Main Rd. &Youngs Ave.) Southold, NY 11971 �� Telephone: 631 765-1938 Com ,� LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Glenn Goldsmith, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: November 9, 2022 Re: LWRP Coastal Consistency Review for TREASURE ISLAND COVE, LLC SCTM# 1000-23-1-2.,9 Inter-Science Research Associates, Inc. on behalf of TREASURE ISLAND COVE, LLC requests a Wetland Permit for bluff vegetation restoration consisting of removing Privet (Ligustrum vulgare) within the approximately 127 linear foot long by 115 linear foot wide (overall size is 14, 947sq.ft.) area; and where vegetation is removed various plant species will be planted including Northern Bayberry, Beach Plum, Groundsel Bush, Switchgrass, Little Bluestem Grass, and Sweetfern; this project has been presented as a phased project, applicant is to contact the area Trustee for review at the completion of each phase with supplemental plans to be submitted to the Board upon completion of each phase; with the condition that a silt fence/hay bale line is used throughout the entire process to prevent any run-off into Dam Pond and the surrounding wetlands; a bulldozer is not used to regrade the area; and to establish and perpetually maintain as a Non-Disturbance Buffer area the area seaward of the silt fence. Located: 14911 Route 25, East Marion. SCTM# 1000-23-1-2.9 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposal is CONSISTENT with LWRP Policies and with the LWRP. This is a resubmission of an action that received a review and Wetlands Permit (2018) in 2018. The best management recommendations are integrated into this design. An NYSDEC Article 24 Permit (1-4738-02391/00004) was also issued and required "No Disturbance of Native Vegetation." Further, a qualified ecologist is shall monitor and flap the native plants within the management area (to avoid cutting) The plans submitted and approved by the NYSDEC cover the entire project scope and phases. Require maintenance and survivability of planted vegetation, including photos of the work once completed for the file. Will fertilization be applied to planted vegetation? Fertilization of areas adjacent to marine water bodies contributes to a degradation of water quality by introducing levels of nutrients that would otherwise not be introduced. Higher levels of nutrients in areas with low flushing on tidal regimes cause algal blooms that are detrimental to marine species. Best management practices to limit fertilization are recommended. Will irrigation be used? Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
