HomeMy WebLinkAboutLP-09/27/2022 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, September 27, 2022 at 7:00 p.m. This Regular Meeting was held via the Zoom online platform. The public had access to view and listen to the meeting as it was happening via Zoom. If no access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. This meeting being held via the Zoom online platform. The meeting began at 7:03 p.m. with 5 LPC members present. Committee Minutes and Administration Acceptance of meeting minutes: August 16, 2022 and August 30, 2022 Postponed, not enough eligible voting members Next LPC meeting date is scheduled for Tuesday, October 11, 2022 and will be held via the Zoom online platform. Inquiries for Uses or Structures on Preserved Property Norman Keil (SCTM# 120.-3-11.14) Request to install improvements Motion made by Anne Murray, seconded by Kim Krupski: The Land Preservation Committee has reviewed and discuss on 10-15 acres of land within the area subject to Town PDR. The original request was reviewed by the Town Agricultural Advisory Committee (AAC) in December 2020, and the AAC considered the ErfGoed Floor to be irrigation equipment. Norman Keil presented additional information pertaining to the proposed ErfGoed Floor in an e-mail dated August 12, 2022 and at the August 30, 2022 Land Preservation Committee meeting. The Land Preservation Committee reviewed the information and found that the proposed ErfGoed Floor is consistent with the purposes and other terms and conditions of the recorded Easement. Motion carried: 4/0, Eric Keil recused himself and was not present for discussion or vote General Preservation Update re: 9/20/2022 Town Board Work Session agenda item: Chapter 70-Continued Discussion and Next Steps Melissa, Anne and Doris tried to listen to discussion; however, audio was not good and hard to hear. Sarah added that Town Board intends to schedule a Code Committee, with the initial meeting likely to work toward identifying the core principals of the purpose of the land preservation program. Motion carried: 5/0 EXECUTIVE SESSION ENDED at 7:52 p.m. Land Preservation Applications & Potential Applications - OPEN SESSION MOTION made by Eric Keil, seconded by Anne Murray, regarding Project 2022-9: To recommend to the Town Board that the Town commission an appraisal, for Application Number 2022-9, for the purposes of providing the market value of a development rights easement on all but 3± acres of the property, in accordance with a design as discussed by the Land Preservation Committee while in Executive Session, whereby at least 80,000 sq. ft. will be prohibited from being further subdivided from the land subject to the easement and will remain linked to the larger parcel.
