December i0, 1985 Building Dept. Town of Southold Main Road Southold, N. Y., 11971 Dear Sir, As we are all aware the North Fork Country Club burned down on June 22, 1985. The structure is basically still standing and obviously in a very weak condition and certainly hazardous to any who might venture onto the premises. While the Club was in full operation there were always people around and I did not get any reports of trespassing in the burnt portion. Now when the activity around the Club is at its minimum I have received two reports of kids going through the building. I am requesting that the Town of Southold condemn the building and order the demolition and back fill of the building. Even if we put up a six foot fence kids can scale that with no problem and it would be a high unnecessary expense. The problem the Club has is that the insurance company will not let us demolish the building without our claim being settled and from the looks of the negotiation it will be sometime before we will settle the claim. The strange thing is this insurance company still carries the liability insurance. We request that the Southold Town Building Department provide determinations and approvals on the following situations: (1) The occupancy of the building, according to the New York State Building Code, will be C5.1, occupied by not more than 300 persons. According to the Club's Board of Directors, the maximum occupancy would be approximately 200 persons. (2) The construction can be of wood frame, Type 5 Construction, with the limitation as listed on Table VII-705 of 6,000 square feet. This number can be increased by 100% if the '~z¢,Dt,~.-"'...~,~ building is accessible on four sides and served by_~-~r~ hydrant. This increase is provided under Section ~5.4 e-l~ ~ This property is not served by a municipal water--ut does have a hydrant which is part of the golf course /.~,~.~ irrigation system. The hydrant is located at the south edge of the existing parking lot. This is served by an ~ electrically operated motor with no storage tank facilities providing water on a direct line during the operation of the motor. We have been told that this delivers pump between 1,200 and 1,500 gallons per minute and that the hydrant is Mr. Victor Lessard Re: North Country Club - NEW CLUBHOUSE October 17, 1985 Page 2 of 2 (3) available on a 12 month basis and is not subject to freezing. This hydrant, in the event oJ~ f~e~wpuld not b~ qperable unlgs~ an additional diese~_~lllmp ~ae provided Jn conjunction with the exlst~ electrically operated pump. We request clarification as to whether this will be acceptable. The proposed building is 11,916 square feet of new construction with a relocated portion of the existing building of 1,104 square feet. It is proposed that a firewall would be installed separating the new and the relocated portion of the building in order to keep the maximum area of the wood frame construction under the 12,000 square foot limitation. The building has a basement which has been provided under the easterly section of the building to provide storage and access for deliveries to the kitchen which is located on the first floor. This would not be a public area and would solely be for club use. We request interpretation as to whether this would require connections to the main floor by an ~. The first'-~loo~ of~-t-h-e buitdi~g will ~-e d~-~igned for handicap use with full access throughout the main floor and two toilet facilities as required by the Code. In addition to the basement, there will also be a small second floor mechanical room of approximately 1,400 square feet. This space will be used for air handlers to supply the various ballrooms and other public rooms. BOX 728 TOWN HALL SOUTHOLD, N.Y. 11971 TEL. 765-1802 October 25, 1985 Donald A. Denis, A.Z.A.?.C. Aquebogue Square, Box 565 Aquebogue, N.Y. 11931 Dear Mr. Denis: I am responding to the questions in your letter of October 17, 1985, with reference to the proposed new clubhouse. (1) With reference to maximum occupancy on type C5.1 construction, 300 persons are the maximum allowed. As long as this number is not exceeded, the pro- ject is within the lawful requirements. (2) A limit of 6,000 sq. ft. (table VII-705) can be increased 100% provided the following conditions are met. (A) The site would require roads and hy- drants on each side of the building. (B) You would need a sufficient source of water supply avail- able twelve months (at all times) a year regard- less of whether or not you had a power failure. (Automatic generator back-up). Therefore your proposal in paragraph 2 of your letter is unaccept- able. With regards to the firewalls, m'y depart- ment will determine locations when you submit con- struction plans. (3) Regarding an elevator connecting the main floor with the basement. If the basement is to be acc- essible only to management and hired help, but not the membership and guests, then an elevator would not be required. The same would pertain to the mechanical room on the second floor. All handi- capped requirements will have to be met on the main floor, but not the basement or the 2nd floor because they are for employees and workmen only. (4) Studying the old foot-print as compared to the proposed structure, very little of the (back in Donald Ao Denis, A.I.A.?.C. October 25, 1985 Page 2 place} footprint is being used. I would therefore have to rule that a site plan and special exception would be required. If I can be of further service, please feel free to contact this office.
