Present were: John Stein, Chairperson Carol Brown, Member Caroline Burghardt, Member John Chandler, Member Maggie Merrill, Member Shannon Wright, Member Brian Mealy, Town Board Liaison Liz Gillooly, Trustee Liaison Lauren Standish, Secretary Absent was: Inga Van Eysden, Member CALL TO ORDER John Stein called the meeting to order at 4:35PM. REPORTS Carolyn Burghardt attended the Board of Trustees meeting held on Wed., July 13th and reported the meeting was business as usual. John Stein attended the Fishers Island Town Board meeting held on Wed., August 3rd. He had the opportunity to speak with various department heads and elected officials on a number of CAC related topics. 2 CLIMATE SMART COMMUNITIES Guest Speaker—Andrew Manitt, Deputy Director of the Sustainability Institute at Molloy University. The Sustainability Institute and Cameron Engineering & Assoc. are contracted by the NYSDEC to act as coordinators to assist local governments on LI with t heir efforts to become certified under the Climate Smart Communities program. They are also contracted by NYSERDA to provide coordination of the Clean Energy Communities Program on LI. Andrew has been assigned as the Coordinator for the Town of Southold, along with the team at Cameron, and will assist with strategizing the Town's climate mitigation, adaptation and clean energy efforts, technical assistant in implementing measures, help to identify funding opportunities, and help with submitting documents to NY State for recognition under those programs. Carol Brown and John Stein participated in a conference call on August 8t" with representatives from the Coastal Resiliency Network, created by the NYSACC to assist NYS coastal communities, and with NYS Sea Grant. The purpose of the meeting was to discuss the accomplishment of completing the LWRP as a step in dealing with sea level rise. APPROVAL OF MINUTES Moved by Caroline Burghardt, seconded by Maggie Merrill, to Approve the Minutes of July 5, 2022. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Chandler, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of GEROSA FAMILY TRUST to remove existing landings, staircase, benches, shed and support posts. Construct new staircase with landings and storage bin, total of 221.4 sf. Maximum disturbance to be 2' on either side of stairway. Replant disturbed areas and area of removed staircase with American beach grass at 12" O.C. and/or indigenous vegetation with two (2) layers of burlap (O/E) fastened. Located: 315 Aquaview Ave., East Marion. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Stein, it was ' 3 RESOLVED to SUPPORT the application of MICHAEL & ARGY MANTIKAS to remove existing vegetation and proposed planting plan for approx. 880 sf. of slope with nine (9) different native plants in 33 interrelated beds. Located: 80 South Lane, East Marion. SCTM#37-6-3.5 Inspected by: John Stein, Caroline Burghardt, Carol Brown, Shannon Wright The CAC Supports the application using best management practices on the slope and the beachgrass is not removed. Vote of Council:Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of CHARLES SNYDER to reconstruct 125 If. of bulkhead in-place and in-kind (with the exception of proposed vinyl sheathing). Applicant also proposes to reconstruct the existing deck (441.9') in-kind and in-place, along the seaward side of the existing dwelling. Located: 704 Wiggins Lane, Greenport. SCTM#53-2-7 Inspected by: John Stein, Caroline Burghardt, Carol Brown, Maggie Merrill, Shannon Wright Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Shannon Wright, it was RESOLVED to NOT SUPPORT the application of MKS REALTY, LLC to construct a new two-story frame house and garage (2,445 sf. footprint), raised deck (1,474 sf.), in-ground pool (522 sf.), gazebo with storage below (100 sf.) front entry stairs (663 sf.), stone blend driveway (4,095 sf.), public water service connection, new sanitary system, ie. one (1) 500 gallon wastewater treatment unit and six (6) 8.51 by 2' effect. depth sanitary leaching ' 4 galleys (IAOWTS), and new stormwater control structures for roof run-off and driveway run-off. Located: 1925 North Sea Drive, Southold. SCTM#54-4-20 Inspected by: John Stein, Caroline Burghardt, Carol Brown, John Chandler, Maggie Merrill, Shannon Wright The CAC does Not Support the application. The proposed setbacks are too close to the wetland boundary, within the primary and secondary dune, and within a flood zone. This is an environmentally sensitive area and any development of this property would deplete the natural habitat. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Merrill Kramer, it was RESOLVED to NOT SUPPORT the application of ANGELIKI KAZEROS & GEORGE PLITAS to construct a 4'X 193' fixed pier with 14'X 3' aluminum ramp and 6'X 20' floating dock supported with 2-10" dia. CCA piles. Located: 1395 Sleepy Hollow Lane, Southold. SCTM#78-1-10.20 Inspected by: John Stein, Caroline Burghardt, Carol Brown, Maggie Merrill, Shannon Wright The CAC does Not Support the application because the overall length of the docking facility exceeds 1/3 across the width of the creek and extends beyond the pier line. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of KAAN ILGIN to mitigate the existing clearing by revegetating 14,257 sf. by installing native plantings throughout the disturbed area, and by preserving 68,134 sf. of existing vegetation. The applicant also proposes to install 372 If. of fencing along the rear of the existing dwelling to provide a physical demarcation of the upland and wetlands areas, and maintain a 4' wide path to maintain continual access to Southold Bay. Located: 3525 Paradise Point Rd., Southold. In addition to the replacement of the previous north side landscape wall is the installation of a 24" +/- tall paver block landscape wall on north side (24.5' long) which was replaced and added on east side (19' long) and portion of west side (8'-1" long) along with built-in patio fire pit. All work is above the top of the bluff line and flush with the surrounding grade. Located: 640 Lloyds Lane, Mattituck. SCTM#99-3-4.1 Inspected by: John Stein, Carol Brown, Shannon Wright The CAC does Not Support the application for the as-builts located within the CEHA, which includes a 200 sf. patio. Vote of Council: Ayes: All Motion Carried Moved by Caroline Burghardt, seconded by Shannon Wright, it was RESOLVED to NOT SUPPORT the application of GERARD & KAREN DIFFLEY to remove the existing house, deck driveway and curb. Construct new 47'X 61' house with a 24'X 5' front porch and 21'X 5' rear porch. Installation of a 40'X 35' stone patio with 15'X 15' shade porch and installation of a 30'X 14' in-ground pool, with drywell for pool discharge. Rear yard to be enclosed with a pool enclosure fence. Installation of a 4'X 4' outdoor shower, pervious driveway in front yard, existing septic system to be abandoned and installation of a new I/A septic system in front yard, Located: 435 Luptons Point Road, Mattituck. SCTM#115-11-14 Inspected by: John Stein, Caroline Burghardt, Carol Brown, Maggie Merrill, Shannon Wright The CAC does Not Support the application due to inadequate setbacks of the proposed swimming pool and dwelling. The proposed,structures are too close to wetland boundary and not in compliance with the LWRP. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Caroline Burghardt, it was RESOLVED to SUPPORT the application of DKJK FAMILY TRUST to construct a garage with second-floor recreation room, 852 sf. footprint. Located: 880 Deep Hole Drive, Mattituck. SCTM#115-12-13 Inspected by: John Stein, Caroline Burghardt, Carol Brown, Maggie Merrill, Shannon Wright ' 6 The CAC Supports the application, however, if a bathroom is being installed as part of the project, the CAC recommends an I/A septic system. AND LINDA SCIOTTO to remove the existing garage and shed. Construct a two-story addition and shed attached to garage, and proposed porch expansion. Move driveway to the west property line using permeable material, and install two (2) drywells. Located: 8380 Peconic Bay Blvd., Laurel. SCTM#126-11-20 Inspected by: John Stein, Caroline Burghardt, Carol Brown, Maggie Merrill, Shannon Wright The CAC Supports the application, however questions the permeable materials being used for the driveway. There is also a concern with the removal of the established oak and pine trees. Vote of Council: Ayes: All Motion Carried Carol Brown will attend the next Board of Trustees meeting scheduled for Wed., August 17, 2022. The next meeting of the Conservation Advisory Council will be held on Wed., September 7, 2022 at 4:30PM in the Conference Room.
