Greenpod, NY Fire Remediation Att: Chds Walsh Dear Mr. Walsh: At your request the writer visited the Driftwood Cove Cooperative Apartment complex located at 1000 9th Street in Greenport this date. The purpose of the visit was to assess the safe accessibility for your work forces of three buildings which were damaged by a fire on the night of January 22, 2003. If was required by the Town of Southold Building inspector, Mr. Michael Verity, that a Professional Engineer inspect the site prior to any remediation or demolition work being performed, or the buildings being accessed by the insurance adjuster or others. Upon my arrival at the site, I met with the following persons: Ray Beesland - TWER Representative · Frank M. Siringo - First Adjustment Group, Inc, · Michele Feeley - Driftwood Cove Owners, Inc., Board of Directors Member Driftwood Cove is a residential complex comprised of 101 units. Some units are located in one story buildings, and 5ome are located in two story buildings, with units on both the first and second floor. Construction is of wood flame and appears to be 30+ years old. No firewalls were observed between aHached buildings. The fire damage was located in a series of attached buildings known collectively as Building "J". From a structural standpoint, Building "J" is actually comprised of five modules, as follows: · Units 66 through 71 -The most sev~;rJly damaged module, with three first floor and three second floor units. · Units 72 and 73 - Also severely damaged, a one story duplex end unit module. · Unit 74 - A one story end unit module exhibiting smoke damage only (superficially). · Units 75 through 80 -Three first floor and three second floor units. No visible fire damage, evidence of smoke damage in aflic and odor in units. Feb 03 03 08:53a Ha~duk En~ineepin~, LLC. G31-474-144~ p.3 · Unit 8] - One story end unit. Not accessed, but presumed same conditions as Units 75 through 80. The remainder of the complex was apparently not damaged by the fire. In the inspection of these structures, the wdter's observations were limited to visible conditions with the naked eye, with no attempt made to remove any materials or expose underlying building materials. Observations were made in the following sequence: · The first observations were made from the exterior of the buildings, viewing the apparent damage and outwardly exposed structural elements. · The second observations were made from portals, ie. through windows and doors, into the units, to visibly detect the extent of interior damage and the apparent ability of the floors and stairs to sustain the live loads of workmen. · The third observations were made by accessing the first floor units and viewing exposed structural elements and damage thereto. · The fourth observations were made by climbing staircases to view second floor units and by viewing exposed structural elements and damage thereto. The above sequence was followed so as to ensure the relative safety of the writer in accessing the building units to make the interior observations. Following is a brief assessment of the existing conditions at the noted structures. UNITS 66 throu h 71 The entire building exhibits substantial water damage. Sheetrock missing on the first floor results in exposed second story floor joists which appeared structurally sound and exhibited no evidence of fire damage. Second story damage is more extensive. The majority of the roof structure is absent or substantially destroyed, including both rafters and joists. Timber or other suitable framework will be required to support any proposed temporary tarps. While the floors are waterlogged, they appear sound enough to support your workmen trained in remediation techniques. Following are photographs of these units. Sheetrock missing on the ceding results in exposed roof joists which appeared charred by fire. Roof rafters are also charred and burned, however enough roof structure is present to temporarily support tarps. The floors are waterlogged, however do not exhibit fire damage and appear sound enough to support your workmen trained in remediation techniques. The attic area should be accessed for more detailed examination of possible minor or isolated fire damage, which was not visible during this inspection. The roofing is intact. UNITS 75 THROUGH 80 This entire two story module exhibits smoke damage only, evidenced by soot which has emanated from the gable vents in the roof endwalls. It was mentioned by the representative of the co-op owr,.ers [Ms. Feeley] that there was a question regarding electrical current still running into the building, although it was reported that all electrical feeders had been disconnected. As such, it is recommended that a licensed electrician review this issue for the owners. No representations regarding the electrical conditions in the buildings are made herein. No outwardly visible damage was evident to the structure. SUMMARY Based on the writer's observations, it is concluded that the damage to these buildings is I:~imarily limited to the roof structure and immediately adjoining upper wall areas, in such a way that your trained personnel may access the units for remediation purposes, following proper safety and health procedures.
