Krupski, didn't house over three or four people at a time and did not require a permit. The location is on the east side of Bridge Lane, Peconic, about six hu.ndred (600) feet,.-\o"fhthe Long Island Railroad tracks. Our reason for taking it is to house our grading crew of sixteen (16) people to work in our potato grading building. The camp, which I have leased for three years, is being repaired to conform with the regulations given to me by the Suffolk Departroont of Health and is absolutely necessary in order to carry on my business and to market the crops from farmers living in that area. Mr Krupski has held a permit to operate the camp in the ye!Jrs since 1946 whenever his labor requirement necessitated !J permit. The necessity for this he!Jring is occasioned by a changed condition in the operation,namely,leasing of the camp to Mr Cassidy. Under our Zoning Ordinence,the present use of this site for a camp is a non conforming use since U:e location is closer to the residence of another person than it is to the residence of the owner,where f.:r Krupski also operl'tes a small camp. HISTORY & LOCATION: located in 1946 on property of the owner on Bridge Lane,on east side near rail rO!Jd,l'g!Jinst wooded area, approximately 400 feet from Bridge Lane,approximl'tely 800 feet from nearest residence,the cl'mp represents an original investment of about S5000,has housed both migrant labor and in later years Puerto Rican l'lbor.The present improvements involve two new cess-pools,new pOint,pump,& showers,sheet-rocking entire interior, new floors,division of the 20 x 50 foot building into two bedrooms, kitchen,and l!Jrge crew ouarters,as sketched by Board of Health.No Enlargement of present structure is contemplated. The proposl'l to le!Jse to Cassidy will en!Jble him to move his regul!Jr grader crew from Aquebogue to the new auarters far closer to his grAding oper!Jtions. The Cassidy grading operations are very essenti!Jl to the Peconic area,particula.rly in view of the fact that the A & P chain is not expected to operate two large graders formerly operating in Peconic.Only one other grading operation remains,that of Long Island Produce & Fert Co. As 0 member of the originel Zoning Commission I cen stete that it wes certainly not the intention of the fremers of the ordinance nor of the members of the Town Board who legislated Zoning ...to hinder or provide unnecessary bureaucratic controls of business or agriculture. It might also be pointed out that Mr Krupski has a perfect right to continue operation of the lebor camp in question, whether or not it is leased to Mr Cassidy,and that the location of this camp was made after considerable time 1:md thought 4m the m8tter many years ago. Also I have been informed that you are renting this to somone to use as a labor camp. Please be advisea that this is a non-conforming building and cannot be rented to anyone else without the approval of the Board of Appeals, and further it cannot bE, altered or rebudll t to an extent of more than 50% of its value without the consent 01,' the Board of Appeals. Farm labor camps must be closer to the residence of the owner than to any other residence or have a special exception from the Board of appeals. Non farm labor camps may not be located anywhere without the approval of the Board of App,'als. Ths above is Article X, section 1003a of the Building Zone Ordinance, and I am writing this to inform you of it so there will not be any question at a later date.
