Regular Meeting Minutes
TOWN HALL MEETING ROOM
(Via ZOOM Webinar)
THURSDAY, OCTOBER 27, 2022 at 3:00 PM
Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Wexler, and
Commissioner Woodhouse.

Pre submission Conferences: (30 Minutes allotted to each presentation)
3:07 P.M. -Alexander Stille for a Certificate of Appropriateness under Section 170-7(b) of the
Southold Town Code at a registered landmark property to construct an addition to a single
family dwelling, located at 560 King Street, Orient, SCTM # 100026-2-35.
• Chandler Olinkiewicz, contractor, introduced himself as the owners' representative and
presented architectural plans showing design, materials and elevations.
• The proposed project is to extend the kitchen five (5) feet out to the side yard, 14.4 feet wide
shed addition, located in front to the existing outdoor shower, while using the same casement
windows.
• Material to be used is wood siding, bungalow board, tung and grove to match.
• . A site visit by members of the commission was planned by individuals at their own schedule.
A Motion was made to set a public hearing for November 10, 2022 by Commissioner
Woodhouse and seconded by Commissioner Wexler. AYES: Ostroski, Surchin, Wexler,
and Woodhouse (4-0). (Commissioners Santana and Cubie Absent)

PUBLIC HEARINGS:
3:30 P.M. - First Universalist Church for a Certificate of Appropriateness under Section 170-
7(b) of the Southold Town Code at a registered landmark property to construct a Church
Building, located at 51971 Main Road, Southold, SCTM # 1000-63-6-6.1 &6.2. Referral from
Southold Town Planning,Board Memorandum dated August 10, 2022.
• Brian Davis introduced himself as the owner's representative and architect and described the
importance of this project for the church members and the community.
• Rev. Valerie Freseman, Minister of the church, introduced herself and described her excitement
with the project moving forward for the church which was originally built in 1837..
• Ray Calamari, Project Architect described the church containing a vestibule, meeting rooms,
small kitchen, classroom, administrative offices and storage.
• A 42 page plan was presented as the representatives explained that because of the high cost of
white cedar siding, as depicted, and their budget, they wish to opt for Hardie board cement
board (clapboard)with 5.5 inch exposure.
• Mr. Calamari described changing from the proposed wainscoting. The commission members
requested that wainscoting remain.
• The Site Plan, Landscaping Plan and Lighting Plan were discussed in detail. For storm
drainage, a rain garden is proposed, lighting will be Dark Skies Compliant and pursuant to the
Planning Department requirements the plan will provide only 15% irrigation.
• Mary James, a church member,.spoke in favor of design and described the difficulty in keeping
the church afloat. 1
A Motion was made to Close the public hearing by Commissioner Ostroski and
seconded by Commissioner Wexler. AYES: Ostroski, Surchin, Wexler, and Woodhouse
(4-0). (Commissioners Santana and Cubie Absent).
A motion was made to issue a Certificate of Appropriateness for the construction of the
Church by Commissioner Surchin, seconded by Commissioner Wexler.Ayes: Ostroski,
Surchin, Wexler, and Woodhouse. (Commissioners Santana and Cubie Absent). .
3:59 P.M. - Patrick and Kathy Caffery for a Certificate of Appropriateness under Section 170-
7(b) of the Southold Town Code at a registered landmark property,to replace siding on a
single family dwelling located at 1570 Village lane, Orient, SCTM# 1000-24-2-15.
• Patrick Caffery appeared before the Commission and indicated that there are no changes in
design.
• No one spoke in favor or opposition.
A Motion was made to Close the public hearing by Commissioner, Ostroski and
seconded by Commissioner Woodhouse. AYES: Ostroski, Surchin, Wexler, and
Woodhouse (4-0). (Commissioners Santana and Cubie Absent)
A motion was made to issue a Certificate of Appropriateness for the construction of the
Church by Commissioner Surchin, seconded by Commissioner Wexler.Ayes: Ostroski,
Surchin, Wexler, and Woodhouse. (Commissioners Santana and Cubie Absent) (4-0)

3:59 P.M. -Griswold Terry Glover, Post 803, American Legion for a Certificate of
Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark
property to install a freestanding sign upon property owned by a Veterans Membership
Organization, located at 51655 NYS Route 25, Southold, SCTM# 1000-63-6-1.
• Charles Sanders appeared before the Commission representing the applicant.
• No one spoke in favor or opposition.
A Motion was made to Close the public hearing by Commissioner Ostroski and
seconded by Commissioner Surchin. AYES: Ostroski, Surchin,Wexler, and Woodhouse
(4-0). (Commissioners Santana and Cubie Absent)
A motion was made to issue a Certificate of Appropriateness for the construction of the
Church by Commissioner Ostroski, seconded by Commissioner Woodhouse. Ayes:
Ostroski, Surchin, Wexler, and Woodhouse. (Commissioners Santana and Cubie
Absent) (4-0)
4:05 P.M. - Nora Clancy for a Certificate of Appropriateness under Section 170-7(b) of the
Southold Town Code at a registered landmark property to install a generator attached to a
single family dwelling, located at 335 Village Lane, Orient, SCTM# 1000-25-2-4.13.
• By written communication, the applicant, Nancy Clancy, requested an
adjournment of the public hearing to a later date.
Old Business: 4:05 P.M.
1. Landmark Incentive— no comments.
2. Potential Awards Incentives: No Report
3. Commission discussed new members. Attempts were made to reach out to potential
members.
4. Shiloh Baptist Church—Commissioner Cubie will set a date to meet with the Church leaders
to help facilitate registry on the National level, which can assist with needed funding for the
Church.
5. HPC Handbook. Revision is currently in process. The Deputy Town Attorney is in the
process of drafting amendments to Chapter 170 of the Town Code as the Commission's
governing document, and will present proposals. Revisions to the Handbook to follow.
New Business:
Elizabeth and Gideon D'Arcangelo for a Certificate of Appropriateness
under Section 170-7(b) of the Southold Town Code at a registered landmark property
for in-kind replacement of roof shingles to a single family dwelling; located at 230
Vincent Street, Orient, NY. SCTM # 1000-25-3-14.
• The Commission discussed an application recently received by an applicant requesting to
replace in kind roof shingles. The Commission conducted a site visit.
• Photographs were received showing a tarp placed on the roof to protect from possible
storm/weather damage.

A Motion was made to set a public hearing for November 10, 2022 by Commissioner
Woodhouse and seconded by Commissioner Wexler. AYES: Ostroski, Surchin, Wexler,
and Woodhouse (4-0). (Commissioners Santana and Cubie Absent)
Meeting Adjourned: 4:10 P.M.
Motion to exit the public meeting and enter into Executive Session was made by
Commissioner Ostroski seconded by Commissioner Wexler AYES: Ostroski, Surchin,
Wexler, and Woodhouse. Motion approved. (4-0)
Next HPC work session and regular meeting, with Zoom access, scheduled for November
10, 2022 in the Town Hall in the Town Hall Meeting Room at 3:00 PM with two (2) Public
Hearings Scheduled.
