Present were: John Stein, Chairperson Carol Brown, Member Caroline Burghardt, Member Maggie Merrill, Member Inga Van Eysden, Member Brian Mealy, Town Board Liaison Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent was: John Chandler, Member Shannon Wright, Member CALL TO ORDER John Stein called the meeting to order at 4:30PM. REPORTS John Stein attended the Board of Trustees meeting held on December 14, 2022. The application to construct a single-family dwelling on North Sea Drive, Southold was denied. Carol Brown will schedule a meeting with Councilman Mealy to discuss her request for the creation of a Conservation Board. 2 CLIMATE SMART COMMUNITIES Carol Brown requested an update on Climate Smart Communities. Funding opportunities were recently announced and she also learned that the DEC and LIRPC developed a program called Nitrogen Smart Communities as part of the LI Nitrogen Action Plan initiative. John Stein will.provide an update in February. APPROVAL OF MINUTES Moved by Carol Brown, seconded by Inga Van Eysden, to Approve the Minutes of December 7, 2022. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Caroline Burghardt, seconded by John Stein, it was RESOLVED to SUPPORT the application of STEPHEN & FORTUNE MANDARO for the removal of the outdoor shower, entry stoop, brick patio at grade, existing roof, existing septic system and existing foundation and proposed life and relocation of existing one- story frame dwelling. Construct open foundation with breakaway walls, two-story additions, front covered porch, front and rear entry stairways, proposed second-floor second floor addition, mechanical room with steps, outdoor shower, new IA OWTS at front of property, proposed retaining wall, new pervious driveway and new buried drywells. Located: 2135 Bay Ave., East Marion. SCTM#31-17-4 Inspected by: Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of HERBERT & SUSAN HOFFMAN for the removal and replacement of 79 If. of existing timber bulkhead with new vinyl bulkhead and 15' return in same location as existing and raised to height of 18" above existing top cap. Construct proposed 4'X 10' long fixed pier with thru-flow decking, 30"X 14' long aluminum ramp and 6'X 20' floating dock supported by 4-10" dia. pilings. Dredge approx. 45 cy. of spoils from the area surrounding proposed floating dock to obtain a minimum of 30" of water at low tide and deposit spoils landward of proposed bulkhead. Provide a 10' wide non-turf buffer landward of proposed bulkhead. Located: 1605 Arshamomaque Ave., Southold. LEWIS to install rock armoring in front of existing_ steel bulkhead using Y-3 ton stone, not exceeding 2.5 ton per linear ft; access by barge. Located: 21225 Soundview Ave., Southold. Dredge approx. 10 cy. of spoils from area surrounding proposed floating dock to obtain a min. 36" of water at low tide and deposit spoils off-site and at an approved landfill. Vote of Council: Ayes: All Motion Carried Moved by Inga Van Eysden, seconded by John Stein, it was RESOLVED to SUPPORT the application of JONATHAN BEATHE for the existing 83' wood groin to be removed and replaced in-place with 63' low profile vinyl groin. Top of groin to be 18" above grade. 6"X6" timber walers, 10" pilings to be installed 6' on center, and Shoreguard 9900 vinyl sheathing to be used. Located: 650 Cedar Point-Drive East, Southold. SCTM#90-2-17 Inspected by: Inga Van Eysden, John Stein Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Carol Brown, it was RESOLVED to SUPPORT the application of ROBINS ISLAND HOLDINGS, LLC to construct an approx. 158' rock revetment utilizing various rocks ranging from 1-3 tons; construct an approx. 134' single rock retainer utilizing 1 ton rocks and to reset existing rocks 50' landward inkind/inplace. Located: Robins Island SCTM#134-3-5 4 Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Stein, it was RESOLVED to SUPPORT the application of ELIZABETH J. HOMAN TRUST C/O KENNETH JAMES HOMAN to remove and dispose of existing 101' bulkhead. Construct new 101' bulkhead inkind/inplace. Construct 4' walkway along the landward side of the - entire bulkhead. Install a 3'X 10' aluminum ramp leading to a 5'X 20' floating dock secured in-place by two anchor piles. Located: 430 Fisherman's Beach Rd., Cutchogue. Install (2) 15' returns and backfill the rock wall with 245 cy. of clean upland fill. Place 200 cy. of clean upland fill on the bluff face to fill rill and gullies to match existing grade. Install.coir log terracing and plant the backfill area and bluff face with native grasses and shrubs. Located: 14032 Oregon Rd., Cutchogue. Located: 470 Haywaters Drive, Cutchogue. SCTM#104-5-21.1 Inspected by: Carol Brown, Maggie Merrill The CAC does Not Support the application because there wasn't enough information to make a determination. The location of the proposed pool was not depicted on the plans. Vote of Council: Ayes: All Motion Carried Moved by Maggie Merrill, seconded by Carol.Brown, it was RESOLVED to SUPPORT the application of CORBLEY FAMILY TRUST to dredge approx. 80 cy. of material from the boat basin. Dredge spoils to be disposed of at upland location off-stie. A silt boom to be installed surrounding dredge limits during dredging until turbidity ceases. Located: 680 Mason Dr., Cutchogue. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of THE NORTH FORK PROJECT, LLC to maintain existing 17'X 20.3' one-story garage, which was reconstructed in same footprint as previously existing, and pre-existing one-story garage. Located: 5670 West Mil Rd., Mattituck. SCTM#106-6-4.1 Inspected by: Carol Brown The CAC Supports the application, however there is a concern with the lack of an access door to the garage. Vote of Council: Ayes: All Motion Carried 6 - Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of HEUS R&P to construct 30'1"X 15'11" house addition on landward side of existing residence. All work and disruptions shall be outside of the 100' top of bluff setback line. Located: 615 South Dr., Mattituck. SCTM#106-11-22 Inspected by: Carol Brown, Maggie Merrill The CAC Supports the application with an I/A septic system. Vote of Council: Ayes: All Motion Carried RECOMMENDATIONS —APPLICATIONS TO AMEND WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Caroline Burghardt, seconded by John Stein, it was RESOLVED to SUPPORT the application of LEONARD ROSENBAUM to Amend Wetland Permit#9985 for the construction of a retaining wall approx. 100' in length behind canal bulkhead with access stairs, leading to a retaining wall along the northern property line approx. 40' in length. Located: 520 Snug Harbor Rd., Greenport. SCTM#35-5-34 Inspected by: Caroline Burghardt Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Maggie Merrill, it was RESOLVED to SUPPORT the application of ROBERT KARPAS & CLAIRE AROSA- KARPAS to Amend Wetland Permit #9001 for the as-built 4'X 6' platform with 18"X 6" cantilevered benches on east and west side of platform, 4'X 14' steps to 4'X 7' walkway landward of bulkhead with 7'X 12' platform on west side of walkway, to 4'X 5' platform north of and at top of bulkhead with 4'X 7' stairs to beach facing a westerly direction. Water and electricity provided. Located: 350 West Shore Dr., Southold. SCTM#80-5-3.1 Inspected by: Caroline Burghardt, Carol Brown The CAC Supports the application with the Condition the size of the lower platform is reduced to conform with the LWRP and any lighting is Dark Skies compliant. Vote of Council: Ayes: All Motion Carried 7 Carol Brown will attend the next Board of Trustees meeting scheduled for Wed., January 18, 2023. The next meeting of the Conservation Advisory Council will be held on Wed., February 8, 2023 at 4:30PM in the Conference Room.
