Pre submission Conferences: 3:00 PM Peter and Irene Treiber—Amend Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark located at 405 Racketts Court, Orient. SCTM No. 1000-17-6-8. (Request for amendments) a) Anthony Portillo, Architect, appeared before the Commission to describe amendments to the Certificate of Appropriateness which include New Cedar siding, Azek Trim, Marvin Windows, Victorian Shingle and Thematru Door. b) New Cedar material was presented by the architect. c) Revised architectural plans were presented to the Commission. A motion was made to issue.a Certificate of Appropriateness for amended alterations by Commissioner Surchin, seconded by Commissioner Woodhouse. Ayes: Ostroski, Surchin, Wexler, Cubie and Woodhouse. (Commissioner Santana Absent) (5-0) Pamela Wilson, Thomas Ryckman -Amend Certificate of Appropriateness under Section 170-7(b) of the Southold Town Coder at a registered landmark located at 1405 Village Lane, Orient. SCTM No. 1000-25-3-1. (Request for amendments) a) The applicant and representative, Ariizumi Hideaki, Architect, described the proposed fencing in front of an air conditioning unit located alongside the residence which matches existing fence. b) A revised rendering of the residence was presented to the Commission. c) Once installed, a rendering will be sent to HPC Coordinator and then submitted to the Building Department. A motion was made to issue a Certificate of Appropriateness for amended alterations by Commissioner Cubie, seconded by Commissioner Wexler.Ayes: Ostroski, Surchin,Wexler, Cubie and Woodhouse. (Commissioner Santana Absent) (5-0) Sebastian Heath —Jared Loveless of Vector East, Representative - Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark located at 435 Skippers Lane, Orient. SCTM No. 1000-24-2-3. a) The representative, Jared Loveless, described the material being proposed as in-kind replacement of roof shingles and siding of a barn. b) Installation will be done in kind with Roof 5/8 inch butt end treated tapered sawn shingle and Siding to be treated 16 inch cedar perfections rabbeted and rebutted. Fuentes, Deputy Town Attorney Damon Hagan Quorum present: Pledge of Allegiance: Approval of Minutes: Motion to approve July 28, 2022 meeting minutes by Commissioner Surchin, seconded by Commissioner Woodhouse, AYES: Ostroski, Surchin, Wexler, and Cubie and Woodhouse. (5- 0). Motion approved. PUBLIC HEARINGS: 3:30 P.M. 3:32 P.M. - Flavin, Laura — (Adjourned from July 28, 2022) Request for a Certificate of Appropriateness under Section 170-7(b) of Town Code at a registered landmark property, 50705 Main Road, Southold. Proposed alterations to an Existing Single Family Dwelling. SCTM No. 1000-70-1-7.1 a) Anthony Portillo presented to the Commission amended plans received on August 23, 2022. b) The proposed window replacement are described as Jeldwin Siteline, Wood Double Hung, 5/8 inch Mutton Bar, OGEE Profile. A motion was made to issue a Certificate of Appropriateness for alterations by Commissioner Surchin, seconded by Commissioner Wexler. Ayes: Ostroski, Surchin, Wexler, Cubie and Woodhouse. (Commissioner Santana Absent) (5-0) Old Business: (3:46 P.M:) 1. Murphy Home Plaque —A plaque was delivered to the homeowner. 2. Asch property award -A week ago from this day, Commissioners Ostroski, Surchin, Wexler and Woodhouse were in attendance at the home as the award was presented. A plague will also be given to the homeowner. Photos were taken and can possibly be posted to the Town's website. 2 Page 3, Minutes of Meeting of the Historic Preservation Commission . August 25, 2022 3. Landmark Incentives: No updates 4. Potential Awards Incentives: No Report 5. Shiloh Baptist Church —Commissioner Cubie will act as Liaison and assist with making the church a landmark. Funding for the Church is needed and Commissioner Surchin commented on programs for funding with Grant Monies for the preservation of Black churches. The Church is on the SPLIA list so landmark status is acceptable. 6. HPC Handbook. Revision currently in the process. The Deputy Town Attorney is in the process of drafting amendments to Chapter 170 of the Town Code as the Commission's governing document, and will present proposals. Revisions to the Handbook to follow. 7. The commission discussed adding more members. New Business: (3:58 P.M.) 1) First Universalist Church — Ray Calamari, Representative, appeared before the Commission to describe most recent design and presented a rendering. Also members of the Church spoke to the design. Following are comments and suggestions. • The building is described as simplified shingle style type. The prior design was approved. White stained cedar siding and roof with Timberline Architectural shingles. Commission recommended Timberline Camelot,Series shingles. • The prior building that burned down was larger in size. • No basement is proposed, only slab on grade. The representative stated that the project was fighting a budget. • The Swoop design is a barrier, meditation garden, outdoor space for activities. • The Commission described the different architectural elements not consistent. • Members of the church described the church as unitarian universalist and members are of varied denominations. • Curb cuts will be in same locations. • Site is a combination of three lots merged as required by SCDHS, shared with a rental residence and the ministry residence. Septic will be an advanced system. • Landscaping — plant selection has been downsized from prior design to include drought resistance vegetation. Lawn vs. ground covers was discussed. • Building includes small classroom. A second classroom is proposed in the future. • Rear allows for outdoor events; small kitchen • Suggested that arch entry on swoop should be eliminated. • Elements that include board and batten is a mixture of elements that do not hold together. • Further discussion relating to different roof pitches and various dormers to be better coordinated. • The interior of the church described, conventional framed roof with trusses. Trusses should be functional. . • Possible solar panels in the rear, and lighting to include nine 12 feet in height, dark skies compliant. • The Commission requested that the applicant meet with the Commission again on September 22, 2022 for a pre-submission Conference. 3 Page 4, Minutes of Meeting of the Historic Preservation Commission August 25, 2022 2) Old Window Screens — 2500 Hobart Road, Jamie Davis — an inquiry from a resident as to how to treat Old Window Screens. It was suggested that the screens be kept in storage, and that the Commission work on a policy and advice for these type of matters. Meeting Adjourned: 5:20 P.M. Motion to exit the public meeting and enter into Executive Session was made by Commissioner Woodhouse, seconded by Commissioner Ostroski. AYES: Ostroski, Surchin, Wexler, Cubie and Woodhouse. Motion approved. (6-0) Next HPC work session and regular meeting, with Zoom access, scheduled for September 22, 2022 in the Town Hall in the Town Hall Meeting Room at 3:00 PM. 4
