Dear Mrs. Haeffner:
An on site inspection of the house lot located at 1950 Clearview
Avenue revealed that the site is well shaded with mature trees
growing throughout the fifty foot setback area. The lot directly
west is similar in that it to is well shaded. The understory
vegetation consists of Cat Brier, Virginia Creeper, Grape vines,
and other shade tolerant vines and shrubs.
The clearing activities did create some soil disturbance but due
to the gradual slope and large over story of trees and their
massive root system, there is currently no significant erosion
or sedimentation problem. If, however, a house is constructed on
this lot and trees are removed in the process there is great
potential for significant erosion and sedimentation into Goose
Creek. There is also the potential for an increase in runoff and
nutrients from the home site. Therefore it is critical to
maintain the vegetative buffer to help filter nutrients and
sediment before it reaches the creek.
I believe there are basically two options to revegetate the fifty
foot set back area as per the Southold Town Trustees
requirements. First, you could leave the area alone and allow
the vegetation to reestablish itself. The root systems of these
plants are still in tact and have already shown signs of new
growth.
A second option would be to attempt to grow native grasses within
this area. To do so would require the removal of selected trees
within the setback to allow more sunlight penetration. Removing
four trees within the upland area along the edge of the high
marsh would probably allow enough sunlight penetration to
establish these grasses. If stump removal is desirable it should
be accomplished with a stump grinder to minimize soil
disturbance. A suitable grass mixture would include:

The Redtop will provide quick cover protecting the site while the
other grasses are becoming established. If the canopy is opened
up sufficiently, Bayberry and Beach Plum could also be
interspersed with the grasses. Plant in the spring between April
15th and June 15th.
In order for this approach to be successful the undesirable vines
such as cat brier will have to be removed by hand as they try to
reestablish themselves.
I have included a list of sources for these plant materials. It
was developed in 1987 so it may be somewhat outdated. Agway or
the Long Island Cauliflower Association are potential local
sources and should be able to order this seed for you. If you
have any further questions or I can be of further assistance
please feel free to contact me.'

during its regular meeting held on April 27, 1995 regarding the
above matter:
WHEREAS, En-Consultants Inc., on behalf of SALLY HAEFFNER,
applied to the Southold Town Trustees for a permit under the
provisions of the Wetland Ordinance of the Town of $outhold,
application dated January 6, 1995 and,
WHEREAS, said application was referred to the Southold Town
Conservation Advisory Council for their findings and

l. The impacts during construction will be temporary and minor in
nature. In addition they wil'l be reduced to non-significant levels
through the use of erosion control devices.

sate disturbance is minor.
3. The setbacks/buffer zones will reduce any impacts on wetlands and

endangered species were identified at the site.

The Southold Town Conservation Advisory Council met Thursday, March
23, 1995. Present were Stephen Angell, Chairman; Bruce Loucka, Member;
Robert Keith, Member; Jack Hagerty, Member; Patricia Isaksen, Member; Allan
Connell, Member; and Betty Wells, Member. The following recommendations
were passed:
RECOMMENDATION OF WETLAND APPLICATIO.NS

JOHN C. MULHOLLAND AND MICHAEL BRONTJE 57-2-23 ~, 2~ to maintenance
dredge L~00 yards to 3' below mean Iow water on Mulholland and Brontje parcels
(privately owned bottom), remove 200 yards each for /400 yard total; dispose on
Mulholland parcel above mean spring high water (existing landscaped lawn
area); add and restore a L~' x 30' open pile dock to Mulholland and twin pilings
to each on remnant piles near waters edge of Mulholland property.
The CAC had tabled the application at its February 1/%, 1995 meeting and
requested additional information. The CAC has received only part of the
requested information and thus has TABLED the application until it receives
plans for the dock and indication of the pilings and details of the dredge
spoils which should include the contour elevation of the spoils. The Council
will not make a recommendation to the Trustees until the requested information
has be provided.

The CAC recommends approval with the stipulation that the 50~ buffer be
maintained from a Trustees established wetland line (the CAC disagrees with
the line shown on the submitted plan); that there be no further disturbance of
the buffer than that which has already occurred; that roof runoff be controlled
by installing drywells; and that silt fence with haybales be used during
construction.

The Southold Town Conservation Advisory Council did not make an inspection
of and therefore cannot make a recommendation concerning the Wetland
Application of LOUIS M. BACON 134-3-5 to restore South Pond (SH-5).
Phragmites and root mass shall be removed (excavated) and trucked to an
upland site (greater than 100~ from freshwater wetlands and greater than 300'
from tidal wetlands) for disposal. For disposal a pit shall be excavated,
material shall be placed in pit, covered with a PVC liner and a ~a - 6' layer
of soil shall be placed on top of liner. In restoring pond, approximately
17,000 c.y. of soil shall be removed to create depths of I 1/2~ - 16~. Pond
shall be planted with rooted emergent vegetation. Existing road located within
adjacent area shall be utilized during excavation then replanted and
abandoned. Greenbrier and dead vegetation shall be removed from adjacent
area (100~) and a wetlands transitional area shall be created. An area of
Phragmites located southwest of pond along Great Peconic Bay shall be hand cut
to assure that no seed material returns to pond. Approximately 1,000 c.y. of
clean sand shall be placed in area located between pond and Great Peconic Bay
to strengthen shoreline from storm surge. Area shall then be planted with
American Beach Grass.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH CONDITIONS of the Wetland Application of MICHAEL SLADE 110-7-26
to construct approximately 135' of new bulkhead joining two existing bulkhead
structures. Excavate and dredge small area adjacent to new bulkhead using
spoil to backfill bulkhead. '
The CAC recommends approval with the assumption that the side with
the slips is zoned M1; if it is not then the CAC recommends disapproval of
the dredging.

FULL ENVIRONMENTAL ASSESSMENT FORM

Purpose: The fuji EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also underst6od that those who determine
significance may have little or no formal knowledge of the environment or may not be technically expert in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
· the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature, yet flexible enough to allow introduction of information to fit a project
or action.
Full EAF Components: The' full FAF is comprised of three parts:
Part 1: Provides objective data and information about a given project and its site. By identifying basic project
d.ata, it assists a reviewer in the analysis that takes place in Parts 2 and 3.
Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides
guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially-
large impact, The form also identifies whether an impact can be mitigated or reduced.
Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the
