Dear Sir:
In response to your letter of January 3, 1966 regarding the
LBn Jones labor camp, Queens Lane, Greenport our records show the
following.
Our records are kept only for the latest five years. I~ring
that period the camp has not been under permit to Len Jones, though
until September 1, 1965 he was the owner. A permit to operate a
farm labor camp was issued to Mr. Gillus on June 16, 1961 for this
building. In 1962, '63, & '64 the c~ap was under permit to James
Brewington and as of September 1, 1965, ~.ake Bolling was the
operator and, reportedly, the o~er.
Over the years this camp has needed constant supervision to
maintain even a marginal compliance with the New York StAte Sanitary
Code, but in recent months, though far from oerfect, the level of
compliance has sho~ considerable improvement. Inspections by our
etaff were made on, 8/6, 8/9, 9/1, 10/6, 10/29, 12/6, and December 22, 1965.
A permit for 1966 was approved on January 13, 1966o As of December 22, 1965
the camp wae occupied byl8 men.

Comments: The Health Department's primary environmental concern
pertaining to development is that the applicant comply with the .
requirements oflthe Suffolk'~ounty Sanitary Code especially
Articles V and VI, and relevant construction standards for water
supply and sanitary sewage disposal. These considerations are to
be reviewed completely at the time of application. Full considera-
tion in placement of water supply wells and disposal systems is
given to State and Town wetland requirements. The Health Depart-'
ment maintains ~jurisdiction over final location of disposal and
well systems and the applicant should not undertake to construct
any water supplly or disposal system without Health Department

Pursuant to Article 8 of the Environmental Conservation
Law State Environmental Quality Review Act and 6NYCRR Part
617, Section 617.10 and Chapter 44 of the Code of the Town
of Southold, notice is hereby given that South61d Town Planning
Board as lead agency for the action described below has determined
that the project will not have a significant effect on the
environment.
DESCRIPTION OF ACTION
The minor subdivision of Richard and Anita Wilton is for
two lots onl.8471 acres located at Queen Street for single
family residences, tax map no. 1000-40-3-6.
The project has been determined not to have a significant
effect on the environment for the following reasons:
An environmental assessment has been submitted which indicated
that no significant adverse effects to the environment
were likely to occur should the project be implemented
as planned.
The Suffolk County Department of Health Services has no
objection to our designation of lead agency status. There
is not record of an application to this Department. The
Health Department does require an application to construct
prior to further review. It appears that the proposed
action conforms to the minimum lot size requirement for
Article 6 (Suffolk County Sanitary Code).
Because there has been no correspondence from the Department
of Environmental Conservation in the alotted time, it is
assumed that there are no comments nor objections from
that agency.
This project conforms to the Southold Town Code for Subdivision
Regulations.

1. It was noted, upon a field inspection that the
area on Lot No. 1 is very wet and swampy.
2. This proposal is less than the current two-acre
minimum zoning requirement.
The Boardmembers will be re-inspecting this property
since they question the low area on Lot No. 1, and we
will advise you of any further recommendations or
comments.

4. For the record it is noted that the prior n~nconforming
use of this premises as a preexisting nonfarm labor ~amp has been
terminated for a number of years, and that the parcel will be
used for such single-family purposes as permitted bylthe current
zoning regulations in this "A-40" Residential and Agricultural
Zoning District.
5. The board finds that the relief requested i~ not unreason-
able. The parcels generally existing along the east~side of Queens
Street to the north of this parcel are substantially smaller 'than
that proposed by this application.
· In considering this appeal, the board finds andidetermines:
(a) that the relief requested is not substantial inirelation to
the conditions generally existing in the'immediate area; (b) that
the circumstances are unique; (c) that the variance will not in
turn cause a substantial effect of increased population density or

zoning provides for one dwelling per acre. AS this neighborhood is
already deve~ped with four residential .lots on Queen Street on
parcels smaller than one acre, one acre density for the balance of
the property in this neighborhood~is appropriate. Tt~ere will be no
significant increase in population density to burden governmental
facilities, and there will ,be no substantial change in the character
of the neighborhood. If anything, taking into consideration the
removal of the migrant labor camp which previously housed as many as
20 farm w~rkers, it will be an upgrading from the previous use of the
property. It is respectfull~ submitted that substantial justice will
