Located: 645 Glen Court, Cutchogue. SCTM# 1000-83-1-7 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. See LWRP Section III - Policies; Pages 22 through 32 for evaluation criteria. ®Yes ❑ No ❑ Not Applicable LWRP ADDENDUM FOR SHEENA ACHARYA & ADRIAN SAPOLLNIK 645 GLEN COURT CUTCHOGUE,NY SCTM#1000-83-1-7 Policies 4, 5, and 6 The bluff is well vegetated and stabilized both at its toe and crest by retaining walls. The proposed 64 sf spa would be located 1) adjacent to the existing house, in place of a former chimney and existing patio area; 2) approximately 41 feet from the retaining wall stabilizing the top of bluff; and 3) more than 140 feet from the surface waters of Long Island Sound. Therefore, while the spa would increase Town-defined lot coverage by 0.63 percentage points, it would not add to the impervious surface area of the property nor increase the property's erosion risks or risk of increased runoff. And with a minimum bluff setback of 95 feet, approximately half of the proposed 184 sf garage addition would be located outside Chapter 275 jurisdiction. Together the two structures would increase lot coverage by only 248 square feet. Nevertheless, to mitigate any risk of increased runoff toward Long Island Sound, drywells would be installed in connection with both the spa and garage addition to capture and recharge any associated potential runoff. Any potential increase in runoff would also be mitigated by the flat slope between the dwelling and top of bluff that is maintained and stabilized by the existing retaining wall, landward of which will be a 10-foot wide non-turf buffer established in association with recently issued Wetlands Permit No. 10062. And a temporary project-limiting fence would be installed to contain site disturbance and limit potential surface runoff during construction. The limited project scope and proposed mitigation in the context of the existing site conditions thus make the project consistent with the goals of LWRP Polices 4, 5, and 6, namely the protection against flooding and erosion damage; protection of water quality; and protection of the quality and function of the surrounding Town of Southold ecosystem.
