LAND PRESERVATION COMMITTEE MEETING
Minutes & Discussion Notes from Meeting held
Tuesday, December 6, 2022 at 7:00 p.m.
This Regular Meeting was held via the Zoom online platform.
The public had access to view and listen to the meeting as it was happening via Zoom. If no access to a
computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that the
Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose
of discussing applications regarding proposed acquisitions of real property where publicity would substantially
affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session.

Land Preservation Committee 2023 Meeting Schedule
MOTION made by Eric Keil, seconded by Anne Murray, to adopt the LPC 2023 Meeting Schedule.

Motion made by Eric Keil, seconded by Doris McGreevy, that the Committee recommends that the
Town Board designate Sam McCullough as Chairperson and Anne Murray as Deputy Chairperson of the
Land Preservation Committee for the 2023 calendar year.

Inquiries for Uses or Structures on Preserved Property

Property subject to Town PDR
Request for improvements
Kevin Perry and Alfonso Martinez-Fonts attended via Zoom representing North Fork Flower Farm.
The LPC reviewed and discussed the application for a 900 sq. ft. equipment barn, a 372 sq. ft. hoop
house and a small well enclosure, all to be located within the area subject to the Town recorded
development rights easement.

The LPC reviewed the applicable terms of the recorded easement. The Town purchased the rights using
both Community Preservation Funds and a USDA NRCS grant.
MOTION made by Eric Keil, seconded by Anne Murray: The Land Preservation Committee has reviewed
and discussed the request made by Flowers & Flores Farm, LLC, to install a 900 sq. ft. Equipment barn
for agricultural storage, a 372 sq. ft. Hoop house and small well enclosure, on lands subject to a
recorded Town Development Rights Easement. The Land Preservation Committee finds that the
proposed improvements are consistent with the purposes and other terms and conditions of the
recorded Easement.

General Preservation
Update re: Nov. 29, 2022 Town Board work session agenda item:
Adding Uses to Development Rights Sold Agricultural Land (PDR Lands)

Sarah, Anne and Melissa provided an update regarding the discussion at the Nov. 29 TB work session.
The TBs discussion was mostly regarding adding processing as an allowed use to Town PDR lands. Anne
and Melissa were in the audience and not part of the discussion. Jim Glover (Ag Adv. Committee) was
at the table and part of the discussion. The TB is in the process of scheduling a Code Committee
meeting and has asked for two LPC representatives to sit at the table.
The Land Preservation Committee discussed whether or not the Committee Members supported
processing on TPDR. The Committee did not take a formal vote or make a formal recommendation.
Some members did not support the allowance of processing at all; some members were unsure as
additional clarification regarding definitions and other questions need clarification; some members
supported limited processing on TPDR, similar to that allowed in the County PDR program, with a limit
to the size of the processing building at a maximum of 1000 sq. ft.
No LPC member supported processing without a limit on the building size.
