The public had access to view and listen to the meeting as it was happening via Zoom. If no access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. This meeting being held via the Zoom online platform. The meeting began at 7:03 p.m. with 4 LPC members present. Committee Minutes and Administration Acceptance of meeting minutes: August 16, 2022 Postponed, not enough eligible voting members Next LPC meeting date is scheduled for Tuesday, September 13, 2022 and will be held via the Zoom online platform. Inquiries for Uses or Structures on Preserved Property Norman Keil (SCTM# 120.-3-11.14) Request to install improvements 7:00 Appointment Norman Keil attended the meeting via Zoom and went over the documents that he submitted to the LPC via e-mail in August 2022. He explained/discussed the project, including but not limited to: o That there will be cement pathways around and between the Floor system as shown on the plans; concrete needed to secure plastic and for access. He has not signed off on the amount of concrete yet, he may lessen it to increase actual growing room- he is still evaluating. o In general, the property is flat; he has an existing challenge in that there is run-off from adjacent properties going onto his property now, and that he needs berms and hedgerow to control this. o There is no excavation planned for the Floor area. Sand will be added on top so that there are no sharp edges, etc. to impact the plastic. Excavation for the Reservoir/Basin Area is described in Section 5.2; soil excavated will be used for berm and will remain on site. o Water (including rainfall) will go into the Reservoir/Basin Area. It will get pumped to the water room to be re-used after sterilized; gravity fed. Fencing of the basin will depend on Town requirements. LPC members noted that the proposal appears to be equipment and that LPC would bring up at next meeting, and was likely consistent with the easement and that determination would be scheduled for next meeting. North Cliff Vineyard Storage Building (SCTM#1000-107.-5-6.3) Planning Board referral of Agricultural Site Plan LPC reviewed the referral from Planning Board for an Agricultural Site Plan for the construction of a one story 3,374 sq. ft. storage building to store farm equipment and supplies on a ±20 acre farm which has development rights held by the Town of Southold in the AC Zoning District. MOTION made by Sam McCullough, seconded by Anne Murray: The Land Preservation Committee members have Storage Building. The Agricultural Site Plan is for the construction of a one story 3,374 sq. ft. storage building to Page 2 of 3 store farm equipment and supplies on a ±20 acre farm which has development rights held by the Town of Southold in the AC Zoning District. The recorded easement for the property allows land within the Easement to be used for agricultural production as defined in Chapter 25 (now known as Chapter 70) of the Southold Town Code. At its regular meeting held on August 30, 2022, the Land Preservation Committee members reviewed the request and found that the proposed storage building to store farm equipment and supplies is consistent with the purposes and other terms and conditions of the recorded Easement. Motion carried:4/0 EXECUTIVE SESSION ENDED at 8:03 p.m. Land Preservation Applications & Potential Applications - OPEN SESSION MOTION made by Anne Murray, seconded by Sam McCullough regarding Project 2022-8, to recommend to the Town Board that the Town commission an appraisal for the purposes of providing the market value for project # 2022-8, discussed while in Executive Session, and, subject to the direction of the Town Board, for Land Preservation Coordinator Melissa spiro to commission an appraisal of said property.
