We have reviewed the submitted materials in accordance with the New York State Historic Preservation Act of 1980 (Section 14.09 of the New York Parks, Recreation and Historic Preservation Law). These comments are those of the Division for Historic Preservation and relate only to Historic/Cultural resources. We have reviewed the report of the Phase IB archaeological survey (21SR00609), as well as the Geotechnical Engineering Memo Report (dated 8/13/2021). No archaeological sites were identified as a result of the Phase IB archaeological survey. However, the Phase IB report states that shovel tests were not excavated in the southern portion of the project’s Area of Potential Effects (APE) because the “southern area was confirmed through geotechnical work to be fill” (Page 8). OPRHP has reviewed the report of the geotechnical investigation and does not agree that there is definitive evidence of fill in the southern portion of the APE. OPRHP recommends the excavation of 7.5-meter-interval Phase IB shovel tests in the southern portion of the APE.
