"spar" shed; remove the roof, deck supports, deck and patio; construct a new roof in same footprint as existing; construct a new 112sq.ft. deck; and install 700sq.ft. of patio pavers with no expansion of use as a result of the property repairs. SCTM# 1000-117-5-14.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that: The as-built structures that do not predate Board of Trustee regulations are recommended as INCONSISTENT with Policy 6.3. The structures that were constructed prior to Board of Trustee regulations are recommended as CONSISTENT with the LWRP. Project also includes an after the fact CO for the clubhouse, and Trustees permit for clubhouse and spar shed Roof and Deck Support Replacement at Old Cove Yacht Club 1400 Old Harbor Rd, New Suffolk Project Summary The existing property supports an approximately 490 square foot(sf) one-story clubhouse building with an adjoining 424 sf deck (plus another 50 sf of back deck and steps) and 390 sf patio (pavers). The property also supports an approximately 144 sf"spar" shed used to house sails, masts, and other sailing equipment, and a bulkhead and dock structure.The bulkhead and dock were permitted by the Trustees (Permit Nos 5935 and 4327). However, the clubhouse and spar shed do not have an active Trustees permits and the clubhouse does not have a CO. The clubhouse's roof and deck supports have deteriorated to the point of failure. As part of the proposed Project, the roof and deck supports would be removed, along with the existing patio. Following removal, new roof would be built in the same footprint as existing. Construction also includes a new patio, deck (including built in benches), and deck support. The proposed Project would reduce the total area of deck from 474 to 112 sf and increase the area of pavers on grade from 390 to 700 sf.There would be no expansion of use as a result of property repairs. As part of the proposed Project, the applicant also seeks a Trustees Wetland Permit for the clubhouse and spar shed, and a CO for the clubhouse. The clubhouse was built and moved to the Old Harbor site prior to 1957 and is used as a seasonal clubhouse to support sailing lessons. The spar shed is used to store sailing equipment. This permit supplement provides additional information to supports the following applications: • Town of Southold Building Permit • Town of Southold Trustees Permit 1.1 Project Location and Background The proposed Project is located at 1400 Old Harbor Rd, New Suffolk, New York as indicated in Figures 1 and 2.The property tax map is 1000-117:-5=14.1 1. In the 1950's, the clubhouse was moved to Old Harbor Road in New Suffolk.Old Cove has operated in its present location in the New Suffolk community for over 75 years with a focus on youth sailing. Since its inception,Old Cove has been dedicated to the promotion of recreational sailing, racing, cruising, sailing instruction, boating safety and youth sailing instruction. During the summer of 2021, approximately 120 students participated in Old Cove Junior Sailing Program providing access to the water and boating. In addition to the Junior Sailing Program, Old Cove also offers adult programs, including learning to sail and race. While there are special status species in the project area, Project activities would be restricted to within the existing building footprint.There would be no impact to coastal resources or habitats as all work would occur in the uplands land-side of the bulkhead.There would be no grading or changes to slope. The existing slope of the property results in stormwater flowing away from the Peconic Bay and into an area of permeable grass and vegetation. Excavation would be limited to setting new deck and roof supports Permit Supplement 9 February 2022 in the general area of existing supports. Construction debris would be collected daily and deposited in an onsite dumpster to prevent any material from entering the waterways or adjoining properties. The proposed Project is consistent with Southold Town's Local Waterfront Revitalization Plan as it repairs an existing structure with no expansion of use to support a program with historical community presence,that provide recreational access to the water and water-dependent uses.There would be no expansion of use and no direct or indirect impacts to fisheries or coastal habitats.
