Main Rd. &Youngs Ave.) Southold, NY 11971 G ® Telephone: 631 765-1938 cou LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Glenn Goldsmith, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: April 5, 2022 Re: LWRP Coastal Consistency Review for GEANIE ARCIGA & THOMAS JUUL-HANSEN SCTM# 1000-72-1-1.10 En-Consultants on behalf of GEANIE ARCIGA & THOMAS JUUL-HANSEN requests a Wetland Permit to construct a 4' x±118' timber bluff stairway, including a 4'x7' entry platform at top of bluff, a 4'x4' landing; (3) 4'x6' landings with benches; a 4'x7' landing; and a 4'x6' platform off bulkhead with 2'x5' retractable "flip-up" steps to beach; clear and maintain a 4' x t42' wood chip path to stairway; and restore areas disturbed during construction with native plantings. Located: 500 Castle Hill Road, Cutchogue. SCTM# 1000-72-1-1.10 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. This recommendation is based on the following: 1. The timber bluff stairway received a Wetlands (4525) and Coastal Erosion Hazard Permit in 1995. In 2019 the permits were transferred to the present owners. There is no evidence that the access stair was constructed. This area is prone to severe erosion from storms. Photographic evidence shows that the bluff slope has benefited from the installation of the bulkhead at the toe. Vegetation is recolonizing the slope and it is better stabilized. 2. Require minimal disturbance to existing vegetation on the bluff slope. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. To mitigate impacts associated with the potential disturbance of bluff soils and vegetation during construction,all disturbed areas will be restored with native plantings. To maintain and encourage the growth of vegetation beneath the new stairway,the stairway will be elevated a minimum of 3 feet above the bluff face. And to protect against potential damage and loss during storms,the terminal beach steps off the bulkhead will be retractable.
