Regular Meeting Minutes
TOWN HALL MEETING ROOM
(Via ZOOM Webinar)
THURSDAY,APRIL 28, 2022 at 3:00 PM
Work Session: 3:00 P.M.
Pre submission Conferences:
1. Pinkwater, Susan - Request for a Certificate of Appropriateness under Section 170-
7(b) of the Southold Town Code at a registered landmark property, 675 (aka 220)
Champlin Place, Greenport. Proposed additions and alterations to an Existing Single
Family Dwelling. SCTM No. 1000-34-3-30.
• Brett Kehl, Representative, appeared before the Commission to describe renderings, catalog
samples of existing and photographs of the dwelling. Proposed improvements include,
windows, and chimney.
• The Board asked that the applicant's representative research other options for windows similar
to Anderson A Series—6 over 6 double hung.
• The applicant will email the coordinator requested information and return to the Commission
meeting on.May 26.
Regular Meeting Called to Order: 3:38 pm
Attendees: Chairperson Ostroski, Vice Chairperson Surchin, Commissioner Santana,
Commissioner Wexler and Commissioner Cubie.
Also present: Coordinator: Kim E. Fuentes, Deputy Town Attorney Damon Hagan

Approval of Minutes:
Motion to approve March 24, 2022 meeting minutes by Commissioner Santana, seconded by
Commissioner Cubie,AYES: Ostroski, Wexler, and Santana and Cubie. (5-0). Motion
approved.
PUBLIC HEARINGS: None
Old Business: (3:39 P.M.)
1. Murphy Home Plaque — Prior commissioner, Joe McCarthy, is in possession of the
plaque, and will return the plaque to Peg Murphy.

2. Updates on Asch property award in progress. No Updates. Commissioner Surchin will
contact the,property owner.
3. Incentives: HPC Brochure. The Commission discussed reaching out to Local Realtors to
make a presentative.
4. Adding two more Members to the Commission: The Town Board during their recent Town
Board Meeting on April 26, 2022, Res. No. 2022-365, adopted a resolution to add Tara
Cubie and Jeri Woodhouse as members of the Commission.
5. Code Revisions to Chapter 170: The Commission discussed presenting to the Town
Board proposals to the Town Code regarding fences and waterways. The Coordinator
will determine possible Town Board Work Session dates and request that a date be
reserved for a discussion.
New Business:
1. Dzama— 1620 Koke Drive, Southold. Possible Amendment to Res. #06.17.21.1 of
June 17, 2021 re: change wooden fence posts to metal posts.
A Motion was made to set a public hearing for May 26, 2022 by Commissioner
Cubie, seconded by Commissioner Santana. AYES: Ostroski, Surchin, Wexler,
Santana and-Cubie. (5-0)
(In a letter dated May 4, 2022, the applicant withdrew the application)
2. Historic Fagade Easement: Questions from Holly Sanford of The Peconic Land
Trust. Damon Hagan, Deputy Town Attorney addressed questions by Ms. Sanford
relating to possible avenues to qualify for Federal and State Tax Deductions on scenic
easements for Landmark properties. Mr. Hagan advised Ms. Sanford that local
government does not have such incentives, but encouraged her to seek advice from a
Tax Advisor. For local acknowledgement of a landmark property, the Chairperson
directed Ms. Sanford to the application on the Town's Website, and indicated that the
Commission will.do a site visit of the subject property in the future.
Meeting Adjourned: 4:05 P.M.
Motion to exit the public meeting and enter into Executive Session was made by
Commissioner Surchin, seconded by, Commissioner Santana,AYES: Ostroski, Surchin,
Wexler, Santana and Cubie. Motion approved. (5-0)
Next HPC work session and regular meeting, with Zoom access, scheduled for May 26
2022 in the Town Hall in the Town Hall Meeting Room at 3:00 PM.
