STRICT APPLICATION OF THE ORDINANCE would produce procticol difficulties or unneces- sary HARDSHIP because part of tl16 eJi.istini' right of way, whioh extends about 750 feet from l'ine Neck Hoad to the southeasterly corner of land of Offner (as shown on the attached sketoh) is owned by otner parties, and the appellant has no control thereof so as to compel a dedication for a public road. To give access to tlie premises (the parcel shown as Pulitzer on tne allnexed sketoh) by tue applicant would involve giving up additional lands east and south of tile existing rignt of' way and sl;lQrtml11g tile potential lote on Pine Neok Road. The applioant has no intention of oreating any further lote along Jockey Creek so as to require any further extension of the right of way. . It would be unduly costly to create a duplicate right of way jJsrallel with the existing one, to file a Bubdivisionmap and dedicate a road to afford access to this one lot. The existing road is well paved, ample for the uee of police and fire apparatus. 2. The hardship creoted is UNIQUE and is not shared by all properties alike in the immediate vicinity of this property and in this use district because of tie unique location of. tLe premises on a water front-plota1r--the. end. of an existing rig!;t of way. 3.
