excavated. This material shall be regraded on the beach
in the a~ea of the blind. The blind shall be removed and
installed seasonally corresponding to the migratory waterfowl
season.

Dear Mr. Bacon:
On August 23, 1995, the New York District, 1U.S. Army Corps of
~Engineers, received a:~.request fo~ .Department of the Army
authorization to construct~ two ~lS-inch~ wide timber walkways
elevated 18 inches over the'grade of~t~'intertidal marsh, one 147
~ifeetl in length and the'other 112 feetih=length at Robins Island,
Town of Southold, Suffolk County, New York..
Our review indicates that since the proposed work does not
appear to include dredging or regulated construction activities in
or over any navigable waters of the United States, the placement of
any dredged or fill material in any waters of the United States
(including coastal or inland wetlands) or the accomplishment of any
work affecting the course, location, condition or capacity of such
areas. Therefore, a Department of the Army permit, in accordance
with 33 CFR 320-330, will not be required provided the proposed
work is executed in accordance with the referenced material. It is
recommended that you contact the U.S. Coast Guard to ascertain if
these structures require bridge permits.
Care should be taken so that any fill or construction
materials, including debris, do not enter the waterway to become a
drift or pollution hazard. You are to contact appropriate state
and local government officials to ensure that the subject work is
performed in compliance with their requirements.

At the meeting of the Southold Town Conservation Advisory Council held
Thursday, August 24. 1995 the following action was taken:

Moved by Stephen Angell, seconded by Betty Wells, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Wetland Application of LOUIS BACON .13~,-3-5 to construct two board
walkways for the purpose of crossing areas of intertidal marsh as located by
the staff of the NYSDEC. 'The northern most walk shall be 18" x 1L~7' and be
constructed 18" over grade of the marsh. The southern most walk shall be 18"
x 112' and be constructed 18" over the grade of the marsh.
Robins Island.
Vote of Council: Ayes: All
Motion carried.

The CAC TABLED the Wetland Application of GERALD RUPP 51-1-21 to
construct 80 feet of timber bulkhead approximately 23 feet landward of the mean
high water mark. One hundred (100) cubic yards of clean fill will utilized to
backfill between the existing bluff and bulkhead.
The CAC tabled the application because the property was not staked and was
not accessible.

The CAC TABLED the Wetland Application of WILLIAM TURNBULL 52-1-1 to
construct 160 +/- I.f. of stone revetment against eroded bank and backfill with
85 +/- c.y. of clean sand to be trucked in from upland source. Construct a
x 30~ stairway to connect to existing platform and stairs for pedestrian access
over revetment.
The Council tabled the application to research similar projects in the area.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH STIPULATIONS of the Wetland Application of VICTOR AND ELLA BECK
87-3-59 to reinstall ramp and 5~ x 20~ floating dock similar as it existed
before.
The Council recommends approval with the stipulation that the applicant remove
the two existing pilings seaward of the dock to help aid navigation.
