Announcement of a
REQUEST FOR PROPOSALS
For
LANDFILL GROUNDWATER AND GAS SAMPLING, ANALYSIS,
AND REPORTING
Town of Southold Solid Waste Management District

Objective and Scope
The Town of Southold is required under New York State Department of Environmental
Conservation (NYSDEC) Part 360 regulations to provide quarterly sampling and analysis of
groundwater taken from 12 groundwater monitoring wells and 15 gas monitoring wells on
the perimeter of the.Town's capped municipal solid waste landfill in Cutchogue, NY.
Through this RFP the Town of Southold seeks to engage a NYSDEC certified contractor to
perform these services for a minimum of two (2) years beginning in the second quarter of
calendar year 2011.
Description of Work
The work consists 1) of quarterly sampling and analysis of groundwater from 12 wells, and
gas from 15 wells, around the landfill perimeter (see Attachments B and C - last two pages
of this document) and the preparation of reports on the results of sampling for NYSDEC and
the Town. The groundwater reports will be prepared pursuant to the specifications in the
Southold Landfill Groundwater QA/QC Plan, attached. The work will be accomplished
three times in 2011 (2"d, 3rd, and 4th quarters), four times in 2012 (all 4 quarters), and once
in 2013 (1St quarter), with quarterly reports on sampling results to be furnished to the Town
before the end of the each quarter. The selected contractor may also be asked to perform
additional work in 2013, 2014, and 2015, as described below.
Please note: The Town is preparing a petition to NYSDEC for a reduction in
groundwater sampling frequency from quarterly (4 times a year) to semi-annually
(twice a year). It is possible, therefore, that a total of 4 quarters of groundwater
sampling may be required over the duration of this contract rather than 8 quarters. If
granted, it is ex?ected that sampling during the contract period would occur as follows:
2011: 2"d and 4t quarters; 2012: 2"d and 4th quarters. This will NOT affect
monitoring for gas which will continue to be conducted quarterly.

Responders To This RFP
The Town seeks from responders quotes for annual costs for four (4) years of quarterly
groundwater and gas sampling events (2nd quarter of 2011 - .1st quarter of 2015, consisting,
as noted above, of sampling, analysis, and reporting). The Town intends to award a
contract for two (2) years of quarterly events (through 1St quarter of 2013), with a Town
option to continue the contract through the 1St quarter of 2015 at the quoted costs. (If the
DEC approves semi-annual testing of groundwater, sampling in the 3rd and 4th years would
occur as follows: 2013: 2nd and 4th quarters; 2014: 2nd and 4th quarters.)
IF SEMI-ANNUAL GROUNDWATER SAMPLING AND TESTING WOULD RESULT IN A
DIFFERENT PRICE PER SAMPLING EVENT THAN QUARTERLY SAMPLING, THE RESPONDER
SHOULD INDICATE ON THE APPROPRIATE COST PROPOSAL PAGE ATTACHED (i.e.,
CONTRACTOR GROUNDWATER COST PROPOSAL = SEMI-ANNUAL SCHEDULE).
Summary of Sampling Activity
Groundwater sampling will be conducted quarterly, with three of the quarters consisting of
analysis for 6 NYCRR Part 360 Routine Parameters and one quarter consisting of analysis for
Baseline Parameters. Quarterly sampling will be conducted for a minimum of two years.
Once a baseline has been established, the results will be evaluated to determine if the
frequency, number of wells, and monitoring parameters can be modified or reduced.
During each sampling event, each well will be purged a minimum of three well volumes
prior to sample retrieval. Either dedicated or disposable bailers will be used to collect
samples after this purging procedure. Chain of custody documents for each sample
retrieved will be maintained by both the Town and the laboratory performing the sampling
and analysis.
Field measurements will be obtained for temperature, conductivity, and pH, and the static
water level of each well will be determined prior to purging each monitoring well.
Gas sampling will also be conducted quarterly and will test for oxygen indicated in total
of gas, carbon monoxide indicated in parts per million (ppm), combustible gases indicated
as % of lower explosive limit (LEL), and hydrogen sulfide indicated in ppm for each well.
Data Reporting/Deadlines
A bound report must be prepared for each groundwater sampling event, a letter report for
each gas sampling event. The groundwater report must include, at a minimum, the
information listed below. A copy of each report must be provided to the Town of Southold
Solid Waste Management District and the DEC Region 1 Office not more than 45 calendar
days after the sampling has occurred, and not later than the 20th day of the third month of
the subject calendar quarter (i.e., reports must be submitted by the 20th day of March,
June, September, and December).

Required Groundwater Sampling Report Information:
• A description of the sampling methods used for obtaining groundwater samples
• A description/verification of the QA/QC procedure utilized by the laboratory.
• A description/verification of the chain of custody procedures utilized.
• A figure showing the location of each of the monitoring wells sampled.
• A table or tables listing each monitoring well/sampling location, the date the sample
was obtained, and the value obtained for each parameter analyzed: Any value that
exceeds NYSDEC Class GA drinking water standards must be noted as such.
• A summary, with discussion, of the data with a comparison to the data from previous
rounds of sampling taken in conjunction with the Southold Landfill Remedial
Investigation.
See Section 19.0 in the attached Southold Landfill Groundwater QA/QC Plan for sample
forms to assist in compiling this information.
Data Usage
The data generated from the field sampling program will be used to evaluate the
effectiveness of the landfill closure in accordance with Part 360. In addition, data will be
used to monitor health and safety of workers at the site and the health and safety of
persons off-site.
Southold Landfill Groundwater QA/QC Plan
This Plan, attached, details all procedural and reporting requirements that must followed
for the proper completion of services requested in this RFP. The Plan also includes water
quality analysis tables and sample forms to assist with data compiling and reporting.
General/Miscellaneous Requirements
• The selected contractor must provide a certificate of appropriate insurance
coverage.
• The selected contractor must pay the current prevailing wage as it applies.
• The laboratory used must be ELAP certified by the New York State Department of
Health and USEPA CLP certified.
• ALL RESPONDERS must demonstrate competency in performing water sampling of
this nature, and must show verification of at least 5 years of experience in
groundwater sampling pursuant to NYSDEC regulations in their proposal.
