ANNUAL FISHERS ISLAND MEETING
AUGUST 8, 1984
A Re~tular Meetin~t of the Southold Town Board was held at 1:00 P.M-,
Wednesday, August 8, 1984 at the Fishers Island Schoolw Fishers Island, New
York. Supervisor Murphy opened the meeting With the Pledge of Allegiance
to the Flag.

Moved by Justice Edwards, seconded by Councilman Schondebare, it was
RESOLVED that the next Regular Meeting of the Southold Town Board will be ~
held at 7:30 P.M., Tuesday, August 14, 1984, at' the Southold Town Hall, Main I
Road, Southold, New York. ~
Vote of the Town Board: Ayes: Councilwoman Cochran, Councilman Schondebare,
Councilman Stoutenburgh, Justice Edwards, Councilman Townsend, Supervisor Murphy.
This resolution was declared duly ADOPTED. ' '
I. REPORTS
1. Fishers Island Ferry District monthly report - :July ~1984.
2. Councilmen's Reports:
COUNCILMAN SCHONDEBARE: Councilman Schondebare explained that when
matters concerning Fishers Island come before the Town Board they look to
Justice Edwards for guidance. Although he has never received a letter or
telephone call from anyone on Fishers Island pro or con any issue, he would
be most receptive to being contacted if they have any concerns. The stated
that current Town Board issues are: dealing with two-family housing conversions,
the Master Plan Update, landfill; street lights--he is 'the Only member of the Board
on the Street Light Committee.
COUNCILMAN TOWNSEND: Councilman Townsend thanked the residents of Fishers
Island for their hospitality. He stated he is a member of the Landfill Committee,
Police Committee, Highway Committee and Dog Pound Committee. The Town Board
does evaluate Justice Edwards' proposals and relies heavily on his input in general
on matters relating to Fishers Island.
JUSTICE EDWARDS: Justice Edwards explained that he is a member of ail' Town
Board Committees and hoped the residents of Fishers Island would have questions
to ask the Town Board relative to their, concerns.
COUNCILMAN STOUTENBURGH: Councilman Stoutenburgh apologized for arriving
late. He came to Fishers Island on his own boat, moored in West Harbor, and
COUNCILWOMAN COCHRAN: Councilwoman Cochran extended a warm hello to all
present. She explained she is a member of the Water Advisory Committee, Commerce
and Industry Committee, Chairman of the newly formed Recreation Committee, a
member of the Highway Committee, and Chairman of the new Safety Belt Program,
and explained the seat belt law and plans for the program. She said the Recreation
Committee is in the process of determining cost factors, and has been in communication
with Kathy Zanghetti relative to the Island People's Project Program, a program she
- complimented them on.

couldn't find public transportation and had to walk over to the School. He said
he was impressed with the mooring system in West Harbor which was started by
Justice Edwards last year.
SUPERVISOR MURPHY: Supervisor Murphy spoke about the Landfill Program,
Wastewater Treatment Plant progress, Fishers. Island Sewer Treatment Facility,
completed lights for the tennis courts, Elizabeth Airport runway and lighting
program, Hurricane Preparedness Plan and chain of command for same - pamphlets
on same which were brought to the Island and available for the residents, as well
as pamphlets brought by the Board of Elections. He assured the residents that
Fishers Island would not be left out of the Master Plan, and will not be completed
until' they are satisfied. The Planning-Board was meeting at the same time as
the Town ,Board to answer questions on the Master Plan.
Supervisor Murphy introduced New York State Assemblyman JOseph Sawicki, Jr.
who expressed his pleasure to be on Fishers Island. He said he has the distinct
privilege, when debating on the floor of the Assembly, to remind them that he
represents the eastern most district in the State of New York. He has recently
answered questions for Fishers Island residents concerning their contemplated
incorpoi'ation into a Village, problems with out of state Iobstermen for which he
hopes to have concrete legislation in the fall to protect Fishers Island, and he
has met with Fishers Island Superintendent of Schools Bill Haase in Albany relative
to educational bills before the Assembly.--Assemblyman Sawickilextended the regrets
of Senator Kenneth LaValle who was unable to attend this meeting on. Eishers Island.
Supervisor Murphy introduced New York State Department.of Environmental
Conservation Regional Director Harold Berger who brOught the Fishers Island
section of the Freshwater Wetland.Maps to the Island (subject of Public Notice
No. I - Notice to Landowners of a Public Hearing on the Tentative Freshwater
Wetlands Maps for Suffolk County on August 21, 1984: from 1:00 P.M. to 7:00
P.M. at the Southold Town Hall). Mr. Berger briefly reviewed the Freshwater
Wetlands Regulations. He stated he was on Fishers Island last-week with Super-
visor Murphy to view the landfillsite, and will try to do everything he can to
help Fishers Island with this project.
Supervisor Murphy introduced Suffolk County Deputy Commissioner of Consumer
Affairs Mary Fallon who gave. an overview of what her departmetn does for the
residents of Suffolk County: consumer complaints, weights and measures,
electrician, plumber, home appliance repair and home improvement licenses. She
stated that two weeks ago two investigators spent two days on Fishers Island
meeting with the local contractors.
Supervisor Murphy introduced Robert Villa and Steve Costa.~frotn the Department
of Health Services. He said there is an agreement between the County and the
Town to assist in cesspool inspections and will contact_ the County whenever the
Town has an airplane going to Fishers Island.--Supervisor Murphy then introduced
Anita Roman, Commissioner of the Suffolk County Department of Social Services,
Joseph Sanzone, Superintendent of the Suffolk County Department of Vector Control,
County Comptroller Joseph Caputo and Suffolk County Clerk-Juliette Kinsella.
Supervisor Murphy then introduced Foster Beach !11, Regional Transportation
Planner for the New York State Department of Transportation, who spoke about
the current proposal from the Town for a $200,000 project to resurface runways
and install markings 'at Elizabeth Airport. He said that contracts,will be let next
spring by the Town. Mr. Beach then spoke ~bout the $400,000 grant to Cross
Sound Ferry, under: the Transportation Bond Act, for improved services, which
the Town will be responsible for letting the onctracts and administration of the
project.--Justice Edwards asked. Mr. Beach what has become of the proposed traffic
- control signs, the subject of a letter to him' from the DOT two years ago. He has
heard nothing further. Mr. Beach said he would look into the question and get
back to Justice Edwards. Supervisor Murphy said he thought this was in relation
to a Federal-State Program and suggested he. contact Superintendent of Highways ,
Dean.
Supervisor Murphy then invited questions from the audience.
KENNETH EDWARDS: Mr. Edwards asked what is going to be done for Fishers
Island under the new mandatory regulation of photographs on the driver's license.
Chief Winters said he will find out and respond to Mr.. Edwards.
ROWLAND OSWALD: Mr. Oswald asked what is being done about opening drains
on Fishers Island, there are several problem areas. Justice Edwards said he had
spoken to Superijntendent of Highways Dean about this two weeks ago, and Mr.
Dean said he would send over the proper equipment for this work in the fall.
BOB HASKINS: Mr. Haskins asked why road repairs are not being done. He
mentioned Avenue B. Community Development Director Jim McMahon explained

that the .Avenue B project was supposed to have been done as a Year 9 Community
Development project, but when the report was filed under the income census tract
guidelines, Fishers Island did not quality for the funding. He said that Superin-
tendent of Highways Dean was looking into the use of CHIPS money for Avenue B.
JOHN CLAVIN: Mr. Clavin thanked the Town and State for the tremendous coopera-
tion he has received on the work he is 'doing on incorporation. He then asked if
the 'entire Town could be included in paying the bond for the Fishers Island Sewage
facility. He said that Fishers Island must share in paying the bonds for th~ Town
Landfill~which they do not use. Town Attorney Tasker stated the Landfill ~s a
general Town charge as is the bond for same. The Fishers Island sewer project
is a specific refuse disposal district and can only be charged back to the taxpayers
of that district. Supervisor Murphy said he would look into making that district
a general Town district, as he can see the unfairness of such a charge, and landfill
costs are going out of sight.--Mr. Clavin also stated the Department of Health has
clinics on the mainland, but Fishers Island residents are not able to avail themselves
of those facilities. He asked if the County would be willing to contribute funds
toward the Island Health Project. Robert Villa, Suffolk County Department of
Health Services, said that is a question only the Commissioner can answer and
will take that up with him.
RICH HASKINS: Mr. Haskins asked What could be done about the asbestos wrapped
pipes in nearly all of the buildings of former' Ft..Wright and Supervisor Murphy said
he would look into the problem.
Supervisor Murphy thank the residents of Fishers Island who: contributed ~o the
purchase of the surplus government property, aided with the mosquito control
program, Steve Malin0wskLfor the shellfish program, and John Clavin for the
mooring program.
Supervisor Murphy then presentedOutgoing President of the Fishers Island Civic
Association Bob Haskins with a plaque' in appreciation for his untiring efforts on
behalf of the Association.
As the meeting drew to a close Supervisor Murphy invited everyone present to
go down to the ferryboat for a sampling of Pindar Vineyards wine being presented
by Judy Best on b~h~lf of Pindar.~
Justice Edwards thanked .the I~ishers Islanders who donated their.-cars, to transport
visitors on tours, around Fishers Island.
On motion of Councilwoman Cochran, seconded by Councilman Schondebare, it was
RESOLVED _that this_Town Board meeting be adj0urned~at 2:15 P.M.
