Townsend, Jr. Councilman Paul Stoutenburgh Town Clerk Judith T. Terry Town Attorney Robert W. Tasker Marie'Corrado, NYS-DOT Attorney, Albany Wilson Campbell, NYS-DOT Planning Division, Albany Foster Beach, NYS-DOT, R-10, Hauppauge Richard MacMurray, Cross Sound Ferry Services, Inc. James McMahon, Community Development Administrator Joseph Sanseverino, Suffolk County Community Development All parties concerned reviewed the proposed agreement between the New York State Department of Transportation, Cross Sound Ferry Service, Inc. and the Town of Southold for the construction of a Terminal Building and Bulkhead, Dolphins and Piling Work at Orient Point. Mr. Campbell outlined the ToWn's participation in the project as follows: The Town will review and approve the project designs, and the, State is involved as well. The Town awards the contracts and supervises the construction.--Mr. Sanseverino stated that there will be $100,000 Community Development monies involved which will be loaned for the construction of the terminal building and there must be'a guarantee that this project will create ten new jobs ffom with- in the Town of Southold community. Of the individuals holding these new jobs, 51% must, be in the Iow or moderate income brackets.--Considerable discussion ensued concerning :assurances to the Town that they will not not be held responsible for d~faui~ts or contract overruns. Attorneys Corrado and Tasker drafted new. clauses to be placed in the body of the agreement.--Research will be undertaken by Mr~ Beach to determine whether the SEQR process has been completed to the satisfaci:ion of the State DEC. Town Attorney Tasker submitted the~ redrawn agreement between the Town of Southold, Ward Associates, P.C., and Cross Sound Ferry Service, Inc. Ward Associates has riot seen the agreement. It will be hand delivered to Ward Associates byMr. Campbell today. With reference to tt~e agreement between the Town and Times Mirror Cable Television, Supervisor Murphy. and Councilmen Townsend and Stoutenburgh stated they were satisfied and were prepared to vote on a resolution authorizing Supervisor Murphy to sign same. This will be on the agenda for May 16th. Whereas a Town Board meeting was- called for 9:00 A.M. this date, and whereas there was not a quorum present, SupervisO. r. Murphy called a Special Town Board Meeting for 11:00 A.M., Wednesday, May 16, 1984 at the Southold Town Hall. To have this meeting, without two days notice, a waiver must be executed by all members of the Town Board. Town Clerk Terry will contact Justice Edwards and Councilman Schondebare to determine-if they can be present and will sign a waiver for the meeting. Southold Town Clerk
