9:30 A.M. ? The Board-audited outstanding vouchers.
10:;45 A.M. - The following Off-Agenda items were discussed': (1) Lette~' from
Joseph H. Baler, P.E., Chief, Bureau of Water Resources, County of Suffolk,
relative to the proposed Riverhead/Southold Water Treatment Program. Water
Advisory, Chairman Frank Bear and member Ruth Oliva said they recommend a
contract with ERM-Northeast and Would hope to enter into same-before the end
of December. Funding is 'availa:ble in'the :1984: Budget for this implementation
program. (2) Letter from The North Fork Bank & 'Trust Co., Donald Deerkoski,
Vice President to Receiver of Taxes George Mellas relative to a proposal to allow
the Town to tie :into their IBM,'compter system via banking terminals. The Board
is generally .in agreement, although Councilman Townsend has reservations, that
the Town should go to mini~computers for the individual departments. (3) Petition
for Annexation from East End Associates and the steps the Town and Village Boards
must take to process same. (4) Proposal from Phone-Review, Inc. to audit the
Town's service and maintenance charges for telephone usage. The Board is in
favor of'such an."audit and! a resolution will be placed on the 11/.20 'agenda. (5)
Letter from Town of Smithtown relative to extractive mining industry regulations,
and a Supreme Court decision t.hat local municipalities are preempted from/regulatir~o~
this industry despite the NYS-DEC's regulations.do not preempt local munlcipalities'~
Smithtown requests the Town Board to join the lawsuit either as an appellant as the
Town of Smithtown is 'doing or as a friend of the Court. The Board does not wish
to join 'thiS'lawsuit :and will write to the Association of Towns to intervene~ (6)
Letter to the Town from Cooperative Extension advising that a representat!ive of
Cornell University will be conducting research in New York for."A Framework
for Evaluating the Impacts of Coastal Tourism Product Mixes at the Local Level,"
and will be at the Town Hall at .10:::30 .A.M. , November 13th. (7) Letter from the
Suffolk County Department of Health Services enclosing an agreement for the
indefinite loan of the Water Vending Machine located at the Senior/Youth Center.
The Board will 'authorize' Supervisor Murphy to execute this 'agreement (Resolution
No. 27), but would like the Health Department to continue monitoring the machine.
11:25 A.M. - Mr. David Spohn, Southold Town Board's contact person for the
Airport site Selection/Master Plan Study, .met with the Board to further review
the letter of Robert Mendez, U.S. Department of Transportation, Federal Avia(ion
Adminis[ration,- concerning a "ForeCast Summary Chart." Mr. Spohn felt the Town
Board should adopt a resolution based upon his .review (Resolution No.28), stating
they had reviewed and .accept the "Forecast Summary Chart."
11:45 A.M. - The Board reviewed off-agenda .items: (1) Whether a SEQR determina-
tion should be made on the Wetland AppliCation of Thomas E. Samuels. The Board
~]'~-~'~ed to wait until there i's a decision on the NYS-DEC adjudicatory public hearing
which was held on October 25th. (2) Memoramdum to Board of Appeals Chairman
Goehringer concerning the request of James T. Anderson for refund of his Zoning
Appeal filing fee whereas it was determined by the Building Department an Appeal
was not required..The.Board concluded it was not the fault of the applicant and
his filing fee should be refunded (Resolution No..29). (3) Memorandum from
Commissioner of Public Works Dean requesting an automatic 'fire alarm system, central
station monitored for the attic area in the Highway/Maintenance Building be installed
as recommended in the Safety Surviey. conducted by Utica National Insurance. Mr.
Dean said this will be very costly and will research alternative solutions. (4) The
Board reviewed the proposed contracts between Larsen Appraisal Services and Morley
Appraisal Service for the proposed l agricultural lands for sale to the Town of develop-
ment rights.
EXECUTIVE SESSION - 12:30 P.M. - The Board discussed personnel problems, and
the possible sale of Town property.
12:55 P.M.' - Recess for lunch.

2:30 P.M. - Work Session reconvened a~'U~' Board revieWed the agenda.
2:55 P.M. - Southold Town Historian Magdaline Goodrich made a formal presentation
of the new $outhold Town Flag which she designed on behalf of the Town. The
Town was installed on a flag stand to be permanently displayed on the dais in the
Town Board Meeting Hall.
PUBLIC HEARING: 3:00 P.M. - In the matter of the Preliminary .1985 Budget.
4:00 'P.M. - The Board continued to review the agenda.
EXECUTIVE SESSION - The Board met with Executive Administrator Victor Lessard
to discuss personnel problems.

7:50 P.M.
A Regular Meetin9 of the Southold Town Board was held on Thursday,
November 8, 1984 at the Southold Town Hall, Main Road, Southold, New York.
Supervisor Murphy opened the meeting at 7:50 P.M. (the meeting was called
for 7:30 P.M. but started late due to the length of time for the ,1985 Preliminary
Budget hearing) with the Pledge of Allegiance to the Flag.

Councilmen's report. I'll start on my left with Judge Edwards. Any
JUSTICE EDWARDS: No, I'll have a summation at the end.
SUPERVISOR MURPHY: Jean?
COUNCILWOMAN COCHRAN: Yes., ~1 would just like .to share that I .-attended a
meetin9 on October 30th sponsored by the Cooperative Extension Association in
reference to--it was an Affordable Housin9 Conference. I attended along with
Bill Mullen from the Planning Board and Jim McMahon, community Developer. Most
of the conference delt with many of the problems facing the communities throughout
Suffolk County in relation to affordable housing. As many conferences gd, thTe¥ give
you few solutions but spend a great deal of time on the problems. Bessie ~n of
Greenport, from the Housing Alliance, was a part of the program and she
did an excellent presentation on the work the Greenport Housing Alliance
Dave Newton also announced that Southold is 'in the process of forming a ~l. ousing
Committee to try to address the problems of affordable housing in'Southoid l~own
and as I sat there it appeared to me that we were ahead of many of the townships
in the county and yet we sitting here realize that we have just begun andl there's
a great deal to be done in' this area. I also attended a ioint meetin9 betwieen
Riverhead and Southold in relation to the Water Advisory Committee in dealing with
water treatment filter districts. We had 'a representative from ERM, a conlsulting
firm, which will be presenting a proposal to the Town Board, this'Town Board, and
Riverhead will also be presenting it 'to their Town Board for approval or disapproval
to do a study to provide the Town Board with additional information as far as
technical and economic information needed for us to make a good judgment in
perhaps establishing a filter district. Some of the information that is necessary
and the firm will be helping us.to make' these d~cisi0ns. They will'be giving us
information on equipment selection, equipment installation, sampling anal~s~s and
reporting, equipment repair and maintenance, financing, legal issues, public
relations and education, planning and public agency coordination, and Riverhead
and Southoid will be jointly funding the Study and I'm sure you'll be hearing more
about it in the future. That's it.
SUPERVISOR MURPHY: Thank you, Jean. Paul?
COUNCILMAN STOUTENBURGH: Nothing except that I think we should explain
lust a little bit about a district in the sense that most of us realize' we have quality
water problems and quantity here on Long Island, the idea being that we will put
a filter in each home where there-is a problem about quality and to show that this
is a very unique thing, it's the first town that's ever really thought about this
concept, someone called me all the way from Utah, a concern that makes fi!!ters and
had heard about it all the way out in Utah and wanted to be included in our list
of people who we are asking for--Jean has spoken about--bids for these filters. So
we're starting something very unique and we're 9oing very slowly.

COUNCILMAN TOWNSEND: While it :hasn't been a particularly active couple of week
there's been progress on several fronts, on several projects that I've been involved

in... The new addition to the Animal Shelter, ~hich was to have been completed in
November of :1983, finally looks like it iis~'goi~'~ to be completed, or has been completed
in November of ,1984. A lot of time has gone into banging out a contract with the
Village of Greenport and hopefully tonight they are signing that contract. We've been
through at least one contractor, fired him; we had the Community Development Director
out there himself putting up the fence the other day. He says he enjoys that sort of
thing, and I know he doesn't enjoy, my being on his back all the time, which is what
has been happening the last few months. So maybe by the end of the week, if 'not
by tonight, that thing will'be put to rest. Farmland Preservation Committee has been
meeting almost weekly. They're meeting tonight I notice. We.have on the agenda
tonight a contract for the two appraisers that we have hired to go out and appraise
the develOpment rights of the .thirty or so parcels that have been submitted to us
for our consideration. This is--they have been proceeding quite rapidly and system-
atically With this program. This year we don't anticipate it'S. costing us much money
because we have most of the funds in the bank and we're paying for the interest
and then some with the interest we're'- getting from the money in the bank,, and we're
paying most of the cost of the .bond with the interest we're getting from the bank,
so it ;hasn't affected our tax'rate this-year. In the long run ! don't believe it will
affect our tax rate as much as more intense development might, -such as the kind of
development that's happened in Brookhaven and towns.further west where if you
look at the tax bill for the same kind of house you have here, you'll find it's as
much as twice as high and that's because houses cost more money than' farmland in
general. The Code Committee met, but I'm going to leave that for Jay because he
is the chairman of that committee. We've been working on a couple of projects.
This morning the Police Committee met trying to discuss the'contract that will
determine how much they actually get in wages. I know a million and a half dollars
seems like a lot of money and it represents an estimate of the wage increases that
we feel they're going to get. We tried this year to work without a Town rep-
resentative', a labor representative--netogiator, and they in turn decided to work
without a negotiator and I think that we've come up with a solution to the negotiating
problem that will save the Town some money. At least, if'nothing more, the money
that we spent on the negotiator, which I think was fifteen thousand dollars. It's
possible the thing may go back to a negotiator but we're stillml think we're down
to the fine points now. Supervisor Murphy has been doing the negotiating--not
the Police Committee, but it ,seems as'though we're getting near an agreement.
That's all I have.
SUPERVISOR MURPHY: Thank you. Jay'?
COUNCILMAN SCHONDEBARE: Yes, thank'you, Prank. I was at the Police
Committee meeting this morning and it is one of the areas 'that we're trying to get
it so that we can work out an agreement .with the PBA so that we don't have to go
to binding arbitration. That,'s the whole concept. Hopefully this will work out for
the benefit of the Town and the taxpayers as well as the PBA. Whenever anybody
goes to binding arbitration there's problems'with that in:the past. That's one thing
we're trying to do in'hopes to keep the tax base down, or the tax rate down. The
Code Committee met, we met'after the last Town Board meeting. We will'finalize ~
the farmstand law, make. amendments that should come out rather soon, and we will'
finalize, probably, the two-family conversion one .way or the other. Most of these
committees have taken a back seat over the last two and three weeks because we've
been doing the budget and now it's time to set them up and start things going
again. So we should finalize. the Code Committee shortly. I've been asked to start
on the horses. There has been some problems, evidently~in the zoning regulations
pertaining to horses, and how many horses you can have on your property and where
you can have them. I got a letter requesting that I investigate that in the Code
Committee so we'll take a look at that one also. That's it.
SUPERVISOR MURPHY: Thanks, Jay. l't's good to have a lawyer on the Board
for free legal advice. It probably was the busiest two weeks that I've had, and
the only thing I'd like to comment is'to really thank the people for the tremendous
turn-out in the election we had on. Tuesday. We're very fortunate out here, we
run probably eighty, sometimes over eighty percent of eligible voters vote, and if
you look nationwide, if it's fifty,', sixty percent it's high. I think the people out
here should be congratulated for their'interest, in government and I really like to
thank them for the tremendous service they do. It's the most important thing we
have is your right to vote and I never want to see anybody deprived of it.

remove solid fill walk, construct walk and docks, remove and replace bulkheads
and dredge, James Creek, Great Peconic Bay, Mattituck. Written comments by

3. Notice of rescheduled public hearing, Village of Greenport Board of
Trustees, Thursday, November ,29th at 7:00 P.M. at the Third Street Fire House,
Greenport. The November 1st meeting had been cancelled.
4. New York State DEC Notice of Complete Application by Robert Knauff to
remove stone from beach area by excavating no greater than one foot below
existing grade at 550 ft. area south of Sound Beach Pond, 500 '.ft. area west of
northern runway of airport. Stone to be utilized for construction of Community
Sewage System. Project located on the southwest end of Fishers Island. Written
comments by November 23, 1984. Ray, the project should be going to bid, hopefully
this month, on the sewer plant'over on Fishers Island.
5. U. S. Corps of Engineers notice, of an application, by S. Heagan Bayles for
construction of wave deflector field with fill at Nassau Point, Cutchogue. Written

SUPERVISOR MURPHY; The third item on our agenda is Communications.
1; From the Board of Elections thanking the Town for their cooperati(~n and
the Town employees for their, cooperation when they had registration here!again.
Again, Southold Town did great and we had a tremendous turnout of new registration.
2. From Gre9 Blass, our County Legislator, concerning the proposal for an
Economic Pro~ram by Suffolk County to preserve waterfront properties for commercial
fishin9 use.
3. Long Island State Park Commission notice of a Winter Arts Festival.
4. Girl Scout Cadette Troop award ceremony tomorow I believe it's going to
be--November-10th at 3:00 to 5:00 P.M. Saturday.

V. RESOLUTIONS.
That's all the Communications, Public'Hearings we held.
SUPERVISOR MURPHY: We'll move on to the fifth item on our agenda, Resolutions,
and the first one concerning relief petition.

WHEREAS, Harold Reese and Frederick Reese, by petition dated May 31, .1984
applied to the Southold Town Board for relief from the Bulk requirements of the
Zonin9 Code with regard to'a major subdivision-entitled, "Harbor Lights, Section
V," .consisting of approximately..:39 acres, and located on the north Side of North
Bayview Road, Southold, New York., and
WHEREAS, said petition was referred to the Southold Town Planning Board and ~
Suffolk County Department of Planning for their recommendations, and
WHEREAS, a public:hearing was held by. the Southold Town Board on said petition
on the 9th day of October, 1984, at which time all persons were given an opportunity,
to be heard thereon, now, therefore, be it
RESOLVED that Harold Reese and Frederick Reese be Denied relief from the Bulk
requirements of the Zonin9 Code as provided in Local law No. 11 .- .!983, with regard~
to a proposed major subdivision entitled, "Harbor Lights, Section V." It is the
determination of the Southold Town Board that the petitioners did not diligently
prosecute their petition fora Major Subdivision, therefore final approval could not

SUPERVISOR MURPHY: Number 3 is a decision on an unsafe building.
Moved by Councilman Townsend, seconded by Councilman Schondebare,
WHEREAS, the Building Inspector of the Town of Southold has made a formal
inspection of the premises owned by. Southolod Development Corporation, and shown
and designated on Suffolk County Tax Map as: District 1000; Section 117.00; Block
08.00; Lot 019.00, and thereafter prepared a written report thereof and filed the
same in his 'office, and
WHEREAS, it was determined by the Building Inspector that the three buildings or
structures on said premises are dangers or unsafe to the publicj and
WHEREAS, the Building Inspector promptly thereafter served a .otice on the owner
or other persons having an interested in said propertY/, pursuant to the provisions
of Chapter 90 of the Southold Town Code, and
WHEREAS, said notice required .that the owner of said premises secure or remove
the buildings or structures, securing or removal to commence within' ten idays from
the date of the service of said: notice and that the same be completed within thirty
days thereafter, and
WHEREAS, the owners of said' premises has neglected or refused to comply with
the provisions of said notice within the time specified therein, and
WHEREAS, a public hearing on said "matter was held by this Board on the 23rd day
of October, .I 984,
NOW,. THEREFORE, IT IS HEREBY DETERMINED AND ORDERED AS FOLLOWS:
1. That based upon the written report prepared by the Building Inspector
and filed in his office and upon the evidence given by said Building Inspector at
the hearing held on october 23, ;198u;, this Board does hereby determine that the
buildings or structures located on said premises are unsafe or dancjerous to the
'~ That this Board does hereby order that the three buildin~ls or structures
located on said premises is in such a dilapidated condition that the same cannot be
repaired and secured and therefore directs and orders that the same be taken down
and removed.
3. It is :further determined and ordered that the owners of the buildings
or structures on said'premises shall take down and remove the buildinqs or
structures on said premises on or before the 8th day of December, 1984.
.4. In the event that the owners shall neglect or refuse .to take down and
remove said structures from said premises within the time provided by the preceed-
ing paragraph, then and in that event the Supervisor be and he hereby is authoriz.ed
and directed to procure estimates for the removal of the buildings or structures on
said premises and submit the same to this Board for its consideration as soon there-
after as possible.
5. That thereafter the Board shall, based upon such estimate, provide for
the letting of a contract for the taking down and removal of the buildings or
structures on said'premises.
6. That the cost and expenses of the taking down and removal of the buirdings
or structures,..on said premises.shall be collected by the Town of Southold in the
manner provided for in Section 90~9 of the Code of the Town of Southold.
7. It is further ordered that a certified, copy of this resolution be sent by
the Town Clerk to the owner of said premises by registered mail, return receipt
requested, within three days of the date hereof.

we had a public hearing on this back on October 23rd, .1984-, at which time the
person who owns these buildings had an opportunity to come in and be heard.

RESOLVED' that pursuant to Arti.cle 8 of the Environmental Conservation Law State

The pro_ject has been determined not to have a significant effect on the
environment for the following reasons:
An environmental assessment has been submitted which indicated that no
significant adverse effect to the environment are likely to occur, should the project
be implemented as planned.
Because there~ has been a response from the Board of Southold Town Trustees
and Southoid Town Conservation ~.dvisory Council indicating that this project would
not have a significant effect on the environment.
Because there, has. been no response in the allotted time from the New York
State Department of Environmental Conservation and the Southoid Town Building

Mercurio Audioun, Sal Vindigni, Helen M. Proud, Jeanne Marriner, James Corcoran.
SUPERVISOR MURPHY: This 'is a committee that we advertised for and we're setting
up to evaluate--we have to do this 'to be eligible and comply with federal regulations
when we receive Federal Revenue Sharing and Community Development Funds. It's
to' evaluate our handicapped program in Southold Town. We've done a tremendous
amount over the years, this is another step that we have to do to have this to look
at what we've done and if there's any other areas that need being done to advise
the Town Board on having them done and then in order to qualify for these funds
more than likely we will have to do it. These are new regulations and I appreciate
the interest and help of these people. Any other questions on it?
COUNCILMAN SCHONDEBARE: Let me make one statement though for ourselves.
One of the applicants was late in putting in' his application. The rule has always
been that if you don't have your application in by the time designated that i.t will
be considered, however, in this particular case I think we've all agreed to waive
that rule only because the applicant who was late is in fact handicapped, he has
M.S. and if'you look over the list of the individuals who applied to the Handicapped
Committee none of them themselves are handicapped. So we decided to waive our
prior requirement. And we didn't have enough applicants to begin with, so it all
worked out fine.

SUPERVISOR MURPHY: Number 12 we're 9oin9 to hold (appoint a member to the'
Planning Board), the Town Board is '9oin~l to interview the three applicants from
Fishers Island. This position is to replace a man who resigned and who had come
from Fishers Island, on the Planning Board, and it's to fill his'unexpired term, and
we're going to interview the three candidates from Fishers Island. The Town Board
is not necessarily bound to appoint someone from Fishers Island but we would like to
do that if'at all possible. Number 13 we're ,qoing to also hold (appoint members to
the Southold Town Housing Advisory Committee), we're c~toing to interview on the
Housing and we did have 10 applicants for the 12 positions and we will interview
them and see, we might make some adjustments here. This is not as critical, it is
very important, but it's not as critical time-frame-wise as the Self-Evaluation
Program, which by law we have to do. Number 14 is to advertise for bids for
a_job for Cross Sound Ferry.

Cross Sound Ferry Service, Inc., Orient, Point, New York," Contract No~ 1984-1
in accordance with the plans, drawings and specifications prepared by DiCesare-
Bentley Engineers, Inc., Groton, Connecticut, and Besier, Gibble & 'Quirin, Consult-
ing Engineers, Old Saybrook, Connecticut.

· audience, this is the first iob. The New York State DOT under their Rebuild New
York Bond Issue that was passed last year, has authorized $400:,000 in improvements
to the terminal--or to ihe. docking facilities of Cross Sound Ferry over here, and this
is 'the first job that's coming out. The money is 'funnelled through the Town. It
does not cost the Town anything, all expenses are paid by the contractor. These
are for dolphins mainly, to allow the boats to dock in more inclement weather and to
be able to allow them to leave a boat over here so that a boat would be able to leave
from this :side in the morning and they wouldn't have to worry as much on these

JUSTICE EDWARDS: I might just say that this was something that come up in the
desigr~, they realized that if'they moved the superstructure aft a little bit they'd
get a little more stability out of the board. This is for our new 162 ft. ferry boat
which the keel has been layed and it should be delivered sometime late spring, and
by moving this aft it gives a little more cabin space and better stability. Thank

COUNCILMAN TOWNSEND: I want to discuss that this is not Southold Town, this
is money we're getting from the County program for administrating the money.
SUPERVISOR MURPHY: This is a new program, new grant that the Town has
~gotten where only two in Suffolk County, and I believe the only two in New York
State that are in' this program and it's an Adult Day Care Center. It's an
experimental program that the State is 'doing. It doesn't cost the Town anything,
but we have had such a tremendous Nutrition Program and we wrote up such a
good program for this 'Day Care. and are able tO use our facilities and a lot of our
people, that we were chosen to participate in this and it's a great step forward for
Southold Town and it is definitely needed. We have a contract with the church
and with the County now and we are starting construction to redo the stage area
through the generosity of Father Rocco in St. Agnes School /here and hopefully
by within two to three weeks we'll be operational and we look forward to it, it's
definitely needed in Southold Town and i think it's great.
COUNCILMAN TOWNSEND: It will help us reduce, costs, I think, in the--or the
individuals won't have to send their people .to nursing homes. This hopefully will
help us eliminate some use of the nursing home because it 'will allow some sort of
limif/ed supervision of people that might otherwise have to go to the nursing home
when their children are working and so forth.

through our Nutrition Program, and through the efforts of Vee McKeighan, we've

are really house-ridden, they are not sick enough to be in a nursing home or to
be in the hospital, but do need somebody to help stop in, maybe just to shop for
them, maybe to help change their beds, to help them, assist them in many ways
in the house and it's a very good program, it's funded entirely by the State and
the County and again there's and more. and more of a need developing for this
and really, thank heavens we have a person like a Vee McKeighan who's running
our Nutrition Program who. can take on all of these responsibilities and through
the cooperation of the Town Board over the years we've supported her and helped
her get these programs moving and Southold is really in the front line when it
- comes to these programs.

in Southold Town. It came about about two years ago when it was first put in,
and it was done on an experimental basis~ it's worked I~antastic as a means of
getting clear clean water 'and it 'really has worked fantastic and it's amazing the
number of people that use it every day. Now the Town is responsible for it.
We'~ze been doing the maintenance on it. all along and the County wanted to get
rid of it. They finished their experimental testing and all that. They will still
do the ,actual water testing to .see that the machine is working properly, but we'll
maintain the machine as we have been doing. Any other questions? (No response.)-

COUNCILMAN SCHONDEBARE: Let me just say for the public~ basically the
Street ~l_ighting Committee, I think in the Town Board, is ~looking to remove
street lights from the ToWn, rather than increasing the number of street lights
in the Town and as the gentleman pointed 'out about the 9% increase that LILCO
has it's already expensive putting in street lights. The areas that we do designate~
for street lights are basically those areas at intersections and high traffic areas.
That's when we'll do it.

Section 100-119.2 - Building set-back from water bodies and wetlands
Notwithstanding any other provisions of this chapter·, the following
set-back requirements shall apply to ~ll buildings located on lots adjacent
to water bodies and wetlands:
A. Lots adjacent to Long Island Sound.
(1)
All buildings located on lots adiacent to Long Island Sound,
and upon which there exists ~ bluff or bank landward of the
shore or beach, shall be set-back not less than 100 feet from
the top of such bluff or bank.

Except as otherwise provided in subdivision A(1) hereof, all
buildings located on lots adjacent to Long Island Sound shall
be set-back not less than 100 feet from the ordinary high
water mark of Long Island Sound.

from the ordinary high water mark of such tidal water body, or
not less than 75 feet from the landward edge of the tidal wetland,
whichever is greater.

COUNCILMAN STOUTENBURGH: All right, I'll skip most of it, but it says,
"lots adjacent to Long Island Sound, all buildings located on lots adjacent to
Long Island Sound and upon which there exists a bluff or bank landward of

COUNCILMAN SCHONDEBARE: 8:30 with the Police Committee. The regular
Work Session of the Town Board starts at 9:00, 9:30 in'the morning and really
the .sum and substance and the give and take of any Town Board meeting is during
the day. As you see us up here this evening, we've already determined what we
want to d° before we get up here and we make that determination from: 9:00, 9:30
up until tonight. So consequently the real input into any Town Board is done
during the Work Session which is all day, so when we get up here we then go
right through the resolutions unless something pops up in the mean time. If you're
interesl~ed in Town ~Government~it is 'during the day that the give and take takes

JUSTICE EDWARDS: A few little ~inal~ comments here. Just wanted to make a note
of the opening that's on the Planning Board that James Wall from Fishers Island
left and it was decided with the Town Board members this afternoon that the seat
should be filled by someone from Fishers Island which ! was very happy to hear,
although it's not definite, but I think they are--all the members are in agreement
that if a qualified person does come from the Island that they will be accepted, i
also want to make a public note that my. c~usinf Kenneth Edwards, is on the top
of the list from the Island and I just want that made known that he is my first
cousin, it will have no bearing on how I Vote. We're going to interview these
people, but I think it's very--I should say extremely important now that on November
24th we're going to have a meeting of the Fishers Island Civic Association on the
Island and Supervisor Murphy said that he will~'appear with a member of the Planning
Board and ! think it'S' very important that they make this. trip to the Island. It's
the ~lanning group that we have over there has been working very hard to get our
section of the Master Plan completed and now we want to get some input from RPPW
to get them to get together with our people on the Island to get this thing smoothly
accepted, and I also am sorry to say, Frank~., November 24th I will'not be on the
Island, ! have a wedding to do either in'Suffolk County across from Stamford on a
boat, or on the Bridgeport Ferry, one of the two, depending on the weather, so I
will' not be on the Island on the 24th, but I think it's very important that you or
possibly a designee from the Town Board go there with a member of the Planning
Board and sit down and talk to these people. Thank you very. much.

MR. FRANK CARLIN, Laurel: Yes, I'd like to ask this question to Councilman
Schondebare. You said our street lights, you said it's possible that you're going
to be eliminating some street lights. Don't you get any federal funds from the HUD
or anything to help you on street lights? No moneys at all from the federal govern-
ment?
COUNCILMAN SCHONDEBARE: For street lights?
MR.. CARLIN: Yes. Don't the federal government, give you a lot of moneys
percentage-wise for street lights?
~(~OUNClLMAN SCHONDEBARE: Why would the federal government give us money
for street lights?
MR. CARl,IN: HUD. Don't you put in' for it? It's there.
COUNCILMAN SCHONDEBARE: HUD, Housing and Urban Development.
MR. CARLIN: Yes.
COUNCILMAN SCHONDEBARE: IS Southold Town a target area of HUD? ,For
Housing and Urban Development?
MR. CARLIN: Don't you get any federal aid for street lights?
COUNCILMAN SCHONDEBARE: No.
MR. CARLIN: That's funny, I understand other towns do.
COUNCILMAN SCHONDEBARE: We're not a targeted area, maybe they are.
SUPERVISOR MURPHY: Frank, we had a grant several years ago and then the
Town did bond when they did' change the lights and there was some to upgrade
signs and some lights, but that's been expended some time ago.
MR. CARLIN: Then you Won't have nothing to worry about next year if'you
increase the taxes 14% that extra increase of 14% will PaY the difference of LILCO
lighting bill, right?
SUPERVISOR MUI~PHY: Hope not.
MR. CARLIN': I hoPe.~it :does. or we'll have those street lights turned off.
COUNCILMAN STOUTENBURGH: Frank, I think he should understand that the
lights they're going to take out are not lights usually in' front of people's homes,
but on vacant farmland streets which we feel are really inadequate.
MR. CARLIN: Well, that's something else. But you don't get any federal aid at
all for street lights from the federal government when I understand--I'm going to
check into tomorrow, but other towns do.
COUNCILWOMAN COCHRAN: They may qualify, we may not.
MR. CARLIN: I don't know. Now I have--ask questions of the Police Department.
Is there any policeman retiring next year?
SUPERVISOR MURPHY: Not that we know, but we expect there might be, yes.
MR. CARl,IN: Then why do we have to hire two new policemen?
SUPERVISOR MURPHY: Who's hired two new policemen.~
MR. CARl_IN: It said in the paper that you're 9onna--might hire two new
policemen.
SUPERVISOR MURPHY: To repl~ace that man.
MR. CARLIN: Replace what man?
SUPERVISOR MURPHY: Who might retire.
MR. CARLIN: Oh, might retire. Okay. Now one more thing I have, this is
important. I couldn't ~nderstand--I live between the Laurel Bridge and .ti~e
l,aurel curve for over 30 years and I've seen a lot of accidents, there, I've been
to a lot of .accidents. Why don't Southold Police render t~rst aid or CRP? I
understand they don't do this. Why? Suffolk County does, State Police does,
Riverhead Police do, but yet they don't. When there's an accident they depend
on the Matt[tuck Fire Department to do this. They'll cover you up 'with a blanket--
SUPERVISOR .MURPHY: They're probably not trained for CPR.

MR. CARLIN: Why aren't they, that's part o~ being a policeman. Other towns are.
SUPERVISOR MURPHY: Not all policemen arer no.
MR. CARLIN: Well Riverhead is.
SUPERVISOR MURPHY: I doubt it very much.
MR. CARLIN: Yes they are, they go to school every--! believe every six months
to update themselLat Westhampton. I believe that Suffolk County is.
SUPERVISOR MURPHY: We parti¢i'pate in that school too.
MR. CARLIN: I mean they get salaries and that's part of being a policeman.
They're usually the first ones at an .accident, might be able to save somebody's
life before somebody else gets there, yet they can't render ~(ou first aid. That
don't make sense to me. I was told it's an insurance problem, I don't know, I was
told by somebody that they're not covered by insurance, if'.they touch you and
something happens the Town is ~held liable. I'm not sure about that,but that's what
I was told.
SUPERVISOR MURPHY: Frankf we'll look into it.
MR. CARLIN: If it is, it's ridiculous as far as i'm concerned. Being a cop you
should know how to give first aid~
MR. TED WELLS, Mattituck: I feel you're all doing a good iob up there as far as
I!m concerned, I'm not here to say you're not doing a good job, shouldn't give
yoursetf a raise. I feel you should keep it down because of the taxes, we don't
need it. The other thing is as far as the vandalism in this Township; is anybody
doing anything about it as far as pushing a little extra to find out if we could
slow it 'down.
SUPERVISOR MURPHY: They're doing quite a bit, and they have a pretty good
arrest record on it,. Teddy, naturally you can't get them all.
MR. WELLS: Well, I think, if you don't know it, being that you live in MattitUck,
you have a drucl 13roblem and it's related. Any one of the Board, no matter which
one wants to meet me in my place, any time after 9:00 o'clock, and I will take
you in that town and you can buy any pl,ace, a0ywhere, anything.
COUNCILWOMAN COCHRAN: That's throughout the entire Township, Mattituck's
not unique.
MR. WELLS: in a particular area, there's two areas in Mattituck, one is right
on the Main Road and the other one happens to be by my house, past my house.
Because this is where I feel we're getting a lot of vandalism on that street, in
that area, in that neighborhood. And they go down through there, they come
baCk, we're flying high, and I stood and watched--and I've got neighbors that
I'll bring in, that have stood and watched them take the truck and go down
and knock the signs, mail boxes and everything down on purpose. If you ain't
on something you don't do that. Any time you want to come and I'I1 show you
where it 'is, you can sit right down and watch it and where are all our police?
We're paying the big money. This is another thing. I mean all this other stuff,
the water and. all this, fine, this is the big s~tuff, and so is this.
SUPERVISOR MURPHY: We're very concerned about drugs and if you do have
information I would appreciate it 'either giving it to me or to the Chief of Police.
Have you notified the Police Chief at any time about this?
MR. WELLS: No.
SUPERVISOR MURPHY: Then we can't do a thing about it.
MR. WELLS: Because I figured they're around~ but you'll never see them around
in that particular area.
SUPERVISOR MURPHY: Ail right, I'll contact you--
MR. WELLS: They're not told, or they have to have somewhere to go and hang out.
