COHAIAN SUFFOLK COUNTY EXECUTIVE FACT SHEET LEAD IN DRINKING WATER SUPPLIES Sources of Lead Concentrations in Drinking Water Systems Use of lead solder in new plumbing or in plumbing modifications to existing water supply piping. Lead is not a naturally occurring element in Long Island groundwater. Oecurrences Lead is pres(mt in drinking water as a product of corrosion. The natural corrosiveness of Long Island groundwate $ contributes to this process. Most public water supplies in Suffolk provide chemical treatment t~: increase the water's natural pH, and minimize corrosion products, but no amount of treatment can produce a totally non-corrosive water. Studies indicate that after prolonged periods of water non-use, lead concentrations can be found in excess of Drinking Water Standards. This I~roblem appears to be limited to new}y installed internal water piping systems, or recently modified systems, in which lead-based solder is used. Lead is rarely detected in routine water supply surveillance. This fact is seen as indicating that, at a particular location plumbed with lead solder, this problem will diminish with time. The New York State Health Department concurs with this evaluation. Nellth Considerations Lead is a compound which is accumulated in the body. Human intake can be expected to occur 'through many environmental sources, including water. Recommended Action II1 order to minimize lead occurences, the following st~ps are recommended: Particularly in new or recently modified plumbing systems, users should be encouraged to flush the water line for a period of at least two minutes prior to consumptive water use. It is the contractors responsibility to ensure that work progresses in accordance with the aforementioned drawings and provisions of these specifications. Contractor shall: 2) Pay for all permits required by the applicable codes. - 3) Establish lines and levels as necessary for construction - 4) Protect stored materials and all finished constructibn from damage and decay. 5) Remove construction debris from the site regularly. 6) Strictly adhere to applicable codes. 7) Temporary fire protection shall be provided during construction, as recommended by the National Fire Protection Association or other governing bodies. Keep fire extinguishers on job as precautionary measure. 8) Temporary construction and safeguards necessary for the protection of site improvements, adjacent property, the workforce and tha pub- lic shall be provided by the contractor tv the satisfaction of local authorities. 9) The contractor shall be responsible for all utility costs re- quired for construction purposes, including water, telephone, elctricity and fuels. If permanent systems are utilized, maintain- ence and attendance shall be provided and th.~ systems shall be in perfect operating condition at the conclusion of their use, sub- ject to the architects approval. The contractor shall submit re- ceipted utility bills, indicating payment as a precondition to acceptance of the completed contract work. Upon substantial com- pletion of the contract the contractor shall remove all temporary utility devices. 10) The contractor shall be responsible for noticing any structural deformation, decay or inadequacy as work progresses and shall no- tify architect immediately. Contractor is responsible for all re- pairs deemed necessary by the inspecting building officials and the architect. 11) The contract shall include all phases of construction from the initial ground-breaking ~o the final finish except for the specific items mentioned below: a- Fin~h~ driveway b- Finish landscaping 2 DIVISION 2 - SITEWORK 1) Earth shall be removed as required to accomodate all concrete footings as shown on drawings. 2) Site shall be filled and graded as indicated on drawings to provide a well-drained and consistent aspect. 3) The horsefence presently at house site is to be moved to bottom of hill, location to be determined by owner and/or architect. 4) Construction road shall be made along line of finished driveway. 5) At conclusion of job site will be left raked clean, construction · road left free of ruts and rocks. DIVISION 3 - CONCRETE 1) Concrete shall conform to all requirementa of ACI 301-7C (re- vised 1981) specifications for structural concrete fo~ buildings except as modified by supplemental requirements. 2) Footings may be earth-formed. 3) Base of below fin. forcing. footings shall be placed well below frostline (min. 3'-6" grade) and shall be continuous with appropriate rein- 4) Foundation walls to be 8" poured concrete, min., as per code with adequate reinforcing. 5) 1/2" dia. anchor bolts shall be placed as required to ensure proper seating and restraint of framing plates. 6) Materials: concrete- for slab and work below grade shall be 3,500 psi. with a 3" max. slump, aggregate to be 1" with no admixtures. vapor barrier- one layer of 6 mil. polyethylene sheet with 4" overlap at edges. gravel- base for slab will be compacted with no fines less than 1/4". slab reinforce.-mesh shall be 6" x 6" WL4 x WL4 welded wire fabric. Reinforcing shall be #4 min., unless noted, overlapped for continuity. insulation- foundation wails at habitable space to be insulated with rigid styrofoam panels 2" thick and 24" wide. 7) Ail concrete walls to be waterproofed below grade, parged above grade where visible. 8) Footings to be fully drained and piped out through bank. 9) Backfill as required only after 1st floor framing is completed 3 to ensure lateral stability of basement walls. 10) Basement and garage floor slabs to be of 6" compacted gravel with vapor barrier, as indicated on floor plans. poured on top each to have two drains 11) Crawl spaces to have vapor barrier on top of compacted soil, weighted with gravel covering. 12) Plant wells on west side to have adequate drainage. DIVISION 4 - MASONRY 1) Do not lay masonry when the temperature of the outside air is below 40 degrees F. unless suitable means, approved by the architect, are provided to heat materials. Protect work from cold and frost and insure mortar.will ~ot freeze while hardening. No anti-freeze ingredient shall be used in the mortar. 2) Protect facing material against staining and keep tops of walls covered with non-staining waterproof coverings when work is not in progress. Any staining that does occur must be removed, leaving existing conditions in original state. 3) Provide level and solid bearing on masonry walls directly un- der lintels, wood sills or other structure. 4) Mortar shall be made of the following materials: a- Water, free of deleterious amounts of acids, alkalies or organic materials. b- Sand, conforming to ASTM specifications C- 144 (latest edition) for cement mortar. c- Type 2 masonry cement (ASTM spec.) d- Mortaseal lime as manufactured by the United States Gypsum Co. or approved equal. Mixed in proportions of " 1'-1'-6 ": portland cement and one bag lime and 6 cubic feet sand. one bag type 2 (not more than) 5) Ail block construction to be reinforced with adequate tensile treatment to resist lateral movement. 6) Sample of any brick, tile or stone to be used in exposed con- ditions to be submitted to architect for approval prior to instal- lation. 7) Ail bathroom and shower thresholds to have marble saddles. 8) Fireplace to utilize firebrick as required for proper construc- tion , painted with lamp black. 9)All masonry to be flashed adequately to prevent penetration by 4 moisture and subsequent spalling. 10) Hearths in den and living room to be tile or blue stone set level with finish floor. Face of fireplace to match. Joints to be flush, with no gaps of more than 1/8" 11) Chimney to be masonry block containing clay-lined flues. At least 4" to be maintained between outside of flue lining and ex- terior of block chimney. At least 2 " to be maintained between block and wood construction. DIVISION 5 - METALS 1) Gutters to be used on all eaves. Gutters to be half-round, or U-shaped, 5" wide. 2) Ail gutter fastenings ro be of compatibt~mater±als.~o p~e= vent electrolysis. Incompatible materials to be insulated with rubber or plastic bushings. 3) Flaahing to be of non-reactive materials. Flashing in con- tact with masonry to be lead. Flashing in contact with cedar shingles to be of a material which will not react to acids present in some cedars. 4) Flashing in valleys to extend at least 10" on each side. DIVISION 6 - WOODS AND PLASTICS 1) Rough hardware, nails sized to suit framing conditions, a~ces- mories ( framing anchors, joist hangers etc...) 2) Ail fasteners exposed to weather to be hot-dipped gmlvanized. 3) Framing lumber to be no. 1 and no. 2 grade douglas fir/larch, kiln dried. Joists to be 2 x 12, 16" o.c. unless otherwise noted. Rafters to be 2 x 12, 16" o.c.. Porch rafters to be 2 x 8, 16" o.c. unless noted otherwise. Interior and exterior walls to be 2x4 construction. Ail members 2 x 6 and over to have Fb of at least 1200 lbs. Pieces having knots affecting structural integrity shall not be used. 4) All sills and framing in contact with masonry or in areas of po- tentially high levels of moisture shall be pressure-treated to re- mist rot. 5) Building paper: 15 lb. felt (saturated) or Tyvek building wrap. 6) sub-flooring: 1/2" plywood underlayment or to specifications of finish floor manufacturer. 7) Roof sheathing: Red cedar shingles on lath. Where underside is exposed to view as underside of attic overhang use shingles over 1 x 4 beaded board to present finished aspect to view. Beaded hd. to be backprimed and painted. 8) Use building paper between sub and finish floors, rough and fin- ish wall sheathing. 9) Frame structure as required for firm, permanent construction. cut materials accurately.
