A meeting of the Southold Town Conservation Advisory Council was held Wed.,
September 7, 2022 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
John Stein called the meeting to order at 4:35PM.
REPORTS
Carol Brown was not present at the meeting however, she submitted a written report on
the Board of Trustees meeting held on Wed., August 17th. The application made on behalf
of Rosmarin & Ross was denied a permit to construct a paver patio on the edge of the
bluff. The application made on behalf of MKS Realty was Tabled.
CLIMATE SMART COMMUNITIES
John Stein contacted the town's code enforcement officer and confirmed they have the
required training necessary to earn points for CSC.

APPROVAL OF MINUTES
Moved by Inga Van Eysden, seconded by Maggie Merrill, to Approve the Minutes of
August 10, 2022.
RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT
APPLICATIONS
WILLIAM E. HAMILTON to reconstruct the existing wood bluff stair "in-place" and install a
rock revetment along the toe of the existing bluff.
Located: 2760 Grandview Drive, Orient. SCTM#14-2-3.6
The CAC did not make an inspection, therefore no recommendation was made.
NEIL CURRIE to construct a two-story dwelling, pervious driveway, underground electric
service, public water service connection, and sewage disposal system. Project also
includes demolishing and removing the existing one-story frame house and frame utility
shed and removing the existing sewage disposal system.

The CAC did not make an inspection, therefore no recommendation was made.

STOKES to construct new retaining wall consisting of 260' on the face with two 6' returns
for a total of 272'.

EVAN GEOFFROY to remove and replace 165 If. of existing tiered wood retaining wall
with a three-tiered retaining wall system consisting of an approx. 102 If. base level
retaining wall, an approx. 112 If. mid-level retaining wall, and an,approx. 54 If. base top-
level retaining wall, each with a max. height of 2.3'; remove 8",12', and 18" oak trees on
west side of house for removal and replacement of retaining walls; establish proposed
grades between/landward of new retaining walls with approx. 12 cy. of clean sand/loam to
be trucked in from an approved upland source and planted with native vegetation; plant 6
trees landward of top-level retaining wall; remove and replace (inkind/inplace) existing 3'X
33' stone paver walkway, 4.3'X 7.5' stoop/steps, and 4'X 4' outdoor shower, install

storm water drywell for outdoor shower and roof run-off; and widen existing pervious gravel
driveway by approx. 205 sf.

RESOLVED to SUPPORT the application of SCOTT & PATRICIA PASKEWITZ.to
construct a 4'X 136' walkway with thru-flow decking with six (6) pair of 4"X 4" pilings and
8' on center cross ties for the first 44' and thirteen (13) pair of 8" dia. pressure treated
pilings min.3' above walkway @ 8 ft. on center. Set floating dock 6' from walkway and
install a 3'X 10' aluminum ramp. Floating dock to be 6'X 20' with marine grade decking
with one (1) anchor pilings and one (1) dolphin piling.

water and the size of the vessel.

RESOLVED to SUPPORT the application of RICHARD & GINA BONATI for a proposed
two-story addition with upper roof deck and crawl space. Proposed decorative cupola over

addition only.

RESOLVED to SUPPORT the application of JAMES & LINDA GEMMILL to remove
existing 16'X 20' wood deck and embankment stairs with two landings; construct a new
embankment stairway, consisting of a 10'X 10' landing with two entry steps, 4'X 12'-6"
stairs, a 4'X 8' landing, and 4'X 9'-2" stairs, leading to an existing 11'X 36' deck; remove
easterly 11'X 16' portion of existing 11'X 36' deck, and shift existing 8'X 12' shed approx.
approx. 36"west on westerly 11'X 19.7' section of deck to remain; replace and relocate
existing 4'X 6' steps to beach off bulkhead; establish a 10' wide non-turf buffer landward
of top of bank; and construct a 10'X 20' grade level masonry patio landward of buffer.

RESOLVED to SUPPORT the application of KATHLEEN B. KILBRIDE FAMILY TRUST
to replace in-place 100 sf. of failing permitted bulkhead 18" higher with vinyl sheathing,
10" piles 6' on center, three 6"X 6" timber whalers, one inch tie rods leading to horizontal
lay logs with vertical deadmen and fiberglass grating cap. Install new 12' return along
south property line. Remove and replace, existing permitted cantilevered stair deck.
Reinstall retractable aluminum beach stairs. Remove and replace, in place, existing
permitted 11'X 28' deck on new pilings not attached to bulkhead. Raise non-turf.buffer at
bulkhead grade level by 18" with 50 cy. of clean fill from off-site source and restore non-
turf buffer vegetation.

aluminum stairs (adding one step) and existing stair hoist. Remove and replace in-place
post construction existing permitted 10'X 10' deck on new pilings-not attached to
bulkhead, raise non-turf buffer at bulkhead grade by 18" with 50 cy. of clean fill from an off
site source and restore non-turf buffer.

of paver block retaining wall (including two 10 If. returns) along landward limit of 12' wide
non-turf buffer, with associated 6'X 8' steps; excavate approx. 15 cy. of soil material from
non-turf buffer to lower/level grade of buffer; and reuse on-site material, together with
approx. 10 cy. of clean sandy fill to be trucked in from an approved upland source, to raise '
the grade elevation and reduce the slope of the steeply sloping lawn landward of the
retaining wall.

RESOLVED to NOT SUPPORT the application of NICOLE MARTORANA & DAVID
ALWORTH to construct a 9'X 14' screened porch addition with 4'X 3' steps in place of
existing first floor door, basement/Bilco door, and stoop/steps to be removed; construct a
7.1'X 14.5' wood deck with 3'X 4' steps in place of existing 7.1'X 8' wood deck and steps
to be removed; construct a 4'X 6' front entry porch with steps in place of existing porch
and steps to be removed; construct a 4'X 4' side entry porch with steps; construct two 4'X
5' basement egress window wells; install drywell; and establish a 10' wide, 990 sf.
(including approx. 420 sf. of existing lawn) adjacent to existing covenanted non-
disturbance buffer. Proposed 10'X14' expansion of existing second floor over and within
the footprint of the existing first story (no increase in bedrooms), which should be
considered a permit-exempt activity pursuant to Section 275-4(A)(1)(j).

The CAC does Not Support the application to construct additions within, a flood zone.
There are also concerns with the potential of adding bedrooms in the new addition and
questions why this addition would be a permit-exempt activity. The proposed addition
could require a larger cesspool. The CAC observed ingress/egress windows in the
basement and questions if this will,be a livable area.

RESOLVED to SUPPORT the application of MARILYN PYMM IRREVOCABLE FAMILY
TRUST to install approx. 78 If. of 200-500 Ib. stone rip-rap (over filter cloth) along toe of
eroding embankment (+/-48 If. adjacent to James Creek and +/-30' adjacent to Peconic
Bay); and restore embankment face with approx. 10 cy. of clean sand fill to be trucked in
from an approved upland source and planted with Cape American beach grass.

Installation of new I/A septic system, new storm drywells,-new patios and driveway.
Proposed new Geothermal HVAC throughout-updating all interior finishes, new windows
and doors throughout and bringing existing and new to meet current energy codes, and all
building codes, and re-lining the existing pool.

RECOMMENDATIONS -AMENDMENTS TO WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Caroline Burghardt, it was
RESOLVED to SUPPORT the application of PETER & VALERIE,SAKAS to Amend
Wetland Permit#9869 to raise the cottage up 11" before starting construction later this
year. This will require the installation of an additional course of 8'X 16' cement blocks plus
a double plate on top of it and bolted into the existing foundation. Raising of the cottage
will add two more 11" deep X 50" wide steps for a total of 4 steps to existing grade.
