1. SPECIAL EXCEPTION. By resolution of the Board it was determined that a special exception

of this Board it was found that nearly two years ago after much delay the
owner of the site where this sign was located was able to cause its re—
moval and the purpose of this application is to permit the erection of a
billboard in an area many miles from its original site for the purpose
of renting the billboard to either national advertisers and/or firms in
the general area and according to the list submitted by the applicant
local advertisers who now have permitted advertising boards and have
previously asked informally to erect advertising boards not permitted
under our ordinance — would rent space on this board; and
WHEREAS this Board is not permitted to grant a benefit to one
piece of property where all others are left with a restricted use or
to rezone an area; and

2. VARIANCE. By resolution of the Board it was determined that

a. This application must be completely filled in by typewriter or in ink and submitted in duplicate to the Building
Inspector.
b. Plot plan showing location of lot and of buildings on premises, relationship to adjoining premises or public streets
or areas, and giving a detailed description of layout of property must be drawn on the diagram which is part of this location.
c. The work covered by this application may not be commenced before issuance of Building Permit.
d. Upon approval of this application, the Building Inspector will issue a Building Permit to the applicant. Such
permit shall be kept on the premises available for inspection throughout the progress of the work.
e. No building shall be occupied or used in whole, or in part for any purpose whatever until a Certificate of Occupancy
shall have been granted by the Building Inspector.

MEMO
When the motel people asked the board for directional signs they
stated without qualification that they had no use for billboards
that they were doing a capacity business but being off the road
or on a different road they required turn off signs etc.
According to Suffolk Outdoor Advertising~they are after him

Tis entire question of billboard sign advertising was again
brought to our attention tonight by reason of our denial at a
public hearing of Appeal go. 335 dated November 29, 1960 made by
Suffolk Outdoor Advertising Company, Inc. for a special exception
to erect a 24 ft. 6 in. by 12 ft. 3 in. billboard 1n an agricultural
residential sone on south side Middle Road between Elijah% Lane and
Alvah's Lane for general advertising purposes. It is the opinion
Of this Board and of Counsel, that granting of this application
would confer a privilege to a single individual or corporation
which has been denied to all others who have applied.
Due to the increase in motel and restaurant enterprises the
Board has usually granted special exceptions to applicants on be-
half of this type of enterprise seeking directional signs, however,
these signs must not exceed 50 sq. ft. Church organisations and
some civic organizations have also been permitted signs.
All non-conforming signs existing in the Town must be removed
at the end of five years from the date of passage of the Zoning
Ordinance, or April 23, 1962, unless granted a special exception
to continue by the Board of Appeals.
It is the contention of Suffolk Outdoor Advertising Company
that some relief should be provided since there are only two
advertising media which can be afforded by local business. One
is the local newspapers and the other is outdoor advw tiring.

The applicants have suggested certain procedures Which in their
opinion would control outdoor advertising. They stated they have
appeared before your Hoard and the Planning Board in an effort to
evolve a solution. In our opinion there is little question there
is wide spread local opposition to signs as evidenced by the attend-
ance at some of our early meetings relative to signs. Federal and
State opposition to signs of the type we are discussing is increasing.
The purpose of this letter is to suggest that the remedies,
If there are any, which should be considered are a matter for
determination by the legislative authority of the Town, namely
the Town Board.
It would be our suggestion that a joint meeting of the Town
Hoard, Planning Board and Board of Appeals be called at least a
year before the expiration of the deadline of the signs to discuss
this subject.
