En-Consultants on behalf of 1260 JACKSON STREET, LLC, c/o VALERIE MARVIN, MANAGING MEMBER requests a Wetland Permit to remove and replace in-place approximately 58 linear feet of existing timber bulkhead and ±6 linear foot long return with a vinyl bulkhead and return; backfill with up to 15 cubic yards of clean sandy fill to be trucked in from an upland source; and to remove and replace in-place existing ±3'x4' wood steps to beach. Located: 1260 Jackson Street, New Suffolk. SCTM# 117-10-9.2 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. 1. It is recommended that the Board determine if the two groins are functional and can be passed by the public walking along the foreshore. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria ®Yes ❑ No ❑ Not Applicable The project seeks to replace an existing bulkhead with a vinyl bulkhead in the same location to maintain the property's historical method of protection against erosion and flooding. Since at least 1964,the site has been improved with and supported and protected from flooding and erosion by a bulkhead that was permitted by the Board of Trustees in 1992,and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location. Without replacement and maintenance of the bulkhead,the subject and adjacent properties would be exposed to severe erosion,flooding,and potential damage to the residential structures located thereon. Thus,consistent with Policy 4,the project will continue to effectively protect against the•potential loss of the adjacent upland and residential structures without causing significant change to or adverse impacts on the adjacent beach,tidal waters,or adjoining properties.
