TOWN HALL MEETING ROOM

Attendees ARC to Review First Universalist Church: Elizabeth Thompson, Ron

First Universalist Church for a Certificate of Appropriateness under Section 170-7(b) of
the Southold Town Code at a registered landmark property located at 61971 Main Road,
Southold, SCTM # 1000-63-6-6.1 & 6.2. Referral from Southold Town Planning Board
Memorandum dated August 10, 2022.
• Brian Davis, R.A. introduced himself as the owners' representative and detailed his
experience, and announced that members of the congregation were present.
• Ray Calamari, Architect, discussed the proposed redesign of the church, presented
renderings dated September 22, 2022, which illustrated enhanced minor detail; roof lines,
windows, crown molding, gothic arch, front door, and dormers, and-cupola instead of a
steeple. The proposed swoop wall was changed to a straight wall. Straight wall makes the
building more cohesive.
• Commission discussed preference to shed dormers and straight wall. Also discussed;
circular leaders made of round aluminum painted white, possible solar panels on rear roof
not to be seen by the street, or seen as one approaches the building.
• Comments re: Site Plan, garden area for gatherings and perceived as welcoming, and
parking. Existing dwelling on property is rental property. The lighting plan was submitted to
Planning Department.' Rendering of lighting detailing fixtures will be submitted.
• Recommend public hearing at next meeting. Oct 27, 2022. Revised Drawings to be
amended with page numbers and views indicated on each page, and submitted prior to the
public hearing.

A Motion was made to set a public hearing for October 27, 2022 by Commissioner
Woodhouse and seconded by Commissioner Wexler. AYES: Ostroski, Surchin,
Wexler, Santana, Cubie and Woodhouse (6-0).
3:37 P.M. - Patrick and Kathy Caffery for a Certificate of Appropriateness under Section
170-7(b) of the Southold Town Code at a registered landmark property to replace siding
on a single family dwelling located at 1570 Village lane, Orient, SCTM# 1000-24-2-15.
• Photos were presented and a site visit by the Building Department and the Commission
Chair was conducted.
• Applicant, Kathy Caffery explained that the Building Department didn't instruct them to
request approval from HPC prior to commencing the project. Applicant, Patrick Caffery
opined lack of proper training of Town Staff.
• Material currently on house is from year 1824 and no longer manufactured. Hardi-board will
be used which is not in-kind replacement, resembles beveled siding.
A Motion was made to set a public hearing for October 27, 2022 by Commissioner
Wexler and seconded by Commissioner Cubie. AYES: Ostroski, Surchin, Wexler,
Santana, Cubie and Woodhouse (6-0).
3:59 P.M. -Griswold Terry Glover, Post 803, American Legion for a Certificate of
Appropriateness under Section 170-7(b) of the Southold Town Code at a registered
landmark property to install a freestanding sign upon property owned by a Veterans
Membership Organization, located at 51655 NYS Route 25, Southold, SCTM# 1000-63-6-1.
• Bill Von Eiff, representative, and representative of Reflective Image Sign Co. appeared
before the Commission to describe the.proposed free-standing sign depicted on illustration
received August 19, 2022.
• Panels will be changeable with matching style, for four (4) events per year. Total
dimensions: 76 inches wide by 87 inches high, and will conform to code. Finish to be semi-
gloss printing, and top of sign to be sand blasted panel with gold leaf and American Legion
colors. No lighting is proposed.
A Motion was made to set a public hearing for October 27, 2022 by Commissioner
Wexler and seconded by Commissioner Surchin. AYES: Ostroski, Surchin, Wexler,
Santana, Cubie and Woodhouse (6-0).
4:07 P.M. - Nora Clancy for a Certificate of Appropriateness under Section 170-7(b) of the
Southold Town Code at a registered landmark property to install a generator attached to
.a single family dwelling, located at 335 Village Lane, Orient, SCTM# 1000-25-2-4.13.
• The applicant, Nancy Clancy, appeared on Zoom.
• The Commission requested that proposed fencing around the generator be compatible with
existing house and fence style.
• The applicant agreed to provide drawings and samples of material to match current fencing
prior to the public hearing.

A Motion was made to set a public hearing for October 27, 2022 by Commissioner
Wexler and seconded by Commissioner Santana. AYES: Ostroski, Surchin,Wexler,
Santana, Cubie and Woodhouse (6-0).

Motion to approve August 26, 2022 meeting minutes by Commissioner Chairperson
Woodhouse, seconded by Commissioner Cubie.AYES: Ostroski, Surchin, Wexler, and Cubie
and Woodhouse. (6-0). Motion approved.
PUBLIC HEARINGS: NONE
Old Business: (4:15 P.M.)
1. Landmark Incentive— no comments.
2. Asch property award—The commission expressed satisfaction with the outcome.
3. Potential Awards Incentives: No Report
4. Commission discussed new members.
5. Shiloh Baptist Church —Commissioner Cubie reached out to the Church leaders.
6. HPC Handbook. Revision currently in the process. The Deputy Town Attorney is in the
process of drafting amendments to Chapter 170 of the Town Code as the Commission's
governing document, and will present proposals. Revisions to the Handbook to follow.
7. 2500 Hobart Road —Policy discussed last meeting, to be remove from list.
New Business: (4:20 P.M.)
1) Discussed 2023 Meeting Dates; both November and December are scheduled earlier in the
Month. Once approved, dates will be sent to the Town Clerk to schedule on the Town-wide
Calendar.
2) Application of Registry of Designated Landmarks—Adam House, Jan Nicholson, 8100
Indian Neck Lane, Southold
• Jan Nicolson, homeowner and Holly Sanford from the Peconic Land Trust appeared
before the Commission.

• History of house was discussed. The owner described the clubhouse formed in 1902,
another clubhouse was built in 1912. The 1912 building is on the SPLIA list, not the
house built in 1902, which is the subject of this application. Jan Nicolson described
history of the owners. (Included in the application package)
• The applicant's representative asked that the house be protected in perpetuity, and
requested to place an easement on home, in order to receive financial compensation
from the IRS, i.e., Charitable Deduction.
• Commissioner Cubie explained eligibility for the National Registry and advised that the
applicant can go directly to the State for registry.
• Schedule Site Inspection for all Members: It was decided that two separate dates be
scheduled to allow all members to visit. Dates scheduled: September 27 at 3:00 PM;
and October 15, 2022 at 10:00 AM.
Meeting Adjourned: 4:51 P.M.
Motion to exit the public meeting and enter into Executive Session was made by
Commissioner Ostroski seconded by Commissioner Woodhouse AYES: Ostroski, Surchin,
Wexler, Cubie and Woodhouse. Motion approved. (6-0)
Next HPC work session and regular meeting, with Zoom access, scheduled for
October 27, 2022 in the Town Hall in the Town Hall Meeting Room at 3:00 PM with four
(4) Public Hearings Scheduled.
