Fax(631)765-1823 Conseryation Advisory Council Town of Southold MINUTES Thurs., November 10, 2022 4:30 PM Conference Room and Zoom Online Platform A meeting of the Southold Town Conservation Advisory Council was held Thurs., November 10, 2022 in the Town Hall Conference Room and via Zoom. Present were: John Stein, Chairperson Carol Brown, Member Maggie Merrill, Member John Chandler, Member Shannon Wright, Member Inga Van Eysden, Member Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent was: Caroline Burghardt, Member Brian Mealy, Town Board Liaison CALL TO ORDER John Stein called the meeting to order at 4:30PM. REPORTS John Chandler attended the Board of Trustees meeting held on October 19, 2022 and reported the meeting was business as usual. NEW BUSINESS John Chandler and Carol Brown attended a Land Use Training Seminar held on October 26th hosted by representatives from the Zoning Board of Appeals, Town Trustees and the Planning Dept. There was no representation from the Building Dept. This was the second of four land use training seminars. All those in government involved land use are invited to i 2 participate as attendees. John Chandler requested a separate meeting of the CAC to discuss a larger role in land use planning. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of 40200 MAIN, LLC to remove 1,000 gallon above ground diesel tank, install 12,000 gallon double wall fiberglass tank, new leak detection, piping, alarms and dispenser. PAGANO to reconstruct the existing seaward deck in kind (485 sf.) and to rebuild the existing landward deck (191 sf.). Located: 2435 Cedar Lane, East Marion. SCTM#37-4-9 Inspected by: John Chandler, Inga Van Eysden Vote of Council: Ayes: All Motion Carried Moved by Inga Van Eysden, seconded by John Stein, it was RESOLVED to SUPPORT the application of DANIEL & SUZANNE DIVINEY to demolish and remove existing 1,345 sf. two-story dwelling with attached deck and remove existing shed; construct a new two-story, single-family dwelling with a 1,516 sf. footprint and 341 sf. attached garage with 39 sf. concrete apron, stoop and steps beneath 92 sf. front roof overhang, 410 sf. deck and 4'X 4.25' steps, 123 sf. screened porch and 4'X 4.25' steps, and 112 sf. second-story deck/balcony; install 112 sf. paver-in-sand patio, 4'X 4' outdoor shower enclosure over gravel, HVAC and buried utilities; replace existing concrete driveway with pervious gravel driveway; remove existing septic system and install new I/A sanitary system; install a stormwater drainage system; and establish a 10' wide vegetated buffer adjacent to tidal wetland boundary. SCTM#135-1-7 Inspected by: John Stein, Carol Brown The CAC Supports the application however, this is an environmentally sensitive area and based on past experiences with storm events, it was recommended that the agent indemnify any future damage to neighboring properties resulting from this construction. The CAC recommends the steps are retractable and parallel to the shoreline and a non-turf buffer planted with native vegetation. JOHNSON to raise (in-place) by up to 3.3' onto piling foundation, an existing one-story, single-family dwelling with attached deck and steps, in place of existing 3'X 1.6' steps; remove existing conventional septic system and install farther from wetlands a new I/A OWTS sanitary system; backfill proposed leaching field with approx. 37 cy. of trucked-in ratable and in i 7 place of existing soil material, and raise grade around proposed sanitary system less than 1' using on-site material and 16 cy. topsoil; remove existing drinking water well from potable service and install new public water service; install stormwater drainage system; and establish a 5' non-turf buffer adjacent to existing bulkhead. Install new vinyl bulkhead in place and at same height as existing with exception of easterly side that will be relocated to allow new staircase to be wholly within property line, and new staircase with landing. Provide a 10' non-turf buffer landward of the new bulkhead. Located: 1195 Watersedge Way, Southold. SCTM#88-5-66 Inspected by: Carol Brown The CAC Supports the application with steps parallel to the shoreline. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Inga Van Eysden, it was RESOLVED to SUPPORT the application of JOSEPH & KRISTINA OTTOMANELLI to demolish the existing dwelling and foundation and construct a new dwelling located 85' from the closest tidal wetland line along the southern property line. Install an in-ground swimming pool, in-ground spa and cabana. Install an I/A OWTS and seven (7) 8' dia. drywells. Construct a berm of approx. 2' to level the area around the pool, spa and cabana, and install paving stones around the pool, spa and cabana. Located: 250 Midway Road, Southold. SCTM#90-1-9 Inspected by: Carol Brown The CAC Supports the application with a 15' non-turf buffer planted with native vegetation, a drywell for the exterior shower, fencing around the pool, pervious pavers around the pool, and to retain the four (4) Eastern Cedars. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Stein, it was I 8 RESOLVED to SUPPORT the application of PETER SABAT to renovate the existing single-story residence to include reconstructionof the existing first floor and addition of second story. A covered porch will be added to the front of the house, the existing 8'X 12' sunroom will be removed and replaced with an open porch, the existing 13'X 16' wood deck will be removed and replaced with a bluestone patio. The existing 24'X 24' garage will be reconstructed to include a 22'X 24' addition to house three cars and a pool house with outdoor shower to serve the proposed 16'X 32' in-ground swimming pool along with an 8'X 6' spa and associated pool backwash drywell and bluestone patios. The existing conventional sanitary system will be replaced with a new low nitrogen I/A style system place in a more landward location than existing. Roof drainage will be provided to capture all run-off and a silt fence will surround the property until final stabilization is reached. Located: 3000 Beebe Dr., Cutchogue. Construct new 22'X 22' attached garage to new residence addition and new 10'X 8' outdoor shower with deck, construct new 37.5'X 13' rear deck. Pool to 11 be connected to drywell. Existing house and shed to be removed. I/A sanitary system to be installed in front yard and existing septic to be abandoned. Water and electric connected to house, over electric to be removed for new underground electric, propane tank to be in front yard, with front yard regraded to retaining walls installed on both sides of the house. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by John Chandler, it was RESOLVED to NOT SUPPORT the application of DANIEL HUME to install 246.7 If. of rock revetment (includes (2) 15' returns) along the existing toe of the bluff.at no more than 2.5 tons per linear foot and within the property boundaries. Construct a new 4' wide staircase down the bluff, 3' above grade to replace the existing damaged staircase: Backfill the rock wall with 295 cy. of clean upland fill. Place 300 cy. of clean upland fill on the bluff face to fill in gullies and grade to support the new coir log terracing. Plant the backfilled area and bluff face with native grasses and shrubs. SCTM#72-2-5 Inspected by: John Stein, Shannon Wright The CAC does Not Support the application as it goes against the mission statement of the Conservation Advisory Council. The CAC requests this area of shoreline be classified as a sensitive area, referencing "The Starvation of Southold's Beaches" prepared by former CAC member Doug Hardy, dated January 13, 2014. Vote of Council: Ayes: All . Motion Carried Shannon Wright will attend the next Board of Trustees meeting scheduled for Wed., November 16, 2022. The next meeting of the Conservation Advisory Council will be held on Wed., December 7, 2022 at 4:30PM in the Conference Room.
