The approved, Non-turf slope area space included a range of 10-15'of native plants and steps.We planted up to the full 15'.Along with the 10'of white pebble stones,our Non-turf buffer has now been extended to the full 25'from the Bulkhead.The top step is out of this range and located in the grass area. For a property with a historically maintained lawn adjacent to the creek,versus a naturally vegetated embankment or bluff adjacent to the bay or sound,this comes as an unusual request for an atypically wide buffer for a bulkhead replacement,versus an increase in site development,for example. In 2010,the adjacent property owner to the east was required to maintain a 13-foot wide buffer in connection with their bulkhead replacement. Nevertheless,the owners are willing to embrace the Board's request if they can maintain a 4'wide paver stone path from the new edge of lawn to the existing dock,and a pervious,gravel-over-sand area within 10 feet of the bulkhead(including a masonry edge,e.g.,Belgium block),to maintain safe,unobstructed access along the bulkhead and temporary storage of kayaks,boating equipment,etc.. This gravel area would also serve as a highly permeable sink for capturing both potential flood waters and potential upland runoff. The area between the gravel and top of slope would be stripped of its turf lawn,mulched,and actively planted with appropriate native plants. The goal of this design is to create an ecologically functioning buffer area,in place of nearly 2,500 sf of turf lawn,that is also aesthetically pleasing and partially useable to the applicants. The above changes are depicted on the attached draft plan view for the Board to discuss during its work session this evening.
