I have attached for your review Inspector John Davis' report #256 regarding the necessary improvements for the access in question. This was approved by the Planning Board at their regular meeting of November 29, 1982. This has been also attached for your files. Davis DATE: October 29; 1982 RE: GOOSE BAY ESTA~ ACCESS ROAD TO LOT NO. 21 COMMENTS: Access to Lot 21 could be made from Cedar Avenue via Birch Avenue. Atp resent Birch Avenue is a little used dirt road in poor condition. I would not recc~nend ~his access due to the abrupt turn at the intersection, additional necessary grading and poor sight distance for exiting traffic caused by th~ steep descending grade on Cedar Avenue. I would recommend using Oak Avenue and Hickory Avenue ~hich is presently used for access to Lot 22. Both of these roads in 20 ft. R.O.W.'s are in fairly good condition with widths of from 12 to 14 ft. ~he surface is a 1" ~ course of oil and sand on apparently stable base material. Hickory Avenue bas the oil and sand surface only to the N.W. cc~ner of Lot 22. Access to Lot 21 ~uld have to be improved on tM sides of Lot 22 and continued on Birch Avenue to say the center of the frontage at Lot 21. Recommendations for access using Oak Avenue, Hickory Argue and the westerly section of Birch Avenue: 1. Roadwidth 14 fl~ (Necessary clearing has been 2. Remove topsoil and loam for 12" where necessary (test holes show 12" depth on Birch and 3" on Hickory). 3. Replace topsoil excavation with bankrun sand and gravel that contains some loam. 4. Place a eompscted surface course c~ stone blend or equal 3" in depth. 5. Some minor grading may be necessary to smooth out the profile. Emergency vehicles would have to use a driveway at Lot 21 for turning. Road runoff drainage will go to Hickory Avenue and do~n to Oak Avenue. I do not believe this additional rcad will cause any drainage problem. Most of the land in this part of the subdivision is wooded and slopes to Oak Avaaue. pg. (3) 11/29/82 Edward & Marie Cartnick - Mr. Guy Germano, attorney for the applicant discussed this subdivision with the Board. The Town Attorney's letter regarding Bayberry Road was discussed, tt was noted that the applicant owns fee title with a right-of-way for lots 132-139 inclusive. The Board stated this should be reflected on the maps. Mr. Germano asked the Board to adjourn decision on the approval of this subdivision pending his meeting with Mr. William Wickham, Esq. at which time he would supply the board with correspondence. The Board agreed to wait before making a decision on the approval of the subdivision. On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED to set 7:45 p.m. December 13, 1982 at the Town Hall, Main Road, Southold, New York as the time and place for a public hearing on the question of the approval of the minor subdivision of Richard J. Cron, located near Greenport. Vote of the Board: Ayes: Raynor, Latham, Multen, Orlowski On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED to set 7:30 p.m. December 13r 1982 at the Town Hall, Main Road, Southold, New York as the time and place for a regular meeting of the Planning Board.
