SCTM# 1000-71-1- 15 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposal is CONSISTENT with LWRP Policies and with the LWRP provided the following is considered to further policy 6. 1. Remove the turf areas landward of the bulkhead or determine how these areas are maintained. Are they irrigated or fertilized? 2. Recognize bank plantings in the proposed buffer language. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. See LWRP Section III - Policies; Pages 22 through 32 for evaluation criteria. ®Yes ❑ No ❑ Not Applicable STATEMENT OF EFFECT FOR KENNETH&ELIZABETH McCULLOCH 1605 N PARISH DRIVE SOUTHOLD,NY SCTM#1000-71-1-15 LWRP Policies 5& 6 The project proposes the reconstruction of a 1,868 sf portion of an existing 2-story dwelling over its existing foundation, leaving intact the 676 sf portion of the dwelling consisting of an attached garage (with story above) and most of the attached, uncovered waterside deck. Other renovations include porch and minimal habitable footprint additions and construction of a grade level patio. The project has been designed to be consistent with the permit standards of Chapter 275 and the LWRP Policy 5 and 6 goals of protecting and improving water quality and the quality and function of the surrounding Southold Bay tidal wetland ecosystem. Specifically, the below described design elements and additionally incorporated environmental mitigation measures will serve to improve groundwater and surface water quality through improved septic treatment; maintain or increase wetland setbacks to structures and increase wetland setbacks to maintained turf lawn; and reduce the volume/improve the quality of potential runoff through reduced lawn area, increased buffer area, reduced site coverage by impervious surface areas, and improved stormwater drainage capacity. 1) The existing conventional septic system will be removed and replaced with a low-nitrogen, I/A sanitary system located more than 100 feet from the surface waters of Southold Bay. Unlike conventional systems, which are not designed or equipped to treat nutrients such as nitrogen, UA systems are designed to significantly reduce nitrogen loading into the groundwater and ultimately surface waters. 2) As a result in the removal of almost 1,000 sf of existing deck and other impervious structural surfaces, Town-defined lot coverage of buildable land would essentially be maintained, with a slight reduction from 17.6 to 17.4 percent. 3) While the project would result in the addition of approximately 1,657 sf masonry patio surfaces, it would also result in the removal of 3,444 sf, more than twice that area, of existing asphalt driveway, thus also creating a net reduction in impervious surface areas not defined by the Town as lot coverage. 4) A proposed stormwater drainage system is designed to capture and recharge runoff from the renovated dwelling's roof area and the proposed masonry patio surface. 5) The approximately 19-ft wide vegetated embankment will remain as a vegetated buffer, and the existing maintained lawn area situated 5 feet landward of the top of the bank will be replaced with a non-turf buffer, thus increasing the width of the non-turf area between the bulkhead and the lawn to approximately 35 feet. 6) A project limiting fence would be installed to contain site disturbance and potential surface runoff during construction.
