and gas monitoring.

QUALIFICATIONS
D&B is a full-service environmental engineering consulting firm. D&B has been providing
environmental consulting services for over 50 years, and has a staff of approximately 210
professional engineers, scientists and support personnel specializing in environmental projects.
The firm's multidisciplined staff includes civil, mechanical, chemical, environmental, sanitary,
electrical and structural engineers, cost estimators, designers and CADD operators, geologists and
hydrogeologists, environmental scientists and ecologists, risk analysts, quality assurance
specialists, health and safety specialists, citizen participation specialists, resident engineers, and
construction inspectors. D&B's corporate headquarters is located in Woodbury, New York, with
regional offices in East Syracuse and White Plains,New York, and South Plainfield, New Jersey.
D&B's corporate headquarters in Woodbury, New York, will be responsible for supporting the
Town of Southold with this important environmental assignment.
As you are aware, D&B has successfully completed a number of assignments for the Town of
Southold involving the 34-acre municipal solid waste landfill including: closure investigations,
groundwater and gas monitoring well installation and sampling, landfill closure design and
construction management associated with the capping/closure of the landfill. Most recently, D&B
has completed a successful four year term (2011 through 2015) providing landfill gas monitoring
services to the TownJu addition, D&B successfully petitioned NYSDEC in 2015 to grant a
variance.reducing the required frequency of groundwater sampling from quarterly to
semiannually, which could result in approximately $500,000 in savings to the Town of
Southold over the next 20 years of monitoring at the landfill.
In addition to the Town of Southold, D&B has provided groundwater monitoring program
services to numerous private sector clients; municipalities, town agencies and authorities, as well
as federal and state agencies located throughout New York State. These services have been
conducted at a wide variety of sites, including landfills, rail yards, electric substations,
manufacturing facilities, petroleum storage facilities and-former manufactured gas plant sites. The
firm has performed groundwater monitoring services associated with site characterization
projects, as well as environmental remediation projects.

As part of our groundwater monitoring programs, D&B performs data tabulation, validation and
evaluation as part of the preparation of periodic monitoring reports that are required by various
regulatory agencies. D&B is experienced in using data management software packages such as
EQuISTM and GIS/KeyTM to manage and graphically depict groundwater data in our monitoring
reports. For a number of projects, D&B evaluates generated groundwater data to assess the rate of
natural attenuation that is occurring within an organic groundwater plume. In addition, D&B
employs a number of geochemical analytical techniques to determine the migration or attenuation
of inorganic groundwater plumes typically associated with landfills.
D&B has over 25 years of experience in all phases of landfill development, design, operations,
closure and related systems, including landfill gas and landfill gas condensate management
systems. As a result of our experience in landfill studies, design and construction inspection in
New York State, we are thoroughly familiar with the requirements of the Part 360 Regulations
and the NYSDEC policies and procedures which govern development of new landfills, landfill
related systems and closure of former landfills. As a result of our landfill-related experience in
New York State, we have an excellent working relationship with NYSDEC, both in the Albany
and regional offices.
We have included as Attachment A to this letter a brief summary of projects that D&B has
completed or that are currently ongoing that focuses on monitoring activities at solid waste
facilities. While Attachment A is far from a complete listing of all monitoring projects completed
by D&B in recent years, we believe that it provides sufficient detail to clearly demonstrate D&B's
competency in the management and execution of the scope of work.required as part of this RFP.
As required by the RFP, Attachment A demonstrates that D&B has well over five years of
experience in completing monitoring programs consistent with NYSDEC protocols and
requirements.
TECHNICAL APPROACH AND SCHEDULE
Project Mobilization
D&B understands that there are a total of 12 groundwater monitoring wells to be sampled semi-
annually, and 15 landfill gas monitoring wells to be sampled quarterly as part of the RFP scope of
work. The groundwater monitoring wells are constructed with 2-inch diameter PVC riser and well
screen and are between 55 and 152 feet in depth. All groundwater sampling and reporting
activities will be ..completed .in accordance with the . Town's. Groundwater Quality
Assurance/Quality Control (QA/QC) Plan, .
Prior to undertaking.any I field work, D&B will review our existing site-specific health and safety
plan'for the Southold Landfill and update it to include the most current,information, such as
emergency contact,information, for use by our field sampling team, as,needed. In addition, prior

to starting the project,D&B will meet with the Town's landfill management team in order to plan
the work and to establish lines of communication between the Town and D&B.
Groundwater Sampling
Prior to sampling, D&B will collect one round of synoptic water levels from all 12 monitoring
wells. All wells will be purged using a submersible pump with purging between three and five
casing volumes from each well prior to sampling. After the stabilization of recorded water quality
parameters (including pH, conductivity, temperature and turbidity), D&B will collect the
groundwater samples utilizing a dedicated hand bailer.
Landfill Gas Monitoring
Each of tl�e 15 landfill gas monitoring wells will be sampled utilizing a Landtec GEM 2000 Plus
landfill gas analyzer. D&B will measure the following parameters: temperature (Celsius), oxygen
(%), carbon monoxide (parts per million or ppm), hydrogen sulfide (ppm) and combustible gas by
percent of lower explosive limit (LEL). In addition, weather conditions such as ambient
temperature, wind direction and speed, sky condition and precipitation, will be documented
during each sample round.
Laboratory Analysis and Validation
All,data will be presented in the units designated by the methods specified by a NYSDOH ELAP
and CLP certified laboratory, and the 7/05 NYSDEC ASP. The laboratory will provide the results
as a NYSDEC ASP Category B deliverable and in a NYSDEC EQuIS Electronic Data Deliverable
(EDD).
D&B will prepare a Data Usability Summary Report (DUSR) for each sample round. The DUSR
will be prepared by our on-staff NYSDEC-approved data validator by reviewing and evaluating
the analytical data, in accordance with the QA/QC Plan. The parameters to be evaluated in
reference to compliance with analytical method protocols include all chain-of-custody forms,
holding times, raw data (instrument print out data and chromatograms), calibrations, blanks,
spikes, controls, surrogate.recoveries, duplicates and sample data. Field sampling notes will also
be reviewed and any quality control problems will be evaluated as to their effect on the usability
of the sample data.
Reporting
A bound report will be prepared for each semi-annual groundwater sampling event, and a letter
report will be prepared for each quarterly gas monitoring event. In accordance with the RFP, each
semi-annual groundwater report will include the following:

• A-description of the sampling methods used for obtaining groundwater samples.
• A description/verification of the QA/QC procedure utilized by the laboratory and the
chain of custody procedures utilized.
• A figure showing the location of each of the monitoring wells sampled.
• Field forms documenting well purging and sample collection.
• A Data Usability Summary Report (DUSR) documenting the completion of data
validation and'the findings with regard to data usability.
• A table or tables listing each monitoring well/sampling location, the date the sample
was obtained, and the value obtained for each parameter analyzed. Any value that
exceeds NYSDEC Class`GA drinking water standards must be noted as such.
• A summary, with discussion, of the data with a comparison to the data from previous
rounds of sampling taken in conjunction with the Southold Landfill Remedial
Investigation.
• A comparison of upgradient, sidegradient and downgradient chemical data.
• Identification and discussion of real or apparent trends in the increase or decrease of
chemical constituents over time at each sampled well and what this may indicate with
regard to the,dynamics of groundwater impacts.
The gas monitoring letter reports will include a description of the sampling methods used for
obtaining the landfill gas samples,,a figure showing the location of each of the gas monitoring
wells sampled, and a summary table of all recorded landfill gas and field measurements collected
during the quarterly sample round. Each report will include a summary discussion of the data
including a comparison to,previous sample data.
Schedule
D&B anticipates completing the sampling of all 12 monitoring wells within one day utilizing.a
one-man crew. D&B anticipates receiving all analytical data from the contract laboratory within
two weeks of competing the sampling and will provide the Town with a draft semi-annual report
within five weeks of completing the sampling.
D&B anticipates completing,the monitoring of all 15,landfill gas monitoring wells within one day
utilizing a one-man crew. D&B will provide the Town with a draft quarterly report within two
weeks of completing the sampling.
Therefore,D&B will easily.meet the stated RFP deadlines with regard to report deliverables.

OVERVIEW OF THE PROJECT TEAM
In order to undertake this project and satisfy the technical and administrative requirements
described in the Town's RFP, we have assembled a unique team of experienced and highly
qualified professionals within the firm. These individuals are thoroughly familiar with completing
monitoring programs at solid waste facilities in accordance with NYSDEC requirements. The
following is a summary of the key project staff and their roles and responsibilities. Note that if
needed, D&B can provide full resumes for the following individuals.
Mr. Thomas P. Fox will serve as Project Director for this important assignment. Mr. Fox is a
Vice President with the firm and a registered Professional Geologist with over 25 years of
experience covering a broad range of groundwater monitoring programs, environmental
investigation projects and remediation projects working for private and governmental clients. Mr.
Fox has successfully completed a number of projects involving groundwater monitoring at solid
waste facilities including the East Northport Landfill and the Southampton Town Landfill. Mr.
Fox has extensive experience in managing complex, multidisciplinary projects and has been
involved in more than 150 environmental assessments, investigations and remediations of
commercial and industrial properties located throughout New York State. Mr. Fox will be
responsible for the review of all documents before submission to the Town as well as ensuring
that adequate resources are available to successfully complete the project.
Serving as the firm's Project Manager for this assignment, Mr. Anthony M. Caniano will be
responsible for the day-to-day.management of the project and will communicate directly with the
Town's project manager. Mr. Caniano will be working daily with Mr. Fox to ensure that sampling
activities are conducted efficiently and are adequately documented. Mr. Caniano has over 13
years of experience and currently serves as the project manager for the Town of Southold's
Landfill Gas Monitoring Program and the Town of Brookhaven's Landfill Groundwater
Monitoring Program.
Edward J..Reil.ly, an Associate of the firm, will serve as the Senior Landfill Engineer for this
project. Mr. Reilly.has over 30 years of experience in all phases of landfill design, development,
operation, closure and ,post closure monitoring and maintenance. Mr. Reilly's experience
involves work at more than 12 local municipal landfills in Suffolk County, Nassau County and
New York City, including the Town of Southold's Landfill. Many of these activities involved
leachate collection systems, landfill gas monitoring and landfill gas management systems, post-
closure monitoring and maintenance; groundwater remediation, as well as instruction of
personnel. Mr. Reilly is well versed in the requirements of 6 NYCRR Part 360 and will oversee
the,preparation of reports..-
Report preparation will,be the responsibility of Mr, Caniano and Mr. Paul Barusich, who both
have extensive experience in the preparation of landfill monitoring program reports. The field
sampler for the groundwater and gas sampling program will be Mr. Barusich, who is an

environmental scientist with D&B. Mr. Barusich has implemented groundwater and gas sampling
programs for various projects in accordance with NYSDEC requirements and protocols, including
the gas sampling at the Southold Landfill and groundwater sampling associated with the Town of
Brookhaven Landfill.
Ms. Donna Brown will be the Quality Assurance Officer (QAO) for this project and responsible
for laboratory coordination, data validation and preparation of the data validation/data usability
section of the groundwater reports. Ms. Brown has over 15 years of experience as the QAO for
many monitoring programs, including those conducted for landfills under the NYSDEC's 6
NYCRR Part 360 requirements. She is a NYSDEC-approved data validator. Ms. Brown is
currently the QAO for the Post-Closure Groundwater Monitoring Program at the Blydenburgh
Road Landfill Complex and the Town of Brookhaven Landfill.
PROJECT COSTS
In accordance with the Town's RFP, provided as Attachment B to this letter is D&B's completed
"Contractor Cost Proposal—Semi-Annual Groundwater Schedule"and"Contractor Cost Proposal
—Quarterly Gas Monitoring Schedule"for our proposed costs from 2015 through 2019.

D&B has historically and is currently conducting monitoring programs, involving sampling of
groundwater monitoring wells, leachate collection and storage systems, data validation and

approved variances resulted in an approximate 70% reduction in

involved the development of an Environmental Monitoring Plan.
Ongoing tasks involve the semiannual sampling of groundwater

data are validated and assessments are made regarding historical trends
and developed existing water quality values are evaluated with respect
to post-capping trends and integrity of the landfill liner systems.

Summary Description: This project involves the delineation of the leachate-impacted
groundwater plume downgradient of the landfill. A robust yet cost
effective scope of work was developed. The, work was-successfully
implemented under an aggressive schedule in order to provide timely
information to the Town, the public and regulatory agencies. To date,
the delineation of the leachate plume has involved re-establishing the
existing downgradient monitoring well network of over 100 wells,
rehabilitation and sampling of over 20 wells and completion of vertical
profile groundwater probes. All analytical has been validated and
presented in a report.

Environmental Impact Statement that was successful in obtaining an
operating permit for the Cell 6 Landfill Expansion. A scope of work
for a Hydrogeologic Investigation was developed and implemented,
involving incorporation of hydrogeologic and analytical data derived
for Cell 5 and an evaluation of new groundwater, leachate and surface
water analytical data. Other tasks of the project involved development
and implementation of the Environmental Monitoring Plan and
Operational Monitoring Program for the landfill expansion. The
analytical data were validated, presented and evaluated in quarterly
monitoring reports, including assessment of the integrity of the landfill
liner system and leachate.
