It reads that the applicant "proposes to use the basement only for storage and does not plan to use same for electrical pumps, furnaces or other devices°" The inspector's report states that there are two finished rooms in the basement. Also in the crawl space there is a heat pump, two electric hot water heaters and a electric water pump. The so called basement and crawl space are on the same proposed elevation below the 11 foet base flood elevation which the varance granted. The finished rooms and units was not on the approved building permit plans. I have not received yet the confirmation of the finished lowest floor elevafiion above mean sea level. (to be not less than 7'6") Mr. Bayley, architect, has given me a letter to verify that the lower non-habitable level is flood proofed as required. By this appeal, appellants seek approval of the construction of walkways or deck along the perimeter of the subject dwelling, which have reduced the frontyard setback by approximately four feet and reduction in sideyard area. It is the opinion of the board that the relief requested is minimal, less than ten percent of a variance from the code requirements. In considering this appeal, the board determines that the variance request is not substantial; that the circumstances herein are unique; that by allowing the variance no substantial detriment to adjoining properties would be created; that no adverse effects will be produced on available governmental facilities of any in- creased population; that the relief requested will be in harmony with and promote the general purposes of zoning; and that the in- terests of justice will be served by allowing the variance as applied for.
